About this file
This is a Questions and Answers (Q&A) document providing solicitation clarifications for the Utah Air National Guard (UTANG) SCIF Raised Access Floor Tile Replacement project. The document does not address response dates, award dates, pricing terms, or set asides, as it is purely clarificatory in nature.
The project requires replacement of 700 solid raised access floor tiles and 100 perforated tiles within a Sensitive Compartmented Information Facility (SCIF) at UTANG. Key product specifications include tiles with standard 1/8" thick High-Pressure Laminate (HPL) covering that must be US-manufactured in compliance with Buy American Act and DFARS requirements. Eighty tiles require singular 3" holes with industry-standard, two-piece screw-together grommets supplied with removable caps; hole locations vary (30 left corner, 30 right corner, 20 centered edge). The project is classified as a supply contract with incidental installation services. Delivery is anticipated on or before September 1, 2026, with the contractor providing all personnel, equipment, supplies, and transportation. Work must occur during UTANG operating hours (0600–1630, Monday through Thursday) on ground level with no loading dock available. The contractor must provide all material handling equipment. Contractor personnel working in the SCIF require government escorts with Top Secret/Sensitive Compartmented Information (TS/SCI) clearance and must complete a vetting process estimated at 30–45 days; personnel limits are 6–12 onsite at any time. A mandatory pre-proposal site visit is scheduled for July 22, 2026, from 10:00 AM to 12:00 PM MDT. No specific installation wage rates apply, and service contract labor standards or Davis-Bacon wage rates do not apply to this supply-driven contract.

UTAH AIR NATIONAL GUARD (UTANG)
SCIF Raised Access Floor Tile Replacement Solicitation Clarifications (Questions & Answers)
UTANG SCIF Floor Tile Replacement | Solicitation Q&A
Question 1: What is the anticipated subcontractor award date?
The Government does not award subcontracts; subcontractor selection, negotiation, and award timelines are the sole responsibility of the Prime Contractor.
Question 2: If the September 1, 2026 date is the intended delivery date for the product, is there flexibility in the installation schedule if the flooring manufacturer lead times exceed the requested date? Pending specifications of the flooring finishes, lead times will affect delivery date.
Page 5 of the Solicitation Form Continuation (Section 0001) states: “Shipment and delivery of these items is anticipated to be on or before 01 September 2026. If this delivery timeline cannot be met, the vendor shall state the best alternate delivery timeline they can provide.” This is a supply purchase with incidental service. Please provide your anticipated delivery and installation time within your quote.
Question 3: Will a mandatory or optional site visit be conducted?
Yes. A pre-proposal site visit has been scheduled for Wednesday, 22 July 2026, from 10:00 AM to 12:00
PM MDT.
Question 4: What is the manufacturer and model of the existing raised access floor system? Can the government provide original floor plans or shop drawings?
We do not have records of what manufacturer or model the existing raised access floor system is, as it was installed 20–25+ years ago. We do not have original floor plans or shop drawings.
Question 5: Has the existing grid been inspected for levelness and structural integrity? Are replacement pedestals or stringers anticipated to be required?
The existing grid has not been inspected for levelness and structural integrity. Replacement pedestals or stringers are not anticipated to be required at this time.
Question 6: Approximately how many field-cut panels currently exist?
Approximately 118 “field cut” edge pieces along the walls.
Question 7: Will the room be completely vacant during installation?
Yes. “The government will ensure that the work area is ready for product installation” (Attachment 1, Page 2).
Question 8: Will equipment racks remain in place?

Question 9: Is furniture removal required?
No.
Question 10: Will any raised floor sections require temporary shoring or phased replacement?
No. Temporary shoring or phased replacement will not be required.
Question 11: Is there an elevator or is the work on grade level?
Work is on ground level (grade level).
Question 12: Is there photo documentation of the existing conditions for review?
Yes. Attachment 2 — Pictures 1JUL26.pdf includes 15 pages of photo documentation displaying the existing conditions, understructure, grid, and panel structure.
Question 13: Approximately how many new cable penetrations are anticipated?
