About this file
This file contains multiple documents: a Standard Form 30 (Amendment of Solicitation) dated 18 February 2025, an updated FAR 52.204-8 Annual Representations and Certifications clause, an updated wage determination for Richland County Ohio, and a Q&A document containing 19 RFIs and responses.
The amendment modifies FAR provision 52.204-8 to incorporate the current wage determination, NAICS code (238160) and size standard ($19,000,000), and incorporate final RFI responses. The Q&A addresses contractor questions about project constraints, material specifications, environmental requirements, timeline flexibility, site access, safety protocols, reporting requirements, and technical clarifications regarding roof square footage (approximately 23,135 SF), guardrail specifications (aluminum required), and fall protection systems. Key responses confirm that the project requires complete roof replacement rather than restoration, 90 mil EPDM roofing is required, no additional site visits will be scheduled, and the bid closing date/time remains unchanged. The wage determination provides detailed prevailing wage rates for various construction trades in Richland County, Ohio effective February 7, 2025.

Note:Executive Order (EO) 13706, Establishing Paid Sick Leave for FederalContractors applies to all contracts subject to the
Davis-BaconAct for which the contract is awarded (and any solicitationwas issued) on or after January 1, 2017. If this contract iscovered by the EO, the contractor must provide employeeswith 1 hour of paid sick leave for every 30 hours they work,up to 56 hours of paid sick leave each year.
Employeesmust be permitted to use paid sick leave for their own illness,injury or other health-related needs, including preventivecare; to assist a family member (or person who is like familyto the employee) who is ill, injured, or has other health-relatedneeds, including preventive care; or for reasons resultingfrom, or to assist a family member (or person who is like familyto the employee) who is a victim of, domestic violence,sexual assault, or stalking. Additionalinformation oncontractor requirements and worker protections under the EO is availableat https://www.dol.gov/agencies/whd/government-contracts.
Unlistedclassifications needed for work not included within the scope ofthe classifications listed may be added after award onlyas provided in the labor standards contract clauses
(29CFR 5.5(a) (1) (iii)).
The body ofeach wage determination lists the classifications and wagerates that have been found to be prevailing for the type(s) ofconstruction and geographic area covered by the wage determination.The classifications are listed in alphabetical order underrate identifiers indicating whether the particular rate is aunion rate (current union negotiated rate), a survey rate, aweighted union average rate, a state adopted rate, or a supplementalclassification rate.
Union RateIdentifiers
Afour-letter identifier beginning with characters other than
""SU"",""UAVG"", ?SA?, or ?SC? denotes that a union rate was prevailingfor that classification in the survey. Example:
PLUM0198-00507/01/2024. PLUM is an identifier of the union whosecollectively bargained rate prevailed in the survey for thisclassification, which in this example would be Plumbers.
0198indicates the local union number or district council number whereapplicable, i.e., Plumbers Local 0198. The next number, 005in the example, is an internal number used in processingthe wage determination. The date, 07/01/2024 in the example, isthe effective date of the most current negotiated rate.
Unionprevailing wage rates are updated to reflect all changes over timethat are reported to WHD in the rates in thecollective bargaining agreement (CBA) governing the classification.
UnionAverage Rate Identifiers
The UAVGidentifier indicates that no single rate prevailed for thoseclassifications, but that 100% of the data reported for theclassifications reflected union rates. EXAMPLE:
UAVG-OH-001001/01/2024. UAVG indicates that the rate is a weightedunion average rate. OH indicates the State of Ohio.
The nextnumber, 0010 in the example, is an internal number used inproducing the wage determination. The date, 01/01/2024 in theexample, indicates the date the wage determination was updated toreflect the most current union average rate.
A UAVG ratewill be updated once a year, usually in January, to reflect aweighted average of the current rates in the collective bargainingagreements on which the rate is based.
Survey RateIdentifiers
The""SU"" identifier indicates that either a single non-union rateprevailed (as defined in 29 CFR 1.2) for this classificationin the survey or that the rate was derived by computing aweighted average rate based on all the rates reported inthe survey for that classification. As a weighted average rateincludes all rates reported in the survey, it may include bothunion and non-union rates. Example: SUFL2022-007
6/27/2024.SU indicates the rate is a single non-union prevailingrate or a weighted average of survey data for that classification.FL indicates the State of Florida. 2022 is the year of thesurvey on which these classifications and rates are based. Thenext number, 007 in the example, is an internal number usedin producing the wage determination. The date, 6/27/2024 inthe example, indicates the survey completion date for theclassifications and rates under that identifier.
?SU? wagerates typically remain in effect until a new survey isconducted. However, the Wage and Hour Division (WHD) has the discretionto update such rates under 29 CFR 1.6(c)(1).
