About this file

This is a Questions and Answers document containing clarifications for the B35 Critical Loop electrical installation project at Fort Riley, Kansas National Guard facility. The RFI responses address nine key inquiries submitted by potential contractors regarding the scope and specifications of the work.

The document clarifies critical project parameters: the linear distance between the transformer room and Automatic Transfer Switch is approximately 35 feet; a 200-ampere disconnect is required for the communication room's total connected load; new medium-voltage transformers are mandatory (refurbished units are not acceptable); core drilling will be required to access the existing vault as no usable sleeves are available; concrete encasing of electrical lines is required only in areas with hydrovac trenching under roads, sidewalks, and concrete pads at 4,000 psi strength, while open trenching may be used in grassy areas; the specific cabling route will be contractor-determined rather than following the illustrated red line (COA #1); blue and green lines shown on drawings are not part of the work scope; the contractor must provide the transformer; and transformer pads must be constructed of 4,000 psi reinforced concrete, minimum 4 inches thick, with underlying soil compacted to 95% density. These clarifications were issued in response to contractor questions regarding design flexibility, material specifications, and site conditions for the firm-fixed-price contract valued between $100,000 and $250,000 with a 60-calendar-day completion timeline.

QuestionAnswer
1Could you please provide us with the distance between the transformer room and the Automatic Transfer Switch (ATS) installed within the communication room? The linear distance is approximately 35’
2Kindly provide the total connected load for the communication room in order to determine the required cable cross-sectional area from the transformer secondary terminals to the Automatic Transfer Switch.Requires a 200A disconnect
3New MV XFMRs usually have a very lengthy lead time. Are we able to provide refurbished MV XFMRs? I have installed these in the past with other applications. These refurbished XFMRs usually come with a longer warranty than new manufactured ones and also go through strenuous tests. Please let me know if providing refurbished XFMRs will be acceptable?New is required.
4Can as/built or record drawings of the existing vault be provided? We are interested in seeing if there are existing sleeves that can be used for new wiring, or if core drilling new openings into the existing vault will be required.Core drilling will be required.
5Typically encased electrical lines can only be accomplished via open trenching, not horizontal boring. Can the concrete encasing be eliminated from the SOW?Boring will only be required under existing roads, sidewalks, concrete pads, etc. Hydrovac trenching may be utilized in open grassy areas. In areas where hydrovac trenching takes place, conduit to be encased in 4000 psi concrete.
6Page 1 of the drawings provided illustrates a red line (COA #1) which we assume is the intended route for the new cabling. Please confirm.Specific route to be determined by the contractor.
7Page 2 and 3 of the drawings provided illustrates a blue line (COA #2), and a green line (COA #3) which we assume are not part of this work scope. Please confirm. That is correct
8Is the new proposed transformer provided by the contractor or gov't?Transformer to be provided by the contractor.
9Is there a requirement for the type of transformer pad?4000 psi reinforced concrete, minimum 4” thick, with the soil beneath compacted to 95% density.