80 of the tiles will have a singular 3” hole. 30 of the 80 will have a hole in the left most corner, 4 to 6 inches from ether left side edges. 30 of the 80 will have a hole in the right most corner, 4 to 6 inches from ether right side edges. 20 of the 80 will have a hole on an edge, centered, 4 to 6 inches from the center edge.
All holes will have industry standard grommets. These grommets shall be two pieces (top + bottom) and shall screw together when installed. This will prevent any wire chaffing from tile bottom edges when cut for holes.
All grommets will be supplied with a removable cap.
Question 14: What sizes of openings are expected?
All holes will be 3”. This size should be sufficient for any power or fiber cables that need to go through the floor. All holes must have grommets to prevent chafing.
Question 15: Is there a preferred grommet manufacturer or style?
No preferred grommet manufacturer. The grommets shall be two pieces (top + bottom) and shall screw together when installed. This will prevent any wire chaffing from tile bottom edges when cut for holes.
Question 16: Will existing cut panels require new grommets as part of this project?
No. This project will replace all existing panels.
Question 17: Can the government confirm that the quantities of 700 solid panels and 100 perforated panels are accurate?
Yes. The official quantities established in Attachment 1 (Page 1) are accurate.
Question 30: Should the contractor verify quantities prior to ordering?
No.
Question 18: What is the required height of the raised floor?
This requirement is only for the replacement tiles; there is no required height as the pedestals and stringers are already in place.
Question 19: How many In-Floor Power and Data units are required?
Zero.
Question 20: How many Brush Grommets are required?
Brush grommets are not required.
Question 21: How many Standard Grommets are required?
80 industry standard, screw together, two piece grommets (top + bottom).
Question 22: Is Ramp Access onto the floor required?
Ramp access is not required. There is access to the area on ground level.
Question 23: We want to confirm if the surface is to be “Bare”/Gray in Color and shall NOT include a typical HPL (High Pressure Laminate) covering over the steel concrete panel.
The tiles must include the standard High-Pressure Laminate (HPL) covering.
Question 24: Are the existing panels considered standard construction debris, or are there any environmental or hazardous material concerns?
Yes, the tiles are considered standard construction debris. It is up to the contractor to dispose of old tile according to industry regulation and standards. The contractor is required to “Completely remove, haul away, and properly dispose of all old, replaced tiles off-site in accordance with local regulations” (Attachment 1, Page 1).
Question 25: Are there any disposal regulations/requirements?
There are no government disposal requirements beyond those of standard industry regulation.
Question 26: Is a loading dock available?
There is not a loading dock.
Question 27: What are the delivery restrictions for large trucks?
There are no restrictions for large trucks. The Utah Air National Guard has a truck gate for vehicles that are too large to process through the main gate.
Question 28: Is material handling equipment available, or should the contractor provide all equipment?
The contractor must provide all equipment. Attachment 1 (Page 2) states: “The contractor shall provide all personnel, equipment, supplies, transportation, supervision, other items, and non-personal services necessary to provide and install…” The government only provides a staging area, electrical power, and working lights.
Question 29: What are the working hours for demo, disposal and installation of the new?
Work must occur during UTANG operating hours: 0600–1630, Monday through Thursday (Attachment 1, Page 2; and Solicitation, Page 5).
Question 30: Are there any specific installation wage rates?
No. This is a supply contract with incidental installation services. Under FAR 22.1002-1(b), Service Contract Labor Standards (SCLS) and construction wage rates (Davis-Bacon Act) do not apply to acquisitions where the primary purpose is the procurement of supplies and the services are purely incidental.
Question 31: What security clearance process is required for contractor personnel?
Contractor personnel are not required to hold personal security clearances, but they must work under government-provided escorts. Attachment 1 (Page 3) states: “Contractor personnel performing work under this contract must always have an escort with a TS SCI, at a minimum. Workers must clear security restrictions for working in a classified area and will be always escorted.” Local policy does not allow any non-U.S. citizens on the Utah Air National Guard Base.
Question 32: How long does the clearance process typically take?
