About this file

This is a Questions and Answers document for federal contract opportunity W50S9B-26-Q-0004 addressing an electrical lighting retrofit project.

The project involves replacing fluorescent lighting with LED fixtures and installing two new 20-ampere circuits. Vendors must obtain electrical permits through Henrico County requirements, with the Government providing inspections. The Government will provide access to work areas between 0700-1600 hours Monday through Friday, with flexibility for times outside these hours if required. Existing circuit homeruns for replacement lighting will be reused; however, if vendors discover hazardous conditions or deficient wiring, work must stop and the Owner must be notified for resolution via Change Order at no cost to the vendor. New LED fixtures must meet or exceed minimum specifications in Section 3.1 and Attachment 5.4, with cut sheets demonstrating equal attributes; the Federal Energy Work group will review all proposed fixtures prior to contract award. Replacement LED fixtures must include integral emergency battery drivers to maintain emergency lighting functionality. Closeout documentation required includes updated panel schedules, product submittals, cut sheets, warranty information, and disposal documentation. Payment terms are Net 14 with invoices submitted through Wide Area Workflow, contingent on funding availability at the time of award. Contractors must comply with state and federal regulations; contingent bids pending Virginia licensure are acceptable if compliance is achieved prior to contract award or work commencement. The location is not on a military base, so no base access passes or on-base lodging are available. No additional site visits beyond the June 25 scheduled visit are being provided.

Questions and Answers W50S9B-26-Q-0004

1. Is the contractor required to obtain an electrical permit and inspection from the local Authority Having Jurisdiction, or will all inspections and final acceptance be performed by the Government?

ANSWER: Yes. Vendor will obtain a permit through typical Henrico County requirements. Henrico County will provide inspections – note that - Owner must be notified prior to conducting County Inspections on site as we must be present during this activity.

2. For the two new 20A circuits, should the contractor assume adequate breaker spaces are available in the existing panel, or should pricing include panel modifications if required?

ANSWER: Yes - blank panel space is available. New or modified circuits shall be labeled prior to close out per notes in Section 2.1, paragraph 1 of the SOW.

3. Will the Government provide uninterrupted access to all work areas during normal work hours (0800–1530), or should the contractor anticipate phased access or scheduling restrictions?

ANSWER: Yes. Vendor may submit work schedule between the hours of 0700-1600 (M-F). We will work with you on times proposed outside of these hours if required.

4. Are existing circuit homeruns for the replacement lighting intended to be reused, or should the contractor include replacement of branch circuit wiring if deficiencies are discovered?

ANSWER: Yes. We expect to maintain existing circuits for all lights. Should Vendor discover a hazardous condition, deficient wiring or other limitation, Vendor shall stop work to notify Owner. We will work with you to resolve the condition via a Change Order and this scope is not required to be priced in your quote.

5. For the new LED fixtures, is it acceptable to provide commercially available fixtures that meet or exceed the minimum specifications listed in Attachment 5.4, or is the Government expecting fixtures from a preferred manufacturer?

ANSWER: Yes. We can accept this only if selection cut sheets clearly show that all attributes are equal to our performance specs noted in Section 3.1 & Attachment

5.4. Our Federal Energy Work group will review all proposed fixtures to confirm that your products are comparable to the requirements and this must occur prior to issuing a Contract Award.

6. Aside from updating the panel schedule and providing product submittals, cut sheets, warranty information, and disposal documentation, are there any additional closeout documents required for project completion?

ANSWER: No.

7. I'm interested in bidding on this project as a subcontractor. Do you have a list of general contractors I can reach out to, or if not, do you know who I could contact regarding this project?

ANSWER: We have a sign-in sheet that will be posted on SAM.gov.

8. Unfortunately, we were unable to attend the scheduled site visit on June 25. Would it be possible to arrange an additional site visit on Wednesday July1?

ANSWER: We are not able to provide another site visit. If you have any other questions, please let us know.

9. Will the construction work areas be available to the contractor 24 hours a day, 7 days a week, for a minimum of four (4) consecutive weeks? If so, is there any penalty or restriction if the work is completed ahead of schedule?

ANSWER: No. The hours are listed in the Statement of Work. If work is completed ahead of schedule there is no penalty or restriction.

10. Are on base guest lodging accommodations available for contractors? If so, what are the applicable rates, availability, and reservation procedures?

ANSWER: No, there is no on base lodging available to contractors.

11. What is the process and eligibility criteria for obtaining base access passes for contractors and their employees performing work under this contract?

ANSWER: This location is not on base.

12. We are a Louisiana based, master licensed electrical contractor owned and operated by a former U.S. Air Force service member. We are currently obtaining Virginia licensure through the Commonwealth’s Universal License Recognition program. Based on our discussions with the requirements, including holding a master electrician license for more than three years. May we submit a bid that is contingent upon obtaining Virginia licensure prior to contract award or before commencement of work?

ANSWER: Yes but you will have to be in compliance with state and federal regulations.

13. Will funding be fully available upon project completion to ensure timely payment of approved invoices? Additionally, what is the anticipated payment timeline after invoice submission and acceptance of the completed work?

ANSWER: Funds will have to be available to award this requirement. Payment terms are Net 14 and invoices are submitted through Wide Area Workflow.

14. Could you please confirm whether the replacement LED fixtures are required to include integral emergency battery drivers, or whether the contractor should replace the fixtures while maintaining the existing emergency lighting circuitry and functionality where applicable?

ANSWER: YES. The long answer is: Our SOW has an attachment that shows our existing emergency lighting on site. The attachment is supported by a note in Sec

3.0 that confirms our desire to maintain emergency lighting as-is, where-is.

Where we ask the Vendor to install new LED’s to replace existing fluorescent emergency lights, the expectation is that the newly installed LED’s are capable of functioning as emergency lights. That said, vendors should provide LED products with this capability. (ie, “integral emergency battery drivers”)
