About this file

The document summarizes minutes from a pre-proposal site visit and conference for a solicitation to construct a C-130 flight simulator training facility. The Army is seeking proposals to build the facility and anticipates awarding a contract in mid-October 2022. Interested offerors attended a briefing and site visit on July 6th where they learned project details and asked questions. The Army outlined the evaluation criteria and emphasized requirements to provide relevant past experience examples and schedule information in both a Gantt chart and narrative format. Offerors were also informed about submitting any further questions and checking for amendments on the sam.gov website.

Pre‐Proposal Conference Minutes

MEMORANDUM FOR RECORD

SUBJECT: MINUTES OF PRE‐PROPOSAL CONFERENCE AND SITE VISIT, SOLICITATION W50S8J‐22‐R‐0002

Construct C‐130 Flight Simulator Training Facility; 06 July 2022 from 1000 ‐ 1100

1. The list of contractors and Government representatives attending the meeting is shown on the attached sign‐in sheet.

2. The following items were discussed during the Pre‐proposal Conference:

a. The contractors gathered in the AME Auditorium for the pre‐proposal conference. The conference began with the attached pre‐proposal slideshow briefing which was provided by SMSgt Bastiani. The following questions were raised during the slideshow:

Question 1: A contractor asked for clarification on whether they were better off submitting only one or two projects that very closely resemble the current project for Technical Subfactor 1

(Experience); or if they should submit the maximum of three projects, even if the second or third project was not as similar to the current project?

Answer 1: As is stated in the RFP, the Government understands each identified project may not include experience with every aspect of each Key Point. With that said, projects submitted for review which contain relevant experience with more (or all) of the Key Points listed will be evaluated more favorably than projects that contain less (or none) of the Key Points. Offerors are therefore encouraged to submit up to the maximum of three (3) projects which in the offerors opinion are most similar to the current project in scope, size, magnitude & complexity based on four (4) Key Points the Government has identified.

Question 2: A contractor asked for clarification on the percentage of work that could be subcontracted.

Answer 2: Limitations on subcontracting are addressed in Federal Acquisition Regulation (FAR)

Clause 52.219‐14 (Dev), “Limitations on Subcontracting (DEVIATION 2021‐O0008)”, which is included in the RFP.

Question 3: A Government representative asked for clarification on whether Technical Subfactor

2 (Schedule) could be submitted as either a Gantt Chart or a narrative or if both the Gantt Chart and narrative were required?

Answer 3: Both the Gantt Chart AND narrative are required to be submitted.

The pre‐proposal conference portion of the presentation was completed at approximately 1025.

3. The site visit portion commenced at approximately 1030. All contractors and government employees walked to the site together and the following information was provided by SMSgt Bastiani:

‐ We currently anticipate award of the contract around the middle of October 2022

‐ All information relating to the RFP will be posted to sam.gov.

‐ Questions must be submitted in writing via email to: 109.AW.FAL.MSC.Contracting@us.af.mil

‐ The 109 Contracting Office can be reached by phone at 518‐344‐2513; note that technical questions must be submitted in writing and will not be answered over the phone.

4. The government and contractor personnel walked area surrounding where the new facility is to be constructed. Contractors were reminded that no items discussed would be considered binding unless formalized through the issuance of a solicitation amendment.

5. Any amendments that are issued will be posted to the web site. Contractors were advised to check the website frequently.

6. The pre‐proposal conference and site visit concluded at approximately 1100 hours.
