About this file
This file is a Questions and Answers document containing 17 Requests for Information (RFIs) and corresponding government responses for the B35 Critical Loop electrical installation project. The RFIs address technical specifications, material requirements, installation methodology, and route determination for installing a critical electrical line to Building 35's communications room at a Kansas National Guard facility.
Key technical clarifications include: the distance between the transformer room and Automatic Transfer Switch is approximately 35 feet; new transformers are required (refurbished units are not acceptable); the communication room requires a 200-amp disconnect; new MV transformers must meet standard specifications with no substitutions; 15KV cable must be tape shield with VLF testing required; transformer pads require 4000 psi reinforced concrete minimum 4 inches thick on 95% compacted soil; and transformer color preference is brown but not mandatory. Installation methodology clarifications specify that core drilling will be required for existing vault access; concrete encasing is limited to open trenching areas (4000 psi concrete) while horizontal boring under existing surfaces requires only schedule 80 PVC conduit; hydrovac trenching is permitted in open grassy areas with 4000 psi concrete encasing; and the contractor retains discretion on routing selection from the suggested alternatives, with redlines required for documentation. The government confirmed that as-built vault drawings are unavailable, blue and green routing lines shown on drawings are not part of the work scope, the transformer is contractor-provided, tax-exempt certificates will be issued, and the reference to Building 16 is informational only as the source switchgear connection point, leaving specific route determination to contractor discretion.

| B35 Critical Loop Request for Information | ||
| Question | Answer | |
| 1 | Could you please provide us with the distance between the transformer room and the Automatic Transfer Switch (ATS) installed within the communication room? | The linear distance is approximately 35’ |
| 2 | Kindly provide the total connected load for the communication room in order to determine the required cable cross-sectional area from the transformer secondary terminals to the Automatic Transfer Switch. | Requires a 200A disconnect |
| 3 | New MV XFMRs usually have a very lengthy lead time. Are we able to provide refurbished MV XFMRs? I have installed these in the past with other applications. These refurbished XFMRs usually come with a longer warranty than new manufactured ones and also go through strenuous tests. Please let me know if providing refurbished XFMRs will be acceptable? | New is required. |
| 4 | Can as/built or record drawings of the existing vault be provided? We are interested in seeing if there are existing sleeves that can be used for new wiring, or if core drilling new openings into the existing vault will be required. | Core drilling will be required. |
| 5 | Typically encased electrical lines can only be accomplished via open trenching, not horizontal boring. Can the concrete encasing be eliminated from the SOW? | Boring will only be required under existing roads, sidewalks, concrete pads, etc. Hydrovac trenching may be utilized in open grassy areas. In areas where hydrovac trenching takes place, conduit to be encased in 4000 psi concrete. |
| 6 | Page 1 of the drawings provided illustrates a red line (COA #1) which we assume is the intended route for the new cabling. Please confirm. | Specific route to be determined by the contractor. |
| 7 | Page 2 and 3 of the drawings provided illustrates a blue line (COA #2), and a green line (COA #3) which we assume are not part of this work scope. Please confirm. | That is correct |
| 8 | Is the new proposed transformer provided by the contractor or gov't? | Transformer to be provided by the contractor. |
| 9 | Is there a requirement for the type of transformer pad? | 4000 psi reinforced concrete, minimum 4” thick, with the soil beneath compacted to 95% density. |
| 10 | Will there be a tax-exempt certificate issued for this project? | Yes |
| 11 | Is 15KV #2 Cable to be tape shield or concentric neutral? | Tape shield |
| 12 | Does the 15KV cable need to be VLF tested? | Yes |
| 13 | Will the transformer need to be painted McConnell Brown? | Brown is preferred but not required. |
| 14 | Is the new proposed transformer provided by the contractor or gov't? | Contractor |
| 15 | The revised SOW states to encase conduit in low density concrete, but note 5 in the RFI states that boring will only be required under existing roads etc. with no mention of encasing. Is it required for all new conduit to be encased in concrete? Example, if you trench, encase in 4000psi concrete, and if you bore, encase in low density cellular concrete. Or, is concrete encasing only required at the trenching locations as the boring locations would already be under existing surface concrete. Please advise. | Concrete encasing is only required at areas of open trenching |
| 16 | Please provide the diameter and thickness of the steel casing required and the type of concrete. Our boring contractor requires this information to ensure they meet the Horizontal Directional Drilling requirements stated on page 1 of the SOW. | There is nothing in the SOW about steel casing and the concrete is specified to be 4000 psi concrete where it is to be used. We do call for them to pull 4” conduit for the wire but that conduit is typically schedule 80 PVC conduit. |
| 17 | The SOW mentions running the critical electric line fed from building 16 to south end of building 35.Yet, the proposed circuit routes show 3 different routes, each appearing to come from different locations. |
I'm looking for clarifying if this is saying we can run from any of three that make the most sense?
I ask because there is no building 16 being shown on the maps from where the power is to come from to building 35. Plus, each COA is different in length. Thus, this is caused some confusion in our looking this over. The reference to Building 16 is for informational purposes only as the switch gear they would be connecting to is fed from Building 16. The routes shown from C2SG to Building 35 are suggestions, we are not mandating any particular route. We are leaving that up to the contractor’s discretion. We do require redlines of the route they choose for future reference.
