About this file
This is a Statement of Work for the revitalization of an Uninterruptable Power Supply (UPS) system supporting First Army Headquarters at Building 68, Rock Island Arsenal, Illinois.
First Army requires replacement of internal UPS componentry using original equipment manufacturer parts from Schneider Electric, specifically the modular revitalization kit SKU WMPR505-MP-505. The existing UPS system is a 500 kW Symmetra unit operating at 480 volts with 108 installed batteries. Components to be replaced include intelligence modules, static switch and H.E. power modules, power view display, network management card, switchgear board, battery monitor board, and system PSU. Associated work includes component delivery, on-site certified service professionals for removal and installation, system configuration to meet supply specifications, disposal of old componentry, and a one-year service agreement. The total period of performance is 12 months, with revitalization and installation timing to be coordinated with the government upon award to minimize operational impact, and the service agreement commencing immediately upon government acceptance of installed componentry. The contractor must deliver a kick-off meeting coordination within 14 days of award, provide hardware delivery prior to installation, complete installation and configuration per approved schedule, submit testing and acceptance documentation within three days of installation completion, provide disposal certificates within 14 days, and activate service agreement documentation upon final acceptance. The one-year service agreement must include next business day on-site response for break-fix scenarios, yearly preventive maintenance visits, and discounted parts and labor rates.
All contractor personnel must obtain Real ID clearance, pass background checks, and complete AT/FP Level I training within 30 days of contract start. The contractor is responsible for maintaining strict OSHA compliance, implementing lockout/tagout procedures for the 480-volt system, safe removal and compliant disposal or recycling of old components, and daily site cleanup. Work hours are preferred at 0730-1600 but can be accommodated outside this window; if total power cutoff is required, off-hours work is preferred. If a temporary UPS is needed during revitalization to maintain power to critical loads, the cost must be included in the firm-fixed price. Work is restricted on standard federal holidays.
