About this file

This file is Amendment 0002 to a Request for Quote (RFQ) solicitation W519TC26QA034 for grounds maintenance services at Pine Bluff Arsenal. The amendment extends the solicitation closing date from March 16, 2026 to March 20, 2026 at 10:00 a.m. CST, extends the question period to March 18, 2026 at 12:00 p.m. CST, revises the Price Matrix Attachment 0002, and addresses 70 prospective contractor questions with government responses.

The contract requires grounds maintenance services across Pine Bluff Arsenal and affiliated facilities (MEDDAC, RCMD, ECBC, QMUN) with pricing organized by multiple Contract Line Item Numbers (CLINs) covering improved, semi-improved, and unimproved acreage. Mowing frequencies are specified as: Improved areas (29 cycles annually), Semi-Improved areas (15 cycles annually), and Unimproved areas (8 cycles annually), with pricing calculated on a per-visit basis. Key clarifications include removal of tree removal, playground sand installation, and erosion stabilization services from scope; confirmation that all specified areas require hand-trimming; no compensation for government-caused delays; contractor responsibility for managing foreign national workers and replacement personnel; and that plant warranties end at contract termination. The government will provide staging area but not office space, will not provide detailed maps due to security concerns, and performance penalties are waived during prolonged inclement weather. Additional CLINs include Service Call Work (CLIN 0009) priced on an hourly basis for 100-hour projections and CDRLs (CLIN 0010) with submission dates specified in individual CDRL documents. The procurement is a total small business set-aside with consideration for Mentor-Protege Joint Ventures evaluated on combined qualifications per SBA regulations.

Contractor questions and Government responses as follows:

Contractor Questions

1. Are the current contract employees covered by a Collective Bargaining Agreement (CBA)? If so, please provide a copy of the CBA, along with any addendums and attachments.

2. The 3.0 Work Capability Levels have frequencies for: Landscaping maintenance plantings, Landscaping maintenance weed control, Provide lawn treatment - fertilize /aerate, Provide lawn treatment - water grassed areas, Provide lawn treatment - rake/roll

W519TC26QA0340002

tamped surface, Provide lawn treatment - repair wearing layer, Tree removal, Trees /shrubs, Hedges, Erosion & stablization, These items were either removed by amendment 0001 or were never in Attachment 0003. Please confirm these services are not required.

3. The 3.0 Work Capability Levels have a level called "other areas." There is no price line for "other areas" in Attachment 0002 price matrix. Please confirm this service is not required.

4. The Performance Work Statement (PWS) repeatedly references "Installation Grounds Maps" and "TE A Boundary Sheets (1-9)"; however, these maps are not included in the solicitation documents.

Will the Government provide updated GIS maps to ensure accurate delineation of mowing limits and to identify Government-defined Cut Units (CUs)?

5. Attachment 0003, Section 2.7.3 identifies CU21 - Bond Road Exclusion Area (BREA) as bounded by a double chain-link fence with concertina wire, including the area between the fences; however, the solicitation does not provide the total linear footage of the BREA double-fence system, the width of the corridor between the fences, or maps showing the fire-break boundaries.

Please provide the total linear footage of the BREA double-fence line and the width of the fire-break corridor between the fences to allow accurate labor estimation for mowing and trimming in Unimproved Areas.

6. Attachment 0003, Section 2.7.3 also identifies CU14 - Hanlon Road Igloo Area; however, the solicitation does not specify the number of igloos/bunkers, the dimensions of each structure, the total perimeter footage requiring trimming, or whether any igloos are excluded due to security or access restrictions.

Please provide the number of igloos/bunkers within CU14 and their approximate dimensions or perimeter measurements.

7. Attachment 0003 requires trimming around trees, shrubs, buildings, fences, poles, posts, fire hydrants, parking lot bumpers, boulders, and all other fixed objects. Please confirm whether 100% of the BREA fence line (both sides of both fences) requires hand-trimming.

Please confirm whether all igloo/bunker perimeters require hand-trimming, or if any segments are excluded due to safety, security, or access limitations.

8. Neither the PWS nor Attachment 0002 (Price Matrix) identifies the required number of mowing events per year for Improved, Semi-Improved, or Unimproved areas. Amendment 0001 states that mowing frequencies "will stay the same," but no frequencies are provided.

Please confirm the required number of mowing cycles per year for each grounds classification (Improved, Semi-Improved, and Unimproved) for pricing purposes.

9. What is the average processing time for contractor background checks under the updated AR 190-13 / NCIC vetting requirements?

10. Will contractors be compensated for delays caused by badge issuance, access denials, or vetting backlogs not attributable to contractor fault?

11. How will access be handled for short-term, replacement, or surge personnel given the strict denial criteria?

12. Will escorting be permitted for personnel awaiting vetting, and if so, under what conditions?

13. How frequently does Pine Bluff Arsenal conduct munitions testing or mission activities that restrict contractor access?

