About this file

This document is a Requests for Information (RFI) and Responses record for federal solicitation W50S8R-26-B-A002, dated July 23, 2026.

The RFI responses address hazardous materials conditions, specifications clarification, and project scope for Building 414 (B414). Regarding hazardous materials, no hazardous materials are currently located in the building, but contractors must assume lead-based paint (LBP) is present due to the structure's age, though no survey has been conducted. Asbestos testing documented in the Asbestos Management Plan indicates non-ACM floor tiles in the men's restroom, ACM mastic under floor tiles throughout the building, and ACM thermal insulation and gasket on the boiler flue (with boiler replacements completed in June 2009 under Project PBXP092006). Environmental requirements are satisfied through wet demolition procedures and disposal of all debris at a certified Construction and Demolition Debris (CDD) landfill, with no Phase I or Phase II environmental study required. Regarding specifications, paragraph 1.6 of Section 31 00 00 regarding geotechnical engineering requirements has been omitted. For the geotextile installation under an approximately 170 feet by 180 feet aggregate parking pad, pricing for materials is to be included in the contract CLIN 0002 price rather than listed as separate line items. Site restoration and aggregate pad construction specifications in Sections 32 15 00 and 33 40 00 apply to placement of aggregate during construction, with finish surface elevation and drainage specifications detailed in the Statement of Work paragraphs 2.5.5 and 2.5.6. The government declined to identify current controls contractors for Building 522, citing that DDC (controls) services are not brand-name or sole-source services requiring suggested sources. The document notes that complete hazard surveys have not been conducted on B414.

Requests for Information (RFI’s) and Responses – Solicitation #: W50S8R-26-B-A002

(as of 23 Jul 26)

RFI 01

- Has a hazardous materials survey and report been done on B414?

RESPONSE: There are no hazardous materials currently located in Building 414.

With regards to lead-based paint (LBP), the contractors will need to assume that LBP is present due to the age of the structure. No survey has ever been done but the assumption is that LBP is present.

With regards to asbestos below is the information we have on file in our Asbestos Management Plan. With the boiler issues resolved in a previous replacement project.

RFI 02

- Do you have a current controls contractor that manages Building 522

RESPONSE: the Government is not authorized to provide suggested sources of services or supplies, unless an exception applies (brand-name/sole source supported by an official justification). DDC (controls) services are not brand-name/sole source services.

Section Para

Question

31 00 00 1.6 Is a Geotechnical Engineer needed? This spec appears to be for new construction, please clarify what portions the Govt wants to utilize for this project.

RESPONSE: paragraph 1.6 of this section is omitted (revised specification attached)

31 32 19.16

1.1 “Allowance will be made for geotextile in anchor and/or drainage trenches” Please provide Geotextile allowance.

RESPONSE: paragraph 1.1. of this section is revised. This is dependent on contractors means and methods for install. Bid what is needed to properly install beneath an approximate 170’x180’ aggregate parking pad.

31 32 19.16

1.2 “Geotextile installed and accepted will be paid for at the respective contract unit price in the bidding schedule.” Please provide the bidding schedule.

RESPONSE: paragraph 1.2 of this section is revised. The materials related to completing this project are not separately lined out in the contract bidding schedule (CLIN’s/line items). The pricing for these materials, as well as any other materials, services, and costs related to accomplishing CLIN 0002, are to be included in the contract CLIN price.

32 15 00 1.6 This spec appears to be for new construction, please clarify what portions the Govt wants to utilize for this project.

RESPONSE: For the site restoration and construction of the aggregate pad

32 15 00 2.3 This spec appears to be for new construction, please clarify what portions the Govt wants to utilize for this project.

RESPONSE: For the site restoration and construction of the aggregate pad

32 15 00 3.6 “Compact the completed aggregate surface course to the thickness indicated.” It is assumed this is for the proposed parking lot area, please provide thickness.

RESPONSE: See Statement of Work, paragraphs 2.5.5 and 2.5.6

32 15 00 3.11 This spec appears to be for new construction, please clarify what portions the Govt wants to utilize for this project.

RESPONSE: During placement of aggregate

33 40 00 This spec appears to be for new construction, please clarify what portions the Govt wants to utilize for this project.

RESPONSE: paragraphs 3.6 and 3.7

Question

11x17 Plan Sheet

Demo Plan

The assumption is that the existing hard surface areas will be parking lot, and the existing grass areas will remain. Please clarify.

RESPONSE: Some grass areas will be encountered constructing the 170x180 aggregate pad

31 32 19.16

It is assumed that most of the proposed parking lot area is well established and stabilized. Please clarify where the Govt wants to utilize this spec.

RESPONSE: Yes we want the entire base of aggregate pad constructed over geotextile

11x17 Plan Sheet

Parking Lot Area Plan

Please provide specific location and elevation detail of the proposed Geotextile

RESPONSE: Finish surface should match existing elevation and be graded to drain as described in the statement of work

RFI 05

1. Has a Complete Survey been done on B414? EPA requires the name and ID# of person who performed.

RESPONSE: A complete survey has not been conducted. We know through previous testing that there is still asbestos present in the building, and we can assume that there is still lead-based paint somewhere in the building due to the age of the structure.

2. What hazard study does the Govt want done? Phase I or Phase II?

RESPONSE: Both asbestos and lead-based paint can be received by a certified Construction and Demolition Debris (CDD) accepting landfill. There is no need for any further hazard investigation or remediation of B414. As long as the contractor performs a wet demolition of B414 to prevent asbestos fibers from getting airborne, and they send all debris to a certified CDD landfill, no other environmental requirements need to be met for this project. See revised paragraphs 2.2.1. and 2.2.2. in attached revised statement of work.

RFI 06

- Please advise who the Base Controls Contractor is.

RESPONSE: See response to RFI 02 above.
