About this file
This solicitation is for a sealed bid construction contract to repair airfield lighting at the 177th Fighter Wing in Egg Harbor Township, New Jersey. The contractor will completely prepare the site, demolish existing structures as needed, furnish all labor and materials to repair and replace the airfield apron stadium and perimeter lighting. The current lighting system is antiquated and utilizes inefficient technology. The lighting fixtures in the aircraft hangers and parking apron need repair. The magnitude of construction is estimated between $500,000 and $1,000,000. Bid, payment, and performance bonds are required for all proposals and contracts over $150,000. A pre-bid conference and site visit will be conducted by the government at the dates and times specified in the instructions to offerors. Bidders are responsible for reviewing and adhering to all solicitation requirements and amendments. The soliciting agency is the Department of the Army National Guard.

Re: Infiltration Testing Results Fuel Cell and Corrosion Control Hangar New Jersey Air National Guard 177th Fighter Wing
Atlantic City International Airport Egg Harbor Township, Atlantic County, New Jersey
Dear Mr. Jenkins:
Earth Engineering Incorporated (EEI) has completed Infiltration Testing to provide data for the design of the proposed storm water management system at the above-referenced project site.
I. INTRODUCTION
The objective of this project has been to obtain infiltration rates of the subgrade soils for the proposed storm water management basins at test areas designated by Pond & Company.
The scope of work for this project included test pits and the performance of in-situ infiltration testing. This letter presents the results of our work.
II. SITE DESCRIPTION
The site investigated is located at the New Jersey Air National Guard 177the Fighter Wing situated within the Atlantic City International Airport. The Air National Guard complex is accessed from Tilton Road which borders the property to the east. Buildings, facility and roads of the Air National Guard complex and Atlantic City International Airport surround all sides of the area investigated.
Two (2) storm water management areas are proposed for construction as part of development of the new Fuel Cell and Corrosion Control Hangar. One of the basins is proposed for construction in an existing grass area. The other storm water control feature will be constructed in the area of an existing grass lined storm water basin.
III. FIELD INVESTIGATION AND DISCUSSION
As part of the field test investigation, two (2) test pits were performed to complete the proposed scope of work. The test pits were excavated by Advantage Sitework LLC of Little Egg Harbor Township, New Jersey utilizing a back-hoe. Test pit TP-1 was performed within the area of an existing basin on June 24, 2015. It is noted that the surface of the existing basin at the time of the field investigation was dry.

NJANG Fuel Cell and Corrosion Control Hangar - Infiltration Testing
Upon arrival, site personnel informed EEI that test pit TP-2 was located in an area underlain by fiber optic cables. The site personnel informed EEI that this test location was to be postponed until a later date until the private utilities could be marked. Therefore, after the utilities were marked, EEI returned the site on July 21, 2015 to complete the infiltration testing.
The test pit locations are shown on the Testing Location Plan, EEI Drawing No. 27933.J0-A- 101, attached to this letter.
The purpose of the exploratory test pits was to investigate for potential limiting zones below proposed drainage bed infiltration depths. Test pit logs providing the depth, thickness, and descriptions of the materials encountered are included in the Appendix. It is noted that each test pit was advanced to a depth where significant groundwater flow was occurring in the excavation. A limiting zone is defined as a horizon or condition of the soil or underlying strata which includes:
A. Seasonal high water table, whether perched or regional, determined by direct observation of the water table or soil mottling.
B. Rock with open joints, fractures or solution channels, masses of loose rock fragments including gravel, with insufficient fine soil to fill the voids between the fragments.
C. Rock formation, other stratum, or soil condition which is so slowly permeable that it effectively limits the downward passage of effluent.
The soils encountered within each test pit were visually classified and documented in the field during the investigation by a representative of EEI. A generalized soil profile consisting of sandy loam, loamy sand, and sand was concluded by EEI. In general, these soils are not representative of soil conditions that will ultimately prevent the downward passage of effluent.
The bedrock surface, which represents a limiting zone, was not encountered within the test pits to the depths achieved.
Groundwater which also represents a limiting zone was encountered in the test pit TP-1 at a depth of 11.5 feet below the existing ground surface. The infiltration test depth at this test location was performed at an approximate depth of 7.5 feet or 4 feet above the depth groundwater was encountered. Groundwater seepage was also encountered in the test pit TP- 2 at a depth of 7.0 feet below the existing ground surface. Significant groundwater flow was observed in test pit TP-2 at a depth of 11.0. The infiltration test depth at this test location was performed at an approximate depth of 5.0 feet or approximately 2 feet above the depth where groundwater seepage was encountered. It should be noted that the groundwater observations were made at the time of the field investigation and that groundwater table elevations may fluctuate with daily, seasonal, and climatic variations.
Soil mottling, which may be an indication of seasonal high groundwater, was not observed in test pit TP-1. Soil mottling was observed in test pit TP-2 at a depth of 7.0 feet or the same depth groundwater seepage was observed. As detailed above the infiltration test at this location was performed at a depth of 5.0 feet or 2 feet above the potential limiting zone.
Based upon field classification and observation of the site soils, evidence of limiting zones in the form of groundwater or soil mottling was observed at each exploratory testing location. A summary of the limiting zone information is provided in the following table.

(1) Ground surface elevations were estimated using the topographic contours shown on the Grading Plan prepared by Pond & Company, dated 12/18/14.
IV. INFILTRATION TEST RESULTS
Following completion of the exploratory tests pits, two (2) double ring infiltration tests were performed adjacent to each test pit by EEI to determine infiltration rates for the on-site soils. The double ring infiltration tests were performed at depths of 5.0 and 7.5 feet below the existing ground surface. The in-situ infiltration was performed in general accordance with Appendix E of the New Jersey Stormwater Best Management Practices Manual (NJ BMP Manual). The following table summarizes the infiltration data for each test location. Detailed field information is shown on Table IA - Double Ring Infiltrometer Test Results, attached to this letter.

The infiltration rates shown above are field measured values and do not include a safety factor for design purposes. The determination of the appropriate design value for the storm water management features including application of the appropriate factors of safety is the responsibility of the project civil engineer.
EEI recommends performing in-situ infiltration testing following excavations to achieve the basin design elevations. This testing will serve to confirm design infiltration rates of the soils at the basin bottom elevations and can be used to delineate areas, if any, that require over-excavation of low or non-permeable soils.
