About this file
The document is a Request for Information (RFI) for a roof repair project at Building 250 on Gabreski Airport in Westhampton Beach, NY. The solicitation (W50S8E25BA013) is a 100% small business set-aside for a construction contract with a project magnitude between $500,000 and $5,000,000. Key technical requirements include power-washing approximately 42,500 square feet of existing EPDM membrane, applying a waterproof protective acrylic/cementitious coating (0.045 mils thick), and providing a 10-year warranty for materials and labor. The project involves working on a building with over 100 occupants, using existing roofing materials from Genflex (40,500 SF) and Carlisle (2,000 SF) EPDM systems.
The solicitation is issued by the New York Army National Guard, with funds anticipated to become available no later than November 30, 2025. The project requires contractors to match existing roof conditions, potentially replace localized damaged insulation, and seal penetrations in the coating area. Notably, union labor is not required, but contractors must pay prevailing wage rates for roofers. The RFI addresses numerous technical questions about roof specifications, materials, working conditions, and project logistics, indicating a complex roofing repair and restoration effort that requires detailed technical understanding and precise execution.

Bldg 250 Roof Repair W50S8E-25-B-A013 RFIs
1. Could you please tell me if we need to be an union?
ANSWER: It does not need to be a union. Contractors should pay their workers prevailing wage-rates for roofers as governed by State and Federal labor policy.
2. Privilege wages are required?
ANSWER: Refer to wage determinations document in solicitation.
3. Is it the open shop project? Confirm if the project is designated as such, meaning it does not require union labor.
ANSWER: Correct, does not require union labor.
4. Is there a preferred manufacturer?
ANSWER: Government is not dictating a preferred manufacturer, however basis of design is the Acrylabs R45 roofing system (attached) and most recently installed materials are Carlisle EPDM sheets (attached).
5. Confirm existing roof thickness.
ANSWER: Existing Roof is 60mil Genflex EPDM. Reference as-built drawings attached. Approximately 2,000 square feet of existing roof membrane was replaced in 2024 with 100mil Carlisle EPDM.
6. Is new roof assembly 2.5” EPS, 1/2” board and adhered 90mil EPDM?
ANSWER: Reference as-built drawings attached. Existing Roof is 60mil Genflex EPDM, approximately 2,000 square feet of existing roof membrane was replaced in 2024 with 100mil Carlisle EPDM.
7. SOW dated September 30 'Section II- Technical Requirements' states 42,500SF of existing roof to be power washed and coated "2.1.1 Abbreviated Scope: Repair the roof, flashing, and penetration seals at Building 250 on Gabreski Airport as shown in the attached drawings. Work includes power-washing approximately 42,500 square feet of exiting EPDM membrane, apply waterproof protective acrylic/cementitious coating and for a thickness of .045 mils, and cleaning and remove all work-related debris from the site. The intended warranty for materials and labor is 10 years" Please clarify if this version of the Technical Requirements is current, as it is contained within the most recently dated Revision.
ANSWER: Yes, this is current.
8. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
ANSWER: Please refer to latest SOW. This question appears to reference outdated documents.
9. If the building remains occupied, how many people will be in the building?
ANSWER: In excess of 100, exceeding that amount during certain periods.
10. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
ANSWER: Yes.
11. Please confirm the manufacturer of the existing roofing system and who carries the current warranty of the roofing system.
ANSWER: 40,500 SF of the roof are Genflex EPDM. 2,000SF are Carlisle EPDM
12. Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation.
ANSWER: Asbestos and lead are not present in the materials specified on the latest SOW
13. Please provide the site visit attendee sign-in sheet.
ANSWER: This item is already posted to sam.gov.
14. Is this project tax exempt?
ANSWER: See FAR 29.303 Application of State and local taxes to Government contractors and subcontractors.
15. What specific conditions constitute “damaged insulation” (moisture %, core sample criteria, facer delamination, compression, etc.)?
ANSWER: This depends on the findings of the contractor. If roof coating and sealant materials can’t adhere to the membrane because of underlying materials, then the contractor will need to identify those to the contracting officer’s representative.
16. Should the Contractor assume replacement in localized areas only, or full removal and replacement where any damage is observed?
ANSWER: Replacement is anticipated to be localized where absolutely necessary.
17. Will the Government require third-party verification or moisture testing to determine quantities?
ANSWER: No
18. What is the required minimum R-value for the completed roof assembly?
ANSWER: This question appears to reference a previous SOW. The scope of work is to apply a surface to the roof.
19. Should this project match existing conditions or comply with new IECC/ASHRAE code for this climate zone?
ANSWER: Match existing conditions
20. Is there an existing vapor retarder?
ANSWER: Please reference as-built details.
21. Should it be removed with existing insulation, or left in place if intact?
ANSWER: The government assumes this references existing EPDM membrane. Insulation and membrane should be left in place if intact. If this question references a vapor retarder, then only anticipate removing materials where absolutely necessary.
22. If removed, should the Contractor provide a new vapor retarder over the entire deck?
ANSWER: Contractor should anticipate removing like with like materials. Please reference as-built drawings.
23. Are there specific approved manufacturers for the roofing?
ANSWER: See question 4.
24. Please provide photos of the job site and existing conditions.
ANSWER: Photos/charts already posted to sam.gov.
25. Is the delivery and roof demo will perform in regular hours?
ANSWER: Please reference SOW for working hours.
26. Do we have an area that we could put a dumpster container near the building?
ANSWER: A dumpster could be sited as necessary for work, likely on north and west side of facility.
27. Is there any temp waterproofing needed for this project?
ANSWER: The intent is for the contractor to apply a roof coating and mesh system which would not require wholesale removal of existing EPDM membrane. If the contractor is not confident in the building’s ability to shed water during work then they will need to propose a solution to prevent further water damage.
28. Do you have pictures that you could share specifically for existing equipment curbs and penetrations on the roofs.
ANSWER: Some images below
29. Will mechanical plans be made available for review?
ANSWER: Negative.
30. What material should we use to repair the north area of the dividing wall shown on the drawings? EPDM?
ANSWER: Per the statement of work, the intent is for the contractor to apply and coating and mesh system which would not require wholesale removal of existing EPDM membrane. Where the contractor identifies sections of 60mil EPDM needing to be replaced because they don’t believe the coating and mesh system could be applied, the removed material would be replaced with like material.
31. Should we include resealing of penetrations on the entire roof or just in the coating area?
ANSWER: The only penetrations to be sealed are in the area marked for coating.
