About this file

This is a Performance Work Statement (PWS) for Grounds Maintenance at Pine Bluff Arsenal in Jefferson County, Arkansas. The 13,444-acre installation requires comprehensive grounds maintenance services covering approximately 1,715 acres across four service categories: Improved Grounds (44 acres), Semi-Improved Grounds (824 acres), Unimproved Grounds (847 acres), and Other Areas. The contractor must provide mowing, edging, trimming, debris and leaf removal, irrigation, tree and shrub maintenance, fertilization, and litter control. High Visibility Areas require intensive maintenance with grass maintained at 2-4 inches, mulch mowing with visible clipping removal, edging of flowerbeds and sidewalks, and daily debris removal. Semi-Improved and Unimproved Areas require lower maintenance levels with grass heights of 4-8 inches and 4-14 inches respectively, with emphasis on erosion control and fire hazard elimination.

The PWS specifies detailed work capability levels with minimum frequency standards for each service category. All rotary mowers in High Visibility Areas must have mulching blades with blocked discharges and turf-type tires. The contractor must replace any newly planted trees or shrubs that die within one year at no cost to the Government and provide one-year warranties on replacements, with completion within 15 days of notification. Equipment must include backup vehicles for continuity of operations, and all contractor vehicles require permanent identification with the contractor name and phone number. Irrigation operations are restricted to 0630-1100 hours daily with water supplied by the Government from a filling station near Plainview Gate. The contractor must respond to service calls within three hours during normal duty hours and eight hours during non-duty hours, with all service call work requiring Contracting Officer approval.
