About this file

This is a Purchase Description/Statement of Work for the reconfiguration and upgrade of office furniture cubicle systems at a Government facility. The Government seeks to disassemble existing 16 UNICOR "Crescendo" series cubicles (featuring 42" low panels in four groups) and install a new layout of 14-15 workstations comprising twelve L-shaped workstations and two or three U-shaped customer service counters, all with 66" high privacy panels to improve acoustic isolation and customer privacy. The new configuration will be organized into three groups (one group of 4, one group of 8, and one group of 2-3 customer service counters positioned on the right side near location A1).

The vendor must provide all labor, materials, and equipment for complete disassembly, reconfiguration, and installation, including new panels to raise existing panels to 66", panel trims, hinges, and corner connectors. All work surfaces must be height-adjustable electric sit/stand desks that raise with a single action, with optional motorized adjustment for U-shaped desk third surfaces. The vendor must supply rolling cabinets underneath each workstation and overhead storage featuring shelves, lockable cabinets, and lighting. New electrical whips and power poles are required; the Government-provided licensed electrician will connect to building power. The vendor must provide pathways within panels for IT/Data cables and ensure all new finishes match existing 2021 UNICOR Crescendo materials. Installation occurs Monday-Friday, 0730-1630 local time on the second floor with loading dock and elevator access available. The contractor must provide standard commercial material warranties and a minimum one-year workmanship warranty covering proper assembly, leveling, structural integrity, alignment, moving parts functionality, and electrical safety.

Purchase Description / Statement of Work

29-Jul-26

1. Background The existing office furniture was originally purchased from UNICOR (Federal Prison Industries) in 2021, utilizing the "Crescendo" series cubicle systems. The original 16-workstation open-pod design features low panels that currently inhibit the ability to conduct private customer service and create constant acoustic and visual distractions for personnel working in the space. The original layout is shown in the drawing attached to the solicitation: “2021 Purchase - Original Installation Electric Plan” and “2021 Purchase - Original Installation Floor Plan”.

To mitigate this, the Government intends to reconfigure or replace the system to a new layout comprising fourteen (14) total structures, or fifteen (15) if space allows: twelve (12) L-shaped workstations and two (2) or three (3) U-shaped customer service counters, all featuring taller 66" high privacy panels to isolate noise and protect customer privacy. The new layout also introduces additional return work surfaces, increased storage, and modified electrical routing.

2. Scope of Work The vendor shall provide all necessary labor, materials, and equipment to perform the following tasks:

• Disassembly: Tear down the existing 16 UNICOR office cubicle workstations. These are currently in an open layout with 42” separation panels. Cubicles are currently in 4 groups, with the cubicles sharing walls within each group; 1 group of 5, 2 groups of 4, and 1 group of 3.

• Reconfiguration & Installation: Build the new 14- or 15-workstation layout. Cubicles will be in 3 groups with 66” separation panels, with the cubicles sharing walls within each group; 1 group of 4, 1 group of 8, and 1 group of 2 or 3. The group of 2 or 3 are the customer service counters, which are intended to be placed on the right side of the room, near A1 when looking at the floor plan. This layout is flexible and quoters are encouraged to quote alternative solutions for grouping workstations.

• Component Integration: To the extent possible, integrate existing and reused components with newly sourced components.

• Provision of New Parts: Provide necessary new components, including but not limited to:

• New panels to increase height of existing panels to 66"

• Panel trims, hinges, and corner connectors

• Ensure return work surfaces for L-shaped and U-shaped desks. All surfaces should be height adjustable, electric, sit/stand desks. Current desks are electric sit-stand. All surfaces should raise with one action. Raising and lowering of the third worksurface for the U-shaped desks is desired, if practical and possible.

• Additional storage units (overhead bins/pedestals). Each workstation requires a rolling cabinet underneath, and overhead storage above. The overhead storage should include a shelf, lockable cabinet, and lighting.

• Internal electrical whips and power poles

• Finish Matching: Ensure all new components (laminates, fabrics, paint, and trims) are fully compatible with and match any reused 2021 UNICOR Crescendo finishes.

• Asset Disposition: Manage the inventory of all components.

3. Site Coordination and Demarcation Vendors must acknowledge and coordinate the following facility constraints:

• Electrical Demarcation: The vendor is responsible for all furniture-integrated electrical components (whips, receptacles, power poles). Connecting the furniture's base power whip to the facility's building power will be performed by a Government-provided licensed electrician.

• IT/Data Lines: The Government will remove existing IT/Data (Cat6/NIPR/SIPR) cables prior to disassembly. The vendor must provide the necessary pathways within the new 66" panels for the Government to route new cables after the physical build is complete.

4. Warranty Provide minimum warranties as follows:

a. Material Warranty: The contractor will provide standard commercial warranties for all newly provided parts and materials.

b. Workmanship Warranty: The contractor will provide a workmanship warranty covering the entire reconfigured system (encompassing both new and reused parts) to guarantee proper assembly, leveling, structural integrity and alignment, moving part functionality, and electrical safety resulting from the installation process. The warranty must be for a minimum of one year from the date of final Government acceptance.

5. Installation Information

• Installation hours are M-F 0730-1630 local time.
