About this file

This document contains a justification for other than full and open competition for a federal contract. The contract is for Interface Entropy - Glacier Facility Carpet for Building 2000 repairs at the Forbes Medical and Communication Building in Topeka, Kansas. The estimated total price is $1.5 million, with $86,250 specifically for the carpet. Interface Entropy - Glacier carpet is being used as the standard product by the Air National Guard installation for building uniformity and reduced maintenance costs. The justification cites that using other carpet brands would result in substantial duplication of costs and unacceptable delays. The project will be competed as a small business set-aside between qualified small business vendors, with Interface Entropy - Glacier carpet representing a small portion that will allow for competition between vendors offering that product. The Department of the Army Kansas Army National Guard is listed as the agency.

DESCRIBE THE EFFORTS TO SOLICIT OFFERS FROM AS MANY POTENTIAL SOURCES AS IS PRACTICABLE

Requestor Stated:

There hasn't been any recent efforts to solicit offers from other carpet brands. Each carpet manufacturer has unique patterns and colors. The installation designers will need to perform significant research to figure out how to harmonize the carpet pattern and color to ensure uniformity. DESCRIBE THE EXTENT AND THE RESULTS OF THE MARKET RESEARCH (FAR Part 10) CONDUCTED TO IDENTIFY ALL QUALIFIED SOURCES

Contracting's Response:
