About this file
This is a Performance Work Statement (PWS) for grounds maintenance services at Pine Bluff Arsenal, a 13,444-acre military installation in Jefferson County, Arkansas, approximately 35 miles south-southeast of Little Rock. The PWS outlines comprehensive landscaping and grounds maintenance requirements across three service area classifications totaling approximately 1,419 acres.
The contract encompasses maintenance of Improved Grounds (High Visibility Areas, 44 acres), Semi-Improved Grounds/Common Areas (824 acres), and Unimproved Grounds (551 acres). For Improved Grounds, the contractor must maintain grass at 2-4 inches height through regular mowing, edging around flowerbeds and pavement, trimming around fixed objects, and debris/litter removal with a minimum frequency of twice yearly for leaf collection. Semi-Improved Grounds require grass height maintenance between 4-8 inches with erosion control as the predominant focus and debris removal as required. Unimproved Grounds include undeveloped areas, forests, ranges, and wetlands where grass height is maintained between 4-14 inches for pest control, erosion control, and fire hazard elimination. All rotary mowers in Improved Grounds must have mulching blades with blocked discharges, and equipment used on High Visibility Areas must be equipped with turf-type tires. The contractor must respond to service calls within three hours during normal duty hours and eight hours during non-duty hours, with pricing based on maintenance level and acreage. The contractor bears responsibility for any damage to landscaping caused by maintenance operations and must replace damaged trees and shrubs within fifteen days at no additional cost to the government with a one-year warranty on replacements.

The contractor shall maintain the grass height between 4 and 8 inches (except as otherwise noted). Grass cutting shall be accomplished free of scalping, rutting, bruising, uneven or rough cutting.
Cutting equipment shall have sharp cutting edges that produce a neat, clean, even cut.
Use of cutting equipment that is out of adjustment, thereby causing streaks or irregularities, uneven cutting, plowing, or gouging of the soil, is not permitted. After cutting, grass shall have a uniform height and uniform appearance.
2.3.2 Trimming. The contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, posts, fire hydrants, parking lot bumpers, boulders, and all other fixed objects that project above the ground and to the water line at ponds or lakes shall be accomplished to match the height and appearance of the surrounding mowed grass. The grass or weed shall be trimmed to the same height as the adjacent mowed grass. Trimming work shall be performed concurrently with mowing the adjacent grass.
The contractor shall repair any damages to trees and shrubs caused by trimming. If a plant damaged by trimming dies or becomes unhealthy, the contractor shall replace the damaged plant with a plant of the same size and type at no additional cost to the government. Plant replacement shall be performed within 15 days of the date the contractor is notified to replace the plant. All trash and litter shall be disposed of in dumpsters located throughout the Arsenal the same day as collected. Once per year.
2.4 Service Unimproved Areas. Unimproved areas are all grounds not classified as improved or semi-improved where mowing is to control pests, to provide erosion control or to eliminate fire hazards in undeveloped areas, grazing lands, forests, lakes, ponds, wetlands, and special natural areas: refuges, natural areas, forests and wildlife corridors where low levels of maintenance are acceptable and visibility is minimal to control pests, to provide erosion control or to eliminate fire hazards. Areas in this classification also encompass weapon ranges and road shoulders in undeveloped areas. Ranges include maneuver and training land, live-fire ranges, and other field training sites but shall exclude all impact areas. The Contractor shall obtain from the COR/ACOR schedules for periodic recurring maintenance activities on ranges during the available timeframes, in compliance with the installation Range Facilities Management Support System (RFMSS). In the event the Contractor deviates from the COR/ACOR provided schedule, the Contractor shall do so at no additional cost to the Government. Unimproved Areas, approximately 551 acres, are indicated in the Installation Grounds Maps referenced in TE A and paragraph 2.7.3 below.
2.4.1 Mowing. All grassed and vegetative areas within the unimproved areas shall be mowed by the contractor on a regular basis including ditches, swales, and all areas where the ground is covered with grass or vegetation of any type. The contractor shall maintain the grass height between 4 and 14 inches (except as otherwise noted).
2.4.2 Trimming. The contractor shall trim grass and weeds around trees, shrubs, buildings, fences, poles, posts, fire hydrants, parking lot bumpers, boulders, and all other fixed objects that project above the ground. The grass or weed shall be trimmed to the same height as the adjacent mowed grass. Trimming work shall be performed concurrently with mowing the adjacent grass.
