Summary
This is a Statement of Work (SOW) for Project PBXP222103, the complete demolition of Building 414 at Mansfield Lahm Air National Guard Base in Mansfield, Ohio, with revision dated June 24, 2026. The contractor shall furnish all labor, material, and equipment to demolish Building 414 including its foundation and restore the site to a functional, properly graded gravel lot with associated storm drainage. Work hours are 7:00 AM to 4:30 PM Monday through Friday, excluding federal holidays. The contractor must field verify all existing utilities and dimensions before commencing work, as the government assumes no responsibility for layout accuracy or damages to existing facilities. All demolition debris, trash, and construction waste become contractor property upon removal and must be legally disposed of off-site in accordance with federal, state, and local laws. The contractor is required to salvage and recycle materials with marketable value (steel, copper, aluminum) and provide certified weight tickets documenting total tonnage recycled, with expected salvage value factored into the bid as a credit to the government. A site visit is mandatory for bidders, and bids are valid for 90 days.
The project requires comprehensive environmental remediation including hazardous materials survey and disposal. The building contains known asbestos floor tile and mastic and assumed lead-based paint; wet demolition methods must be used for asbestos-containing materials with disposal at certified Construction and Demolition Debris landfills. Utility demolition includes disconnection of natural gas, water, sanitary sewer (including removal of an oil-water separator), storm sewer, electrical systems (including a 1000 kVA pad-mounted transformer), and telecommunications infrastructure. Structural demolition encompasses the complete building superstructure, foundation, slab-on-grade (except the existing concrete battery pit which remains in place), and surrounding asphalt and concrete supports. Site restoration requires backfilling with structural fill, establishing positive drainage with five existing storm drain catch basins, and installing a gravel surface consisting of six inches of #304 aggregate base course and three inches of #57 aggregate final course. All contractor employees and subcontractor personnel must complete AT Level I security training within 45 calendar days and comply with installation access requirements, background checks, and personal identity verification procedures. The contractor provides a one-year warranty on all work. Points of contact are Captain Clayton McCarthy and Lieutenant Colonel Kiet Chung at (419) 520-6158.
