About this file
This is a Request for Information (RFI) Log documenting 15 questions and answers related to Solicitation W50S8J-26-Q-0001 for repair and renovation work at Building 2A, Stratton Air National Guard Base in Scotia, New York. The RFI log clarifies technical specifications and project requirements for the base scope work (sewer line repair and facilities renovation) with two optional line items (Corridor Repair and Male Locker Room).
Key clarifications from the RFI include: lavatory and fixture specifications shall match recent project submittals; all debris must be disposed of offsite with required manifests, with payment withheld until documentation is provided; sediment control and storm drain protection are mandatory with Safety Data Sheets required for all chemicals; asbestos abatement is required in both male and female locker rooms based on survey documentation; new wall installation has been removed from scope with uniform abatement and repair of the entire locker room area; flooring specifications are corrected to specify 18x18 Moonrock Ceramic Emboss Luxury Vinyl Tile in the lounge, 10x40 CE172 Bento carpet in smaller offices, and 12x24 Honed Crossville Notorious Leading Man tile in restrooms; six hand dryers total are required (three per restroom) with 8-10 second drying time; asphalt testing is not required but quality will be strictly enforced with warranty enforcement; contractor must determine sewer line depth and means/method following plumbing code with Contracting Officer Representative approval; work hours may be extended to 0630-1600 Monday through Friday with no weekend or federal holiday work; phasing may be required to avoid mission disruption but is not currently anticipated; and existing branch/lateral elevations are unknown, requiring contractors to design new lines meeting code requirements with the highest main point approximately 1.5 feet underground at the ladies locker location.

| RFI # | Question | Answer |
| 1 | Please provide specifications for the lavatories, showers, and general fixtures for this project. | The attachment "Specs VBDZ252200 Repair Bldg 2A Sewer Line" contains submittals for a recent project. It is expected that equal fixtures will be provided in this project. |
| 2 | Is there any debris that can be disposed of on-site? | No. The debris must be disposed of offsite following Federal, State, and Local regulations. A manifest is required to be turned to the base upon completion of the project. Payment will not be approved past 95% if all the required documentation is not provided. |
| 3 | Are there any environmental concerns? | Sediment control is a must. There are multiple storm drains in the area, and they also need to be protected from debris and runoff. |
SDS for all the chemicals must be provided to the base.
| 4 | May we get a closer picture of the plumbing. | Yes, see attached documents "P101" and "P201". | |
| 5 | In regards to the asbestos demolition work, please advise if there is a survey/report on the existing locations and materials which contain asbestos. If so please provide that documentation. | The asbestos report, document "251210049-1180A-STRAT_AB", is attached. The sample has been taken from the male locker room. The female locker room has the same tile which suggests that that area has the same asbestos. | |
| 6 | In the womens restroom where it is requested a wall be installed to split the room into a restroom and a locker room, there is an existing electric heater (see figure 1) located in the celing at the center of the existing room, please advise which room this heater is perfered to be located above, or if it is prefered to have a second heater installed so both areas are covered. | New wall installation is removed from the scope. The whole locker room shall be abated and repaired uniformly with the rest of the area. | |
| 7 | According to the RFP, in the lounge ACIC is tasked to replace the existing carpet tile with VCT, however, it was noted in the walkthrough that the lounge currently has VCT installed. Please | ||
| advise what the desired outcome of the flooring is in this room, and if the material is different from what is currently installed, please provide specification sheets or details for the new material. | Correct. This was a typo. Replace the existing VCT tile in the lounge with the 18x18 Moonrock Ceramic Emboss Luxury Vinyl Tile, or equal. The carpet in the smaller offices shall be 10 x 40 CE172 Bento (PN 138880AK00), or equal. The tile in the restrooms shall be 12x24 Honed, Crossville, Notorious, Leading Man, or equal. | ||
| 8 | Please provide clarification on items #1.27 and #1.34 in the Statement of Work. 1.27 mentioned providing and installing "six (6) new hand driers", and 1.34 mentions installing "two (4) highspeed | ||
| commercial hand driers with hot air near the sinks in the women's and men's restrooms." Please advise on exactly how many new hand driers are to be installed, and in which locations. | Good catch. Please provide a total of six (6) hand driers. Three (3) hand driers in each restroom. Hand driers shall be 8-10 seconds. | ||
| 9 | Please advise if 3rd party quality control testing for asphalt paving is required on this project. | Asphalt testing is not required. That said, a poor-quality job will not be accepted and warranty will be strictly enforced. | |
| 10 | The SOW drawings (Figures 2 and 3) indicate a new wall to be constructed to separate the women’s locker room from the shower area. At the location where the wall is depicted (shown as a green line), there is an existing HVAC unit suspended from the ceiling. Please confirm whether the intent is to relocate the existing HVAC unit or to revise the wall layout/location to accommodate the existing conditions. | New wall installation is removed from the scope. The whole locker room shall be abated and repaired uniformly with the rest of the area. | |
| 11 | Please confirm the depth of the existing sanitary sewer line within the facility. Additionally, identify the location at which the sewer line drops to the elevation at whichit enters the manhole (invert elevation) | The depth is unknown and will have to be verified by the contractor. That said, the sanitary line starts at the female bathroom and runs ~126’ to the manhole, with a 2% slope the line should run between 1.5’ and 4’ below the slab. There is a drop somewhere before the outfall into the manhole for additional ~4 feet. Contractor shall determine the means and method to outfall into the manhole following the plumbing code. The method shall be agreed with the COR before proceeding. | |
| 12 | The SOW identifies standard work hours as Monday through Friday, 0700–1530. Please confirm whether extended work hours (including earlier start times, later finish times, or weekend work) may be permitted. | Work can hours can be expended to 0630-1600. No weekend work or federal holidays work. | |
| 13 | Please advise when the Government will provide the slideshow presentation that was referenced during the preconstruction meeting. | The slides have been attached. See document "Repair B2A Sewer Line Restroom and Lockers Slides". | |
| 14 | The SOW notes the building will stay operational, but phasing isn’t addressed. Can the sanitary line replacement be done all at once, or is phased work required? | Phasing is not anticipated but may be required to avoid disruptions to the mission. The contractor can propose the most efficient way to accomplish the task. | |
| 15 | The SOW calls for replacing the sanitary main and meeting minimum slope. Have the existing branch/lateral invert elevations been confirmed? | The branch elevations are unknown. Assume that the highest main point (Ladies locker) is approximately 1.5' underground. Given that the contractor will have to replace most of the lines, the new lines may differ from the old ones, but they still have to meet the code. |
