About this file
This document is a Questions and Answers (Q&A) file for Solicitation W519TC-25-R-2016, concerning an Intrusion Detection System (IDS) and Electronic Security Systems (ESS) maintenance and services contract with the Department of the Army Materiel Command Contracting Command at Rock Island Arsenal. The Q&A addresses technical clarifications about excel spreadsheet attachments, specifically issues with formulas, text coloration, and calculation errors in pricing matrices for base and option year pricing documents.
Key updates include the government's confirmation of corrections to Attachments 0002 and 0003, resolving formula and text visibility problems across multiple tabs in the pricing documents. Additionally, the solicitation's quote submission deadline was extended from Thursday, April 10th at 12:00pm CST to Monday, April 14th at 12:00pm CST, providing potential bidders additional time to prepare and submit their quotes for the IDS/ESS contract opportunity.

| Questions: | Answers: |
| 1. Clarification needed on Amendment 5. In the amendment it states the contractor cannot in any way make a change to the Price Matrix, as the government may reject the quote and disqualify the contractor. However, in the last paragraph of the amendment it states Attachments 0002 and 0003 shall be provided in Microsoft Excel format and contain working formulas and algorithms. This is an issue because the Attachment 0002 and 0003 excel files have missing formulas/algorithms. If the contractor is not allowed to modify the excel documents, will the government provide via an amendment, updated/corrected excel documents for contractor use? Outlined below are some of the questions on the government provided excel sheets. | Formulas have been updated on Attachment 0002 and Attachment 0003 revised to reflect corrected formulas and all text for pricing is now black. |
| Attachment 2: Within Tab "Equipment by Tenant-Base: Cells D32-35 and E32-35 have white text and make it difficult to read. We assume this text should be black. The Sum formula does not exist for cell E35 to tabulate the grouped values above it. These exact same issues were noted in Tabs Equipment by Tenant OY1 and Equipment by Tenant OY2 | Formulas have been updated on Attachment 0002 and Attachment 0003 revised to reflect corrected formulas and all text for pricing is now black. |
| Attachment 3 Equipment: Within Tab Pricing Matrix-Parts List Base: The Sum formula does not exist for cell C30 to tabulate the equipment values listed above it. Also cell C30 does not automatically tie over to tab Pricing Matrix-Parts Total cell B3. The same issues noted above also exist with tabs Pricing Matrix - Parts List OY1 and Pricing Matrix - Parts List OY2 | Formulas have been updated on Attachment 0002 and Attachment 0003 revised to reflect corrected formulas and all text for pricing is now black. |
| 2. Can an extension be granted for quotes? | Yes, Request for Quote is extended from Thursday, April 10th 12:00pm CST to Monday, April 14th 12:00pm CST. |
