About this file

This document is a Pre-Award Request for Information (RFI) related to the federal contract opportunity to demolish Buildings 45-47 on the Missouri Army National Guard base. The RFI provides details on the contract requirements, including the need to salvage building materials such as bricks, limestone, windows, and metal railings. It also addresses questions about asbestos and lead-based paint abatement, as well as the requirement for a bid guarantee and performance/payment bonds. The associated federal contract opportunity, Solicitation Number W50S8K24QA001, seeks proposals for the careful demolition of the three buildings so that the materials can be reused for repairs or reconstruction on the base. A pre-quote site visit is scheduled for July 30, 2024.

Pre-Award Request for Information: LTUY212003 Demolish BCE Storage Facilities, Buildings 45-47 (W50S8K24QA001)
#RFIGovernment Response
1Has an Asbestos Survey been completed on the structures? If not, then one would have to be done on each structure prior to demo so that the contractor can determine what materials have to be abated versus demoed. All information on asbestos in these buildings is in the Asbestos Management Plan.
2Do you have the square footage/dimensions of the structures to be demolished, and pictures as well?Typical exterior dimensions at the first floor level of buildings 45, 46 & 47 are 34’-1” x 224’ - 4”.

DRAWNGS

The following drawings are included from the design drawings of a repair project dated around 1994 that never occurred.

The government provides no claim of information accuracy for these drawings. These drawings are only for reference in order to depict the existing size and features of the buildings.

Drawings show the first floor layout, and exterior elevations for bldgs. 45, 46 & 47.

Basement floor plans are not shown in the drawings.

Site plan shows the site as it was in the 1994 time frame, and is being provided only to give a feel for the area where the buildings are located. Utilities shown on this site plan could very well be different now and will all need to be located.

Demolition contractors shall disregard all notes and references to any repairs or construction annotated on the drawings.

Demolition contractors shall not use these drawings for construction and shall site verify all dimensions and features needed for bidding and demolition execution.

3The cost for deconstruction will be significantly more than conventional demo. If certain material contains asbestos, then it would definitely not be able to be reasonably salvaged. The ONLY items that would most likely are the bricks, and it would still cost less to buy a new brick than to salvage an old one.We understand that the cost of deconstructing the building and salvaging material will be more expensive than traditional demolition. The buildings are of historical significance and building material is required to be salvaged. Based on a similar demolition/deconstruction project at Jefferson Barracks in 2020, we are confident that all items identified in the PWS are salvageable.
4The PWS state, “5.4 Abate all interior lead-based paint (LBP) and asbestos-containing materials (ACM) in accordance with the State of Missouri and OSHA regulations.”

Has testing for asbestos or lead paint been done? If so, can the testing results be provided?. If not, testing and results are needed before NESHAP notifications can happen. How are we to determine how much hazardous materials there is and what type to abate? Will this be done under a change order after award? See #1. All available information regarding ACM has been posted to SAM and the project site was made available for interested contractors to verify conditions of the project location. There will not be any change to the contract after award for this requirement.

Please notify the POCs on this notice if not enough information is being provided for contractors to prepare a quote and submit the applicable permitting following award.

5Is a bid guarantee required to bid this project?A bid guarantee is required per the terms of provision FAR 52.228-1 in the solicitation.
6Are performance and payment bonds required if awarded the project?Performance and payment bonds are required after award per the terms of clause FAR 52.228-16 in the solicitation.
7Is asbestos abatement required for this project? The recommended action released has conflicting reports. Please clarify. The HAZMAT documents added to SAM are for informational purposes only. The Performance Work Statement attached to the solicitation specifies all requirements for handling the hazardous materials on the site.

The asbestos management document is not an action report for this project. It is an excerpt from an internal document used for tracking what is currently there and the plan for managing asbestos going forward – not related to any specific project. In this case it states no immediate action is required, because when the visual inspections were completed, the ACM were in good condition so they didn’t pose an immediate health risk. It does state that ACM removal would need to be considered if any subsequent repairs or construction were completed. In this case, the buildings are now scheduled for demolition so the requirements for handling HAZMAT is included in the solicitation.

8How many bricks are expected to be on each pallet?540 bricks per pallet. PWS updated.
9Do you want the ornate architectural wooden pieces (floral shaped, round shaped, etc.) that are over some of the windows saved?Yes.
10Do you want the hardwood floors saved? No.
11Do you want any MEP items saved besides the light fixtures (for example toilets, piping, etc.)?No.
12Is it correct that nothing besides clean dirt can be used to backfill the basements (knowing that a 6" thick 1/2" minus clean limestone gravel pad will be placed on top of the 95% compacted dirt material)?Correct.
13Do you want any part of the wooden porch salvaged? No.
14Do you want any part of the concrete deck, concrete steps, metal handrails, etc. around the exterior of the buildings saved?Only the metal hand rails of these items need to be salvaged.
15Are you accepting any value engineering?Confirmed with the vendor that they were referring to the solicitation process and not using Value-Engineering during contract performance which the Government doesn't require. Per the solicitation Instructions to Quoters, addendum to FAR 52.212-1 para. (e) - quoters are encouraged to submit multiple quotes presenting alternative terms and conditions.
16Can you provide a list of materials you want salvaged with quantities, that way we can know if we can utilize any machine demolition?80 Pallets of bricks. All foundations stone. All limestone window lintels/sills. All limestone door lintels/sills. 10 windows (if possible). 2 sets of metal hand railings. 1 dumbwaiter as shown in the PWS. PWS updated.
17Do you have the exact square footage of acm materials in each building or does the entire square footage of each building need to be assumed contaminated? The Government does not have the exact square footage and the contractor is responsible for verifying the conditions of the project location. For informational purposes only - 30 yards of friable asbestos were removed from Building 42, a similar building demolished in 2020 and it is expected these buildings have a similar amount of ACM; however, it is the responsibility of the contractor to verify this information.
18Is it possible for abatement subcontractors to come out and look at the buildings and measure?Due to the procurement schedule, an additional site visit cannot be scheduled at this time.

File details come from the government source that posted it. Updated .