14. Will the Government provide advance notice of restricted zones, test schedules, or emergency closures?

15. What is the expected monthly average of mission-related delays that may qualify for consideration under the Changes Clause?

18. Are there endangered species, protected habitats, or seasonal restrictions that impact mowing schedules?

19. What specific safety requirements apply to work near chemical storage, ammunition areas, or RCMD facilities?

20. Given Pine Bluff's approximately 51 inches of annual rainfall and long growing season, how does the Government expect contractors to maintain schedule compliance during ex. tended wet periods? Will schedule adjustments be permitted when saturated ground conditions make mowing unsafe or damaging?

21. Are performance penalties waived during prolonged inclement weather events?

22. Can the Government clarify the expected level of detail required for the Quality Control Plan (QCP), and whether a template or prior example is available?

23. Under CLIN 0009 - Service Call Work, can the Government provide historical data on the types, frequency, and seasonal patterns of service calls?

Are service calls under CLIN 0009 typically routine, emergency-driven, or mission-driven?

24. Will the Government provide an office and staging area large enough to accommodate commercial mowers, trailers, and fuel storage?

25. Are there restrictions on fuel delivery, on-site refueling, or storage of contractor equipment?

26. Are there areas requiring hand-trimming, slope mowing, or specialized equipment due to terrain or safety restrictions?

27. What criteria does the Government use to determine whether landscape damage requires full restoration versus removal?

28. Can the Government provide historical data on contractor-caused damage claims?

29. Are there high-value trees, ornamental plantings, or protected landscaping zones requiring special handling?

37. Will the pricing matrix be updated to show the number of mowing's?

38. Will the Government provide a transition period allowing for onboarding, vetting, equipment staging, and QCP approval prior to full performance start?

39. Could tree removal be a separate/billable line item?

40. How should contractors provide pricing for tree removal? There is not a spot on the pricing matrix for tree removal.

41. How many trees have been removed in previous years?

42. Will dumpsters be provided for this contract or will contractors be responsible for providing dumpsters?

43. Please specify which area contractors can store their equipment at on base?

58. Are there any cost associated with the Contractors Vehicle Registration location on CDRL for A013?

59. How long does it take to complete the iWATCH Training program per employee? Also, could you please verify if there is a cost associated with this program, per employee?

60. Is there a cost associated with AT Level I training? If so, please provide the cost per employee for this training.

61. Do the CDRL forms (A001 - A015) need to be submitted with our proposal/bid submission?

62. Does the plant warranty end once the contract term is finished, or will it be based on one year from date of installation?

63. For the Service call work, how should bidders provide per acre pricing for this line item if the idea is to service different levels (Improved or semi-improved) of service on as requested basis?

67. The Government acknowledges your question regarding the Small Business Administration (SBA) regulations governing Mentor-Protege Joint Ventures (MPJVs). The Government is familiar with the regulations at 13 C.F.R. (S) 125.8(e) and (S) 128.402(d), which state that for a set-aside contract requiring a specific socioeconomic status (such as SDVOSB), the JV is eligible if the protege member individually qualifies with that status. For evaluation purposes, the JV is considered to have the same status as its qualifying protege. As a reminder, all quoters are responsible for ensuring their SAM.gov registration is accurate and reflects their status at the time of their quote. This specific procurement is solicited as a total small business set-aside, and all quoters will be evaluated in accordance with the terms of the solicitation.

68. To ensure a consistent and fair evaluation for all vendors, the Government will only review information that is required by the solicitation. Please submit only the documentation requested to ensure your offer is responsive. The requirements for this commercial acquisition are detailed within the solicitation itself, likely as an addendum to the provision at FAR 52.212-1, Instructions to Offerors--Commercial Products and Commercial Services. All offerors, including Joint Ventures, must provide the information requested therein. For a Mentor-Protege Joint Venture, this typically includes: A copy of your SBA-approved Mentor-Protege Agreement (MPA). The Joint Venture Agreement itself. Confirmation of an active registration for the Joint Venture entity in the System for Award Management (SAM.gov). Submitting a complete offer that is fully compliant with the solicitation's instructions is the most effective way to ensure clarity for the Government's evaluation. We appreciate your diligence in preparing your offer.

69. Pursuant to the Small Business Administration's regulations at 13 C.F.R. (S) 125.8(e), when a procuring activity evaluates the capabilities and past performance of a Mentor-Protege Joint Venture, it must consider the experience, past performance, capabilities, and financial capacity of both the mentor and the protege members. Therefore, the Government will consider the combined qualifications of the joint venture entity as a whole.

70. Optional site visits may be arranged during normal duty hours within the first 2 weeks of solicitation release. We are past the two week mark for scheduling site visits.
