About this file

This is a Questions and Answers document for RFQ W50S9B26Q0022, a small business set-aside mold remediation solicitation issued by the Department of the Army National Guard for work at Joint Base Langley-Eustis (JBLE) Langley AFB, Virginia. The solicitation, posted September 8, 2026, with quotes due September 21, 2026, at 1:00 PM ET, addresses professional mold remediation and optional restoration services in a 485 square-foot office break room (B330) plus monitoring of an adjacent 580 square-foot space, estimated between $25,000 and $100,000.

The Q&A clarifies critical project parameters: the 15-day Period of Performance window applies to government submittal review, with 45 days as the Government's completion estimate; contractors must propose their own total completion timeframe. The Government will provide and pay for independent third-party industrial hygiene air clearance testing prior to containment teardown, with results for internal use only. For CLIN 0002 (Option One), the scope includes demolition to metal studs under the Base Bid, followed by installation of USG Sheetrock Mold Tough with Level 4 finish, Rock Wool insulation, and mandatory USG Brand ceiling tiles (Item No. 2110 or 2120, no substitutions), plus prime/paint and baseboards, but excludes replacement of wood materials. The Government will furnish electrical power and water at no cost to the contractor. Mold-contaminated debris may be disposed of as standard non-hazardous construction and demolition waste at municipal landfills; chain-of-custody documentation is not required unless the contractor's internal protocols demand it. The site visit is scheduled for September 15, 2026, at 10:00 AM ET at 37 Sweeney Boulevard, Building 330, Hampton, Virginia.

B330 Mold Remediation Q&A 1 14 September 2026

Q1: Period of Performance & Material Procurement Lead Times: The solicitation specifies a Period of Performance of 15 days from Notice to Proceed (NTP) with 45 days to completion, while noting that the schedule may be adjusted for material procurement lead times. Furthermore, Option One (CLIN 0002) mandates USG Brand Ceiling Tiles Item No. 2110 or 2120 with no substitutions permitted. Will the Government issue NTP after material submittals are approved and long-lead ceiling tiles are delivered to the site, or is the 15-day window intended strictly for on-site physical execution following pre-construction submittal approvals?

A1: The 15-day window is for the initial processing and review of each submittal by the government team. The 45-day completion is the Government’s estimate for completion of work. If contractor anticipates a different quantity of total days for completion of work, you as the contractor must indicate the total number of days in your quote.

Q2: Post-Remediation Air Verification & Clearance Testing: SOW Section 2.1.2 requires cleaning the HVAC system to NADCA ACR_2021 standards and submitting a final report with certification of mold remediation. Could the Government clarify whether independent third-party Industrial Hygiene (IH) air clearance sampling (e.g., spore trap testing) will be conducted by a Government-furnished IH consultant prior to containment teardown, or if the Contractor is required to engage an independent certified IH firm to perform clearance testing and issue the final certification?

A2: The Government will schedule and pay for 3rd Party Testing to confirm that the standard has been met and prior to containment tear down. The report is intended for internal use only. The Government will not allow 3rd Party Testing to impact Vendor schedule, however, if the work is performed below the standard requirement, The Government reserves the right to notify the Vendor and request conformance. From obtaining samples to issuing a final report, we expect this to take less than (2) weeks.

Q3: Reconstruction Scope Boundaries (CLIN 0002 - Option One): SOW Section 2.1.2 requires the complete demolition and removal of drywall, chair rail, wood paneling, wainscot, and decorative wood wall board down to the metal studs under the Base Bid. However, Section 2.1.3 (Option One) only outlines supplying and installing 5/8” USG Sheetrock Mold Tough to a Level 4 Finish, Rock Wool insulation, and USG ceiling tiles. Please clarify whether CLIN 0002 includes priming/painting of the new drywall and replacement of baseboards/wood trim, or if CLIN 0002 is strictly limited to hanging drywall, taping/sanding to Level 4, installing insulation, and dropping in ceiling tiles.

A3: The scope of work refers to prime/paint and wall base installation requirements in Section 2.0, in 2.1.2 “Bid Option One: New Installation Work.” No wood will be replaced or reinstalled.

Q4: Government-Furnished Utilities: The SOW specifies continuous operation of HEPA negative air machines, dehumidifiers, and hallway air scrubbers for a minimum of 7 calendar days post-remediation, and incorporates FAR 52.236-14 (Availability and Use of Utility Services). Please confirm that the Government will provide uninterrupted 110V/220V electrical power and water supply at Building 330 at no cost to the Contractor during performance.

A4: Yes. Electrical power and water supply is available at Building 330 at no cost to the Contractor during performance.

Q5: Waste Classification & Disposal Requirements: SOW Section 3.0 specifies coordinating disposal of mold-contaminated materials and providing HAZMAT chain-of-custody documentation per ANSI/IICRC S520 if applicable. Does JBLE Base Environmental classify the mold-contaminated drywall, cabinetry, and ceiling tiles as hazardous waste requiring a licensed HAZMAT transporter/disposal facility manifest, or can the material be disposed of as standard non-hazardous construction and demolition (C&D) waste at an off-base municipal landfill?

A5: According to OSHA, an off-base municipal landfill is appropriate for the type of mold we have on site. The mold here is not categorically “toxic” therefore, wrapping and taping debris for disposal should meet the requirement and a Chain of Custody form should not be required. The Government provided the HAZMAT option to accommodate Vendor preference for individual company protocols that may be in place.
