About this file

This is Amendment 0004 to solicitation W519TC26QA034, issued by the U.S. Army on March 18, 2026. The amendment provides government responses to contractor questions regarding grounds maintenance services at what appears to be a military installation with security infrastructure. The solicitation is administered by the Rock Island Arsenal, with Contract Specialist Ashley Testrake and Contracting Officer Michelle Pleasant serving as points of contact.

The amendment clarifies several work requirements through government responses to six contractor questions. Key clarifications include: the area between double security fences (No Man's Land/Stand-Off Zone) must be trimmed by hand with weed eating along fence lines; igloos must be weed-eaten rather than mowed, with no wheeled, tracked, or robotic equipment permitted on igloos or bunkers; surrounding areas may be mowed using equipment; and robotic slope mowers cannot be used for bunker maintenance. The amendment also references that a pricing matrix discrepancy in Attachment 0002 regarding missing frequency data for CLINs 9 and 10 was corrected in Price Matrix Revision 3, which was posted with Amendment 0003. The government declined to provide details regarding any previous incumbent contractor for this solicitation. All amendments and the solicitation require hand signatures or electronically timestamped signatures, and all other terms and conditions remain unchanged.

B). All amendments and solicitation must be hand signed or signed with an electronic signature that provides a time stamp.

C). All other terms and conditions of this solicitation remain unchanged.

D). The points of contact are Contract Specialist Ashley Testrake, ashley.e.testrake.civ@army.

Contractor Questions:

1. For the double security fence around the BREA, does the entire area between the two fences, aka No Man's land or Stand -Off Zone, need to be trimmed by hand?

2. Does the entirety of each igloo need to be trimmed by hand?

3. Can any wheeled or tracked equipment be used to mow on the igloos?

4. Can we utilize robotic slope mowers for the bunkers?

5. On Attachment 0002- Price Matrix- Grounds Rev 2, Column E (Frequency of Work) does not list a frequency for CLINs 9 or 10, which prevents the spreadsheet from calculating a total. Can the Government provide the required frequencies for these CLINs so the totals can be properly generated?

6. Could you please confirm if there was a previous incumbent contractor for this (solicitation W519TC26QA034)? If so, I would greatly appreciate if you could provide the total awarded contract amount.

Government Responses:

1. Yes, that area would need to be trimmed by hand, but weed eat the fence line.

W519TC26QA0340004

2. The surrounding area can be mowed, but the igloo has to be weed eat.

3. No, no wheeled or tracked equipment can be used on the igloos. The igloos must be weed eat.

4. No, no robotic slope mowers can be used on the bunkers.

5. This issue has been recognized and fixed in Price Matrix Rev 3 posted with Amendment 0003.

6. Regrettably, we are unable to provide details regarding the previous contract.
