Please specify any and all combinations of contractor dual and/or triple hatting will be allowed by the Government.

A18 Yes, as long as that person has the credentials to complete both tasks.

Q19

SN 8/M‐102, 7/M‐103, 7/M‐104, 16/M‐502, and 13/M‐505 state to provide a laptop. Please confirm whether these notes apply to the same laptop and only one is required to be provided.

A19

Cabling to accommodate the connection to two laptops (one in B106 and one in B117) are provided per specification Section 25

10 10. A desktop server/computer is to be provided for server interface in Building 113.

Q20

Some buildings show an Ethernet switch provided by Siemens (101, 106, 109, 113, 117, 120, and 127), and these buildings also show a government provide Ethernet connection to these buildings (See below Building 106 for a typical example). We recommend eliminating the DDC provided switch and just having the government provide one or two extra IP drops to the building. Please advise whether this will be acceptable. (see Sheet 2 Pic 1)

A20

The DDC network is a closed hard‐wired network provided by the government; all switches are government owned. There are no Siemens provided Ethernet switches on the network. As for additional Ethernet drops, the government may be able to accomodated on a case by case basis pending availability.

Q21

Many of the utility meters are provided by the utility company who provides the service (not positive, but potentially PSE for gas, Tacoma Power for electricity, and Lakewood Water District for water). There are also several meters where the documents require submetering and these are typically not provided by the utility companies. During the job walk, I asked whether our pricing should include cost to have the before mentioned meters repaired if not operational and added for the few remaining which are not currently in place, and believe the response was that we should not include this cost as they are provided by the utility companies. Please confirm that when utility companies have a meter at the building, they will be responsible to provide the flow signal, and for submeters where the utility company is not directly monitoring flow, we should include cost to monitor flow.

A21

The utility company is not responsible for the output signals. It is up to the contractor to field verify whether a signal can be obtained from an existing meter and if not a new meter or output device will be required. Gas, water and electric meters are to be added or connected as required and are independent of the utility company meter.

Q22

There are currently (22) existing utility meters tied into the bases existing DDC system: (8) electrical meters, (6) gas meters, and

(8) domestic water meters (see below matrix). Please confirm whether these meters are still in place and if so whether pricing should reflect their presence. (See Sheet 2, pic 2)

A22

Contractor should assume existing meters are functional. The contractor is responsible to verify whether the existing meters are functional during installation.

Q23

M‐503 states to retain the existing controllers for (4) AHU, (7) VAV boxes, (11) MZUs, the building hot water plant and chilled water plant, and (12) additional application controllers serving miscellaneous equipment (Exhaust Fans, Cabinet Unit Heaters, HW Unit Heaters, etc). M‐103 states to replace the (4) existing building controllers. One of the building controllers on M‐103

(labeled as BC‐1 on the screenshot of M‐103 shown below) is controlling the boiler plant and chilled water plant and networking the various application controllers which are to remain and the other four building controllers (BC‐2, 3, 4, and 5) are controlling the (4) AHUs, and therefore is in conflict with M‐503 which states they are to remain. The existing BC‐1 (PXC Series) is at the latest Siemens version, BC‐2, 3, 4, and 5 (MEC) are fully compatible with the latest Siemens system but are considered legacy, and the remaining (30) application are fully compatible with the current Siemens system. We recommend keeping the existing

BC‐1 in place as it is of the latest PXC version and is needed to keep all the remaining application controllers operational, but upgrading BC‐2, 3, and 4 to the PXC version. Please confirm whether this meets your intent. ( See Sheet 2, Pic 3)

A23 For bidding purposes, replace all controllers with BACNet open communication protocol as indicated in the design drawings.

Q24

The contract documents only requiring monitoring for some buildings such as 120, however, also require the addition of an emergency shutdown switch. What is the intent for this switch for Building 120 and other similar buildings which are only monitored? (See Sheet 2 Pic 4) A24 The intent of the switch is to be able to shut down the HVAC system as required by UFC 4‐010‐01

Q25

Based on Siemens records as well as verification on the Aug 9th site walk, there are a total of (17) Siemens field panel controllers and (140) application controllers which are associated with building included under this project (see shhet 2 Pic 5).

A25 See A27, A28, and A29 responses.

Q26

Of these (17) field panel controllers, (10) of them are Siemens newest model (Siemens PXC Series) and are not legacy and the remaining (7) are Siemens older MBC’s and MEC’s and are considered legacy. (see shhet 2 Pic 5)

A26 See A27, A28, and A29 responses.

Q27

The contract documents incorrectly state that some of the (10) modern PXC’s are legacy and therefore are to be replaced, however, they are the latest hardware and are not legacy, and only require the firmware to be updated to support BACnet/IP.

Since they are in fact not legacy, please confirm that these modern controllers need not be replaced with identical hardware.

(see sheet 2 Pic 5)

A27 For bidding purposes, replace all controllers with open BACNet communication protocol as indicated in design.

Q28

Regarding the (7) legacy MBC’s and MEC’s panels, the contract documents state that most of them are to remain. While they are fully compatible with Siemens new hardware, we do recommend upgrading them so they continue to be factory supported, and please confirm whether we should include their replacement in this project. (see shhet 2 Pic 5)

A28 For bidding purposes, replace all controllers with BACNet open communication protocol as indicated in the design drawings.

Q29

Regarding the (140) application controllers, the contract documents specific state that they are to remain. Please confirm that this project must include all infrastructure necessarily to allow them to be remain operational and incorporated into the new

Utility Monitoring and Control System server as well as all toolsets to allow them to be configured and maintained. (see shhet 2

Pic 5)

A29 Yes, all application controllers are to remain and to be connected to the new monitoring and control system.

Q30

Previous discussions unrelated to this project with some base personnel indicated that current sensors (amp draw) of equipment greatly helps with the operation of the HVAC. Please indicate whether desired and if so which pieces of equipment.

A30 For bidding purposes, please price as designed.

Q31

A total of (10) days on‐site training and no factory classroom training is required per 251010.3.10.2, 251010.3.10.3, and

251010.3.10.4. Please confirm that this is the extend of required training required by the contract documents.

A31 Confirmed.

Q32 Please indicate whether any factory classroom training is desired either to replace some of the onsite training of in addition to it.

A32 Provide training as required per Specification 251010.3.10.2, 251010.3.10.3, and 251010.3.10.4

Q33 The documents specifically show the Air Guard providing networking to all buildings except for Buildings 103, 126, and 137. (See sheet 2 Pic 6) A33 See A34, A35, and A36 responses.

Q34 Will raceway be available to extend network from Building 102 to 103? (See sheet 2 Pic 6) A34 Contractor shall install raceway to extend network.

Q35

Is the intent for the government to provide an IP connection to 126? If not, which building should this connection be run from and is there existing raceway between the buildings. (See sheet 2 Pic 6) A35 An IP connection already exists within Building 126.

Q36

Where is the government furnished raceway to Building 137 coming from? Instead of a phone line, is it possible to have a government furnished IP drop in Building 137? (See sheet 2 Pic 6)

A36 Government IP drop is not available, use existing phone line through Building 137 or wireless connection to B116.

Q37

If existing raceway is not available as described above and trenching is required, please provide applicable specifications. (See sheet 2 Pic 6) A37 See answer to A36.

Q38

Contract documents do not address buildings 505, 510, 531 and 855 which currently have existing DDC controls. It is our understanding that 505, 510, and 531 will be later renovated and thus should not be incorporated in the new sitewide EMCS system, we are uncertain whether the intent was to incorporate Building 855. Please advise.

A38 These buildings are not to be incorporated into this project.
