About this file

This document contains Questions and Answers (Q&A) for Solicitation W50S97-25-B-A003 for a Network Control Center construction project. The Q&A addresses four key topics: (1) Representations and Certifications requirements, which must include items in section 00 45 00 in SAM.gov and require contractors to submit current data within the past year, (2) boring location specifications, which are mandatory only underneath the track and road, (3) weight limits for equipment and vehicles crossing the track (10,000 lbs. gross vehicle weight or 5,000 lbs. per axle), and (4) subsurface conditions, with records indicating bedrock is more than 10 feet below the road and track embankment, and fill material containing rock up to 2 feet in diameter.

The attached site grading plan shows the approximate limits of rock fill used for track construction, with a disclaimer that the drawing is for the contractor's general information and that the government makes no claim as to the drawing's accuracy. The accompanying photo depicts an active construction site with a track, excavation area, rocks, trees, and ongoing earthwork, consistent with the project description in the Q&A document.

W50S97-25-B-A003 Construct Network Control Center Questions and Answers 7-10

7. There is no clear set of Representations and Certifications that should be included in the bid proposal. Please clarify which Representations and Certifications should be included in the bid proposal by reference, and which should be included in the full text.

a. See section 00 10 00 for Representations and Certifications instructions. Reps and Certs must include items in section 00 45 00 in SAM.gov, if not bid must include section 00 45 00 with bid package acknowledging. “Interested bidders are required to submit their representations and certifications at the same site.” “(d) Section 00 45 00, Representations and Certifications, completed and return only additional certifications found in this section In addition, the offeror must have entered current and complete data within the past year in Online Representations and Certifications at www.sam.gov.”

8. For clarity of scope and pricing, please confirm the exact locations where boring is mandatory as part of the Site Lighting project at Buildings B735, B746, and the track.

- The only location where boring is required for this project is for going underneath the track and road. Contractor has option to start/stop boring as far away from track and road as needed.

9. Please confirm the allowable weight limits for equipment and vehicles operating on or crossing the track. This is necessary to ensure compliance with site load restrictions and to plan appropriately sized equipment.

- 10,000 lbs. gross vehicle weight or 5,000 lbs. per axle. Track must be protected

(plywood, steel, etc.) when crossing with any vehicle. Do not drive directly across the track surface.

10. The cost and method of boring can vary significantly based on subsurface conditions. Is there any geotechnical report or record available indicating the presence of rock or other subsurface conditions in the areas where boring is required?

- Based on our records, the depth to bedrock is more than 10 feet below the toe of the road and track embankment. The fill material for the road and track embankment in the vicinity of building 743 was rock with sizes up to 2 feet in diameter to within 24” of road subgrade and final grade of grass embankment. The final grading plan and photo of bank construction of the track project is attached.
