About this file

This document is Pre-Bid Conference and Site Visit Minutes for federal solicitation W50S8R-26-B-A002 conducted on 23 June 2026 at the 179th Civilian Wing, Mansfield Ohio Air National Guard. The solicitation encompasses two construction projects: B522 HVAC and B414 DEMO. The Contracting Officer is Gordon Strom, and Clayton McCarthy serves as the Deputy Base Civil Engineer.

The pre-bid conference established critical procedural requirements for bidders. All Requests for Information (RFIs) must be submitted in writing using the format specified in section 00 21 00 of the solicitation and are due no later than five business days prior to the bid due date. RFIs will be answered on a non-attribution basis, with answers and all solicitation amendments posted exclusively on SAM.gov. All communications regarding the project must be directed to the Contracting Officer; contractors are explicitly prohibited from contacting 179th personnel or the designer of record. Contractors must thoroughly review both specifications and drawings to ensure coordination across disciplines. Bid opening will occur in the same location as the pre-bid conference, and hand-delivered bids must reach the Contracting Officer by the stated closing time. For the B414 DEMO project, contractors will assume possession and disposal of all onsite materials and equipment; unforeseen conditions discovered post-award will be addressed through change order procedures. For the B522 HVAC project, daily site access is through the main gate, with delivery access available via Cairns Road gate. Contractors are directed to monitor SAM.gov daily for solicitation updates.
