About this file
This document is a Questions and Answers file for Solicitation W50S97-25-B-A003 for Constructing a Network Control Center. The document addresses six key areas of technical specifications and project requirements: (1) trenching and conduit details for site lighting, including 24-inch trench depth, Schedule 40 PVC conduit, and specific grounding requirements; (2) backfill and compaction standards, requiring 3-inch sand bedding and 95% standard proctor compaction; (3) pavement/asphalt restoration procedures with specific layering and flowable fill specifications; (4) permit and access protocols, including coordination with the 118th Civil Engineer Squadron for road closures and requiring 5 working days advance notice; (5) utility and drawing information, with utility maps to be provided to the awarded contractor; and (6) Davis-Bacon wage determination, specifying TN20250178, Modification 3 wage rates dated 06/05/2025 and requiring weekly payroll submissions.
The project involves site lighting installation, culvert repair, and associated infrastructure work on a military base, with specific technical requirements for underground utilities, pavement restoration, and construction practices. The solicitation emphasizes compliance with Army Corps of Engineers safety manual, base-specific access requirements, and standard wage regulations. Contractors will need to carefully follow the detailed specifications for conduit installation, backfill, compaction, and utility coordination, with utility maps and specific technical details to be provided to the awarded contractor after contract award.
