Q12. Has brought up at the Prebid, I believe the 120-day completion date is unrealistic. I would recommend 180 Days.
A12. PoP has been changed to 180 days after NTP
Q13. There was some discussion at the Prebid and site visit walk thru concerning on Sheet A1.20, item 6 – states Remove all equipment and furnishings as REQ. Clean floor per new flooring/floor coatings MFR. Coord/ W/FM/Government. Is it your intent that the General Contractor is responsible for removing all the equipment and furnishings in rooms B119, B118, B109, B107A, and B107B. Please clarify.

A14. Yes, CLIN 0006- Additive bid includes demolition, time, materials, incidentals, bond, all work to complete the work on the C100 and C101.
Q15 We have some experience with this hangar from 2016 and at the time, some of the MANG members had some unrealistic expectations on how air tight rolling steel door can be. The doors all had baffles, bottom seals and guide brush seals as specified but rolling steels doors are by their nature, leaky when compared to sectional doors. Once we started Door Systems, we addressed the job that Wally’s Overdoor installed and added some extra rubber guide seals and caulked the guides to the walls on the tire shop (B101C) as an experiment in air infiltration. They were better but still leaky as coiling doors are. B-103A is also a special case as it is a door that needs to drop automatically in case the foam fire retardant system is triggered to contain the foam from going outside the building. Because it needs to drop automatically, that door cannot have seals with too much friction against it or it will not drop. That door has a special operator tied into the foam system and the fire alarm. If we could do a site visit to get all the serial numbers from the existing doors and have a meeting about realistic air infiltration expectations, we could then provide a bid to add extra seals to those existing doors.
A15. This is an acceptable approach. During the B80 project in 2020 this door, seal, and baffle work was completed on the exterior roll up doors with great success.
Q16. Per sheet E1.03, Flag note 28 states to re-certify building 25 and 80 however during our site inspection we were not asked to inspect building 80 and there is no direction in the bid documents. Assuming both building have current certification, we recommend the certification by the Underwriters Laboratory be a limited scope inspection for the roof top only, since the work being done is a re-roof and only rooftop lightning protection will be worked on. Is this acceptable?
A16. Yes, that is acceptable. Building 25 and Building 80 each have separate certifications. Only the B25 new lighting protection system will need to be recertified.
Q17. Keynote #6 on A1.20 states; “Remove all equipment and furnishings as required.” This note pertains to numerous rooms. Where will the contractor be required to move the equipment and furnishings to? Is the contractor required to move and reconnect equipment and furnishings afterward?
A17. The Government will remove and reinstall the equipment form the areas where the floor coating work will occur.
Q18. Can you please provide Men’s / Women’s locker specifications and approximate dimensions?
A18. See Amendment W50S7L-23-B-0002-P0003c
Q19. Detail 4/S5.0 shows an equipment pad. Can you tell us where this is located and the size of pad?
A19. See 1/M2.00, ARU-1, located in hangar. Coordinate size with unit manufacturer's requirements.
Q20. Breakroom: A1.20 shows demo a portion of the wall for new doorway, A2.00 shows the new doorway, detail 2/2.00 shows the relocated refrigerator in that new doorway. Please advise.
A20. Coordinate location of relocated refrigerator with Government.
Q21. Can you provide the site visit sign-in sheet?
A21. Sign in sheet has been uploaded to SAM.gov Contracting Opportunities
Q22. Line 11 on the solicitation states 120 days to complete the project. Can this be extended?
A22. PoP has been changed to 180 days after NTP
Q23. Section 010000 paragraph 3.4a state we are to provide metering for our utilities. Is this a requirement for this project?
A23. Yes
Q24. What FOD requirements apply for this project?
A24. FOD and Garbage control is paramount it doesn't leave the work area and become FOD. The exterior building work will occur within a Freezone where Aircraft will not be operating. it doesn't leave the work area and become FOD. The Military expectation for FOD and Garbage is, " If you see it pick it up and dispose of it properly is a container."
Any loose garbage not only affects the MT ANG but also the Great Fall International Airport and FedEX.
Q25. Fire sprinkler modifications: There is a conflict between A2.10 and F1.00 regarding how many rooms are incorporated into the work area. Please advise.
A25. F1.00 takes precedence.
Q26. Is there access for the fire sprinkler modifications to be done without removing the ACT and GWB ceilings in all the rooms?
A26. It is approximately 17 feet between the ACT and fire sprinkler lines in the shop and office areas. How the Contractor accesses the lines is up to the Contractor and Ways and Means discussion.
Q27. Will the government remove the scaffolding in the hangar prior to the flooring work?
A27. Yes.
Q28. On page E1.00 flag note 217, is it the intent of the engineer for a new feed for the disconnect or just provide the disconnect and feed to the ARU-1 unit? Flag note 226 page E1.00, are the electrical contractors expected to ground all the floor tiles or just the one? Flag note 215 on page E1.01 calls for 5 receptacles and data outlets, there are 9 of each on the drawing in room B242. Are the 5 of each in the flag note additional? Can I get a business name and contact number or email who installed the current lightning protection system?
A28. 1. ARU-1 is a new unit, provide disconnect and full connections as shown. 2.
Just one connection. 3. Nine (9) is correct. 4. This is something that MTANG would need to provide.

Q31. The solicitation states you have 90 days to award. Is it your intent to make an award before this date. If you take 90 days to award that puts the concrete pavement into the winter. Please Clarify.
A31. Yes, and the Government is aware of the supply, mix design, and weather limitations of the roofing and concrete work and that they may need to happen in the Spring/ Summer of 2024.
Q32. Do we have to temporary fence the areas around the concrete pavement and asphalt paving that is removed and replaced.
A32. The determination to place Temporary Fencing around the Contractor staging is up to the Contractor.
Q33. On sheet S5.0, Detail 2/S5.0, Note reference to “ Expansion Joint Per 1.S1.1.” Detail 1.S1.1 identifies three different details for jointing. Which one does this refer to use for Detail 2.S5.0. Joint.
A33. Detail calls out 'expansion joint per 1/S1.3'. Expansion joint clearly labeled on 1/1.3, of the three shown.
Q34. Can you provide a list of the equipment that has to be moved?
Approximate weight? Is the equipment hard wired to a disconnect? Where do we store this equipment? Does any of the equipment require to be re‐calibrated or re-certified?
A34. The Government will remove and reinstall the equipment form the areas where the floor coating work will occur.
Q35. Confirming we are only to paint the areas shown on the finish schedules or on plan notes?
A35. Yes, only paint areas indicated with shading and/or keynotes to that effect on the drawings. See the room finish schedule on the updated A2.00 sheet.
Q36. Sheet F1.00 note 3: How high is the “main ceiling” from the floor and also from suspended ceiling?
