This is Amendment 0001 to a Combined Synopsis/Solicitation for mold remediation and optional restoration services at Break Room B330, Joint Base Langley-Eustis (JBLE), Langley Air Force Base, Hampton, Virginia. The amendment extends the quotation due date from 21 September 2026 to 23 September 2026 at 1:00 PM ET, while maintaining the question submission deadline of 18 September 2026 at 12:00 PM EST. The amendment also revises technical narrative submission requirements, limiting responses to 10 single-sided pages with emphasis on detailed, clear descriptions of proposed approach and methodology; simple restatement or copy-pasting of Performance Work Statement requirements is strictly prohibited and will render quotes technically unacceptable. The amendment formally incorporates three additional documents: Questions and Answers 2, Attachment 6 (Mechanical Room Pictures), and Attachment 7 (Staging and Layout).

The solicitation (W50S9B26Q0022), issued 8 September 2026 by the Virginia Air National Guard 192d MSG/MSC, is a small business set-aside for a request for quotation (RFQ) with estimated magnitude between $25,000 and $100,000. Work scope includes negative pressure containment, decontamination, cleaning, sanitizing, and disposal of contaminated materials in a 485 square-foot break room and monitoring of an adjacent 580 square-foot office space, with an optional installation of mold-tough drywall, rock wool insulation, and USG ceiling tiles. The base bid (CLIN 0001) covers mold remediation services; Bid Option One (CLIN 0002) covers post-remediation installation. Performance period is 15 days from Notice to Proceed with 45 days to completion. A mandatory pre-quotation conference and site visit are scheduled for 15 September 2026 at 10:00 AM at the project location. Quoters must register by 14 September 2026 at 12:00 PM EST and submit completed JBLE Form 1 for base access. Construction wage determination (Davis-Bacon rates) applies. Quotations must include technical narrative, comparable projects listing, and price schedule submitted electronically to the Contracting Officer.
