About this file

This is a Solicitation Questions and Answers document addressing contractor inquiries regarding the revitalization of an Uninterruptible Power Supply (UPS) system at Rock Island Arsenal, Building 68. The document provides clarifications on access requirements, work schedules, restricted periods, equipment specifications, and service obligations for the contract period of 14 May 2026 through 13 May 2027.

Key technical details include confirmation that the existing system is a Symmetra PX 500 kW UPS operating at 480 volts with 108 batteries (Model SYBTU2-PLP), 10 modules total with N+6 redundancy, installed approximately 2010-2011, and currently supporting a 32 kVA load at 17% capacity. The equipment has experienced critical issues including missing bonding wire between neutral and ground, fan failures on two modules, and four modules previously removed by the incumbent contractor Nationwide Power, which has provided maintenance for at least three years. The government confirms the UPS supports mission-critical loads and must remain operational during work; if a temporary UPS is required to maintain power during revitalization, the cost should be included in the firm-fixed price. Personnel access to the facility requires a Real ID and must pass a background check, with First Army providing escort. Preferred work hours are 0730-1600, though outside-hours work may be accommodated depending on scope. All removed components must be disposed of in accordance with applicable laws, with no retention by the government. The one-year service agreement scope is referenced in the revised Performance Work Statement and Pricing Matrix (Attachment 0003).

Contractor QuestionsGovernment Answers
1. What credentials or access procedures are required for non-government personnel to enter Rock Island Arsenal and Building 68 (e.g., CAC/escort requirements, installation pass, background check) and how much advance notice is typically required to process access?Entering Rock Island Arsenal requires personnel to have a Real ID. For access to building 68 contractors need to be able to pass a background check. We, at First Army, will escort all personnel for working inside of buildin 68.
2. What are the permissible on-site work hours? Are after-hours, weekend, or continuous-shift work windows available if needed to minimize operational impact? We prefer work hours between 0730-1600. However, we can and will accommodate hours outside of that window. This also depends on scope of work requirements. Meaning if all power has to be cut to the building then we prefer outside of standard work hours, to mitigate operational conflicts.
3. Are there any restricted periods (holidays, training exercises, security-related closures) that would limit on-site work during the proposed period of performance (14 May 2026 through 13 May 2027)?As of right now standard feerdaral holidays (including Thanksgiving and Christmas). Once again depends on if power has to be completely cut to the building.
4. Please confirm the exact model, voltage configuration (208V vs. 480V), frame size, and number of installed power modules (SYPM25KD) of the existing Symmetra PX500 UPS. If available, please provide the serial number and/or a photograph of the unit nameplate.Unit Model Number and Serial Number:

UPS: Serial Number QD1612220822 Symmmetra Display Screen: Model Number ON-95865SYPX Serial Number: QD1611130084 Symmetra PX 250 kW Circuit Breaker: SYIOF500KMBR Symmetra 500KW: WSYSW500KD Voltage configuration: 480 Volts Other information: One unifying number sticker on all equipment: P1F F.A.T.

The system has 108 batteries installed. Model: SYBTU2-PLP 10 Modules total Predictive maintenance on Modules shows AVG 21% or 26 months left All batteries were replaced 7/20/2023 UPS Module Redundancy N+6 UPS Load 32kVA 17%

5. What is the manufacture date or in-service date of the existing UPS, and is it presently under an active Schneider Electric service agreement (e.g., Advantage or EcoCare plan)?Unsure of manufacture date, believe instal was in 2010 or 2011 and is not under an active Scheider Electric service agreement
6. What is the current average and peak load on the UPS, and is there an incumbent or existing service contractor currently supporting the unit?Nationwide Power has been providing maintenance service for at least 3 years.
7. Are there any known issues, error conditions, or prior service actions on the existing UPS that offerors should be aware of?Warning stating: “bonding wire between neutral and ground error – bonding wire is missing” and your question “we [will] your company address the issue pending availability”

4 modules removed, by NationWide Power. 2x System warning past lifetime and 2x Critical Fan Failure (Modules were hot and fans running at high speed non stop)

8. Is the UPS supporting mission-critical loads that must remain powered during the revitalization? If so, please describe the Government's expected approach, such as a scheduled outage window, use of an external bypass, or a requirement that the contractor provide a temporary or rental UPS to maintain load during componentry replacement. The UPS does provide back up power to mission-critical loads in the event of power outage. There is prime power provided to the entire building. The facility will have to remain operational. There is a switch on the UPS for bypass. Not sure if that means electricity can be routed around the UPS during work.
9. If a temporary UPS or alternate power source is required to maintain load during the work, please confirm that the cost of that temporary equipment is expected to be included in the offeror's firm-fixed price. If determined that temporary UPS is needed then we would like that cost included.
10. Please clarify disposal requirements for the removed componentry. Is R2-certified recycling required, and is a certificate of destruction or other disposal documentation required to be provided to the Government? Our requirement is to have all previously used componentry removed from our facility. Disposal should occur with any and all applicable governing laws.
11. Are any of the removed components to be retained by the Government rather than disposed of?Government is not requesting to retain any componentry.
12. Please specify the required scope of the one-year service agreement included with CLIN 0001, including response time commitments, on-site vs. remote support, 24/7 vs. business-hours coverage, and whether the agreement should cover parts and labor or parts only. Should this track Schneider Electric's Advantage Ultra plan, or is a different scope expected? Please see revised PWS and Pricing Matric (Attachment 0003)
