1. This memo documents the items discussed at the pre-quote site visit for project LTUY212003 Demolish BCE Facilities Buildings 45-47 held at Jefferson Barracks on 30 July 2024 at 1:00 pm.
2. The following items were briefed by MSgt Bernier:
• Introduction of Government team members – o Mark Lloyd, Deputy Base Civil Engineer & Project Manager o SMSgt Mark Phillips, Base Contracting Officer o Kate Goudy, Environmental Program Manager o Brian Schwartz, Facilities Maintenance o MSgt Wes Shults, Facilities Maintenance
• Submit all questions on the scope of project via email. Responses will be posted to SAM.
• Quotes are due by 14 August at 10:00 am central.
• The small business size standard is $19 million and limitations on subcontracting apply to this project. Refer to the RFQ for all requirements.
• Performance period will be 6 months after notice to proceed and the Government plans to issue the NTP within a month of award following receipt of bonds.
• Performance and payment bonds will be required prior to starting work.
• Monthly progress payments are authorized and instructions on submitting a schedule of values is included in the PWS. The base uses Wide-Area Workflow for invoicing so contractors were reminded to ensure they have access to that system.
• Construction wage rates also known as Davis Bacon are applicable to this project.
Certified payrolls will need to be submitted weekly and all employees on the job site are subject to labor interviews during performance.
• We’ve received some questions on quote submission requirements. Instructions are on page 40 of the RFQ. Please contact the contracting office via email is you have any questions on required information. A bid guarantee is required with a bid bond and electronic submission is permitted – no need to mail or hand deliver.
• Funding is currently not present for this project but is anticipated by 30 September.
• Some key items from the scope of work were reviewed – o All hazardous waste manifests must be signed by the Base Environmental Office prior to leaving the installation.
o Contractors may use their own method for dust suppression or the nearby hydrant.
If the hydrant is used, instructions for water metering and payment to the utility are included in the PWS.
o Contractor is responsible for submission of ther NESHAP demolition paperwork to the county within 30 days of NTP. Timely submission was an issue on the last demolition project at Jefferson Barracks, so contractors were encouraged to let the
Government team know if everything needed for permitting was being provided in the project documents.
3. MSgt Bernier provided an opportunity for all contractors attending to ask any general questions on the procurement process and none were received. After reminding to submit any follow-up questions on the scope via email, the meeting was turned over to Brian Schwartz. Mr.
Schwartz provided a safety briefing for everyone to navigate the project buildings and then each building was viewed in turn, starting with Building 45. The site visit concluded at 2:00 pm.
