About this file

This document contains a justification for other than full and open competition for a federal contract opportunity. The contract is for repairs to the Johnson Controls building automation system at the Forbes Medical and Communication Building 2000 in Topeka, Kansas. Johnson Controls is the incumbent provider of the fully integrated base-wide facility automation system controlling HVAC and lighting. The estimated total price is $1.5 million with $94,000 for the Johnson Controls portion. The justification cites that using any other provider would result in substantial duplication of costs and unacceptable delays due to the need to integrate with the existing Johnson Controls system. The opportunity will be a small business set-aside between $1-5 million solicited as solicitation number W50S7Y-21-R-6001 by the Department of the Army Kansas Army National Guard for construction services. Funds are expected to be available by September 30, 2021 and the award will be made based on best value.