StateAdopted Rate Identifiers
The""SA"" identifier indicates that the classifications and prevailingwage rates set by a state (or local) government were adoptedunder 29 C.F.R 1.3(g)-(h). Example:SAME2023-007
01/03/2024.SA reflects that the rates are state adopted. ME refers tothe State of Maine. 2023 is the year during which the statecompleted the survey on which the listed classifications and ratesare based. The next number, 007 in the example, is an internalnumber used in producing the wage determination.
The date,01/03/2024 in the example, reflects the date on which theclassifications and rates under the ?SA? identifier took effect understate law in the state from which the rates were adopted.

RFI 16
We have a question regarding some of the language in the solicitation document (W50S8R-25-B- A001) that looks a little bit different than what our proposal coordinator is used to seeing. I believe what it is asking us to do is acknowledge or include:
• FAR 52.212-3(c) Representation completed and signed.
• FAR 52.219-1(c) Representation completed and signed.
• SBA Mentor-Protégé Agreement attached.
• SAM registration confirmation included.
• SBA size determination (if applicable) included.
One of the requirements in the solicitation is Pro Forma Documents, an executed copy of the Joint Venture Agreement and then it says a small business JV must submit a certain FAR clause. Please see language below. Is this asking us to submit something separate than our reps and certifications? If so, can you please specify exactly what document we are supposed to fill out in order to comply with the language below? In our past experience, we have just had to acknowledge all of the FARS referenced in the solicitation by a signature on the solicitation. Is that what this is asking us to do?
This is the language I am referring to, that I have copied, highlighted, and pasted below, straight from the solicitation.
5. Joint Venture Requirements
(a) Parties wishing to propose as a joint venture must submit, with the Pro Forma documents, an executed copy of the joint venture agreement. The joint venture agreement shall be executed in accordance with FAR 4.102(d). Each joint venture partner shall submit evidence satisfactory to the Contracting Officer that its Board of Directors has approved its participation in the joint venture or by an instrument of similarly binding character in the case of an unincorporated entity. Offerors are reminded that to obtain an award the awardee, to include a joint venture, must be registered in the System for Award Management (SAM) database. Applicable to set-aside solicitations: Joint Ventures must meet applicable size standards (See FAR Subpart 19.1). Submit with the proposal any size determination for the Joint Venture entity received from the Small Business Administration. A Joint Venture where-in one party is not a small business maybe referred to the Small Business Administration (IAW FAR 19.302 (b)) to determine eligibility. All questions regarding Joint Ventures must be directed to the Small Business Administration (SBA) and not the Contracting Officer.
(b) A small business joint venture offeror must submit, with its offer, the representation required in paragraph (c) of FAR solicitation provision 52.212-3, Offeror Representations and Certifications- Commercial Products and Commercial Services, and paragraph (c) of FAR solicitation provision 52.219-1, Small Business Program Representations, in accordance with52.204-8(d) and 52.212-3(b) for the following categories:
(A) Small business;
(B) Service-disabled veteran-owned small business;
(C) Women-owned small business(WOSB) under the WOSB Program;
(D) Economically disadvantaged women-owned small business under the WOSB Program; or
(E) Historically underutilized business zone small business
RESPONSE: If you are submitting as a joint venture (JV), then Yes, it says what you need to submit, and those documents you will need to submit (ensure you are paying attention to all instructions related all other documentation/information necessary to submit a complete bid package). When completing 52.219-1, completion of that representation will verify your business meets the size standard for applicable NAICS code for this project. If the SBA Mentor-Protégé documentation has signatories of the required parties (as listed in instructions), then verify that document meets the requirements. Proof of SAM registration is not required to be submitted, as that shall be verified by the Contracting Officer after bid closing (it states to ensure your company is registered). Note Section 00 10 00 Notes, part 4(d), regarding completion and submission of applicable representations and certifications.
RFI 17
Is steel acceptable for the guardrail fall protection? The specs differ from what is called out on the drawings a bit. Are rails acceptable or pipe and fitting only? Is the government open to going to a more cost-effective guardrail system that sits on the roof rather than being installed to the deck as the drawings stand?
RESPONSE: Both the specifications (Section 05 52 13 2.4) and drawings (Sheet A504, Guardrail Details) specify aluminum, not steel, for the guardrail system. Clarification is required, as to what is meant by “Are rails acceptable or pipe and fitting only?” Sheet A504 has the details for the guardrails.
RFI 18
Is the governments intent on the fall protection lines to be horizontal lifelines or just anchors?
RESPONSE: Reference drawing sheet A103, Fall Protection Diagram, fall protection anchor points and guardrails are both included in this project.
RFI 19
With the RFI deadline approaching, we would like to ask, is there a possibility for a week extension to be granted for this project? It will allow the fall protection companies more time after RFI’s are answered and some clarification is given to work out their quotes.
RESPONSE: bid closing date/time remains unchanged. In regards to the specific reasons stated above, none of the responses to RFI’s have changed the information (specifications, drawings, etc.) that has been previously provided and available to bidders, as of today (13 Feb 2025/1:00pm EST), which is the last day/time RFI’s will be accepted).
