Pre-Bid Conference and Site Visit Questions and Answers Document

W50S8G-24-B-A001 8 May 2024

Q1. Are the drawings available for these 2 buildings?

A1. Yes, the drawings will be posted on the solicitation in SAM.gov following this conference.

Q2. Will a coordinated shutdown of utilities be required for this project?

A2. Yes, Building 1070 will require gas and electric shutdown to be coordinated as there are tenants to this building. Building 1074 is unoccupied and will not require a coordinated shutdown.

Q3. Will there be space for our waste removal storage?

A3. Yes, this will be coordinated at the pre-construction conference.

Q4. Are there any special badging requirements for this project besides base access?

A4. No, this only requires base access. Please note: Building 1074 is in a controlled area, which means that all contractors accessing the area must be escorted to and from the job site. Building 1070 is unrestricted.

Q5. Will all work be conducted outside of the buildings?

A5. With the exception of providing the thermostats with lockable boxes located inside Buildings 1070 and 1074, all other work will be performed outside.

Q6. Will there be a return in Building 1074 for air conditioning?

A6. Yes, include a return for air conditioning for Building 1074. An update to the Statement of Work will be issued reflecting that this is needed and an amendment posted in SAM (W50S8G24BA0010001). This question is revised below.

Revised Question:

Q6. On Bldg 1074, the existing outdoor unit is a gas fired heating unit, no cooling, with no return air ducted back to the unit. The SOW states to replace with a Trane unit, sized by the contractor. In the field it was mentioned the desire to have a combination heating & cooling unit. From our site visit, the existing unit does not have a return duct from the building, and if we install a unit with cooling, this would typically require a return duct in order to provide proper cooling on what is essentially a once-thru or make-up air unit. Does the government desire a cooling unit, either D/X or evaporative cooling? If so, should the contractor install a properly sized return air duct? Please provide direction.

A6. The Government requirement is for a Trane package unit as stated in the Statement of Work (SOW). The new unit will require a return air duct. An amendment was issued to add the air return duct to the SOW.
