About this file

This is a Requests for Information (RFI) and Responses document for federal solicitation W50S8R-26-B-A002, dated as of June 9, 2026. The document addresses hazardous materials conditions in Building 414 and provides baseline environmental assessment information for contractors.

RFI 01 inquires about hazardous materials surveys and reports for Building 414. The government response confirms no hazardous materials are currently located in the building. However, contractors must assume lead-based paint (LBP) is present due to the building's age, though no formal survey has been conducted. Regarding asbestos, the government provided detailed findings from its Asbestos Management Plan. The asbestos survey identified four homogeneous areas with varying results: Area 1 floor tile tested negative for asbestos and is classified as non-ACM (Asbestos-Containing Material), though cross-contamination protocols apply if renovation occurs; Area 2 mastic under floor tile tested positive with 5% chrysotile asbestos and is classified as ACM; Area 3 boiler flue insulation tested positive with 10% chrysotile asbestos and was remediated in June 2009 under Project PBXP092006; and Area 4 gasket on the boiler flue tested positive with 70% chrysotile asbestos and was also remediated in June 2009 under the same project.

Requests for Information (RFI’s) and Responses – Solicitation #: W50S8R-26-B-A002

(as of 09 Jun 26)

RFI 01

- Has a hazardous materials survey and report been done on B414?

RESPONSE: There are no hazardous materials currently located in Building 414.

With regards to lead-based paint (LBP), the contractors will need to assume that LBP is present due to the age of the structure. No survey has ever been done but the assumption is that LBP is present.

With regards to asbestos below is the information we have on file in our Asbestos Management Plan. With the boiler issues resolved in a previous replacement project.
