Summary of Work:

The contractor shall provide the necessary, personnel, equipment, transportation, and materials required to perform all work outlined in following Statement of Work (SOW). All work performed under this SOW shall be conducted in accordance with all applicable state and federal laws and regulations, ANG policies and regulations, and this SOW as outlined below.

Project Scope:

1) High Bay Lighting

A) Newlon Hangar (Building 1)

1) The high bay lighting is to be replaced with fixtures with the same or higher light output as a basis of design lights.

(a) There shall be a total of 72 lights to be install, as shown on the provided drawings.

(b) There shall be two zones, one for each side of the bay area, left and right relative to the plane.

(c) Lights must have an average of 50 foot candles at 3ft AFF when the project is completed.

(d) A light study has shown the BoD light at the current location meets the above requirement.

2) The existing Dali lighting controls are to be eliminated on the fixtures that are being replaced.

(a) The lights shall be controlled from regular light switches in the same cabinet where the current switches are.

3) There shall be 10 emergency light fixtures to remain on constantly.

4) Basis of Design

B) Fuel Cell (Building 18)

1) The high bay lighting is to be replaced with fixtures with the same or higher light output as a basis of design lights.

(a) There shall be a total of 36 lights to be installed as shown on the drawings provided.

(b) There shall be two zones, one for each side of the bay area, left and right relative to the plane.

(c) Lights must be vapor tight and anti-spark.

a Fixtures must be rated for wet/100% humidity environment.

(d) Lights must have an average of 50 foot candles at 3ft AFF when the project is completed.

2) The existing Dali lighting controls are to be eliminated on the fixtures that are being replaced.

(a) The lights shall be controlled from regular light switches in the same cabinet where the current switches are.

3) The lights are to be installed on a 20ft-by-20ft grid.

(a) There shall be 8 emergency light fixtures to remain on constantly.

4) Basis of Design

C) Engine Shop (Building 16) output as a basis of design lights.

(a) Lights must have an average of 50 foot candles at 3ft AFF when the project is completed.

(b) There shall be 4 rows of 7 lights.

a Lights are to be placed where they will not overheat from the radiant heaters.

2) The existing Dali lighting controls are to be eliminated on the fixtures that are being replaced.

3) Currently all lights are operated from the panel box.

(a) Operations of the lights shall be changed from panel box to regular light switches located near panel box.

a Each row will be controlled from individual switch, with each row being on its own circuit. 4 switches and breakers in total.

i Each row will be controlled on their own switch.

4) There shall be 6 emergency light fixtures to remain on constantly and put on their own circuit.

(a) The 4 of the lights shall be at the corners, with the other two lights placed near the center of the bay.

(b) Controls for the emergency lights will be from the panel box.

5) Two incandescent lights shall be demo’d and circuits freed.

(a) There shall be a total of 31 lights to be installed as shown on the drawings provided.

a Lights shall be a 1 for 1 swap, with lights being placed in exact locations as existing.

(b) Lights must have an average of 50 foot candles at 3ft AFF when the project is completed.

2) The lights shall be controlled from regular light switches in the same cabinet where the current switches are.

3) There shall be 8 emergency light fixtures to remain on constantly.

4) The lights are to be dimmable with a on/off switch and slider for control.

5) Basis of Design

E) Fire House (Building 302) output as a basis of design lights.

(a) There shall be a total of 46 lights to be installed as shown on the drawings provided.

a There shall be one zone for the entire bay with two switch locations

(b) Lights must have an average of 50 foot candles at 3ft AFF when the project is completed.

(c) The existing lighting layout meets the above requirement with the BoD fixture.

2) The existing Dali lighting controls are to be eliminated on the fixtures that are being replaced.

(a) The lights shall be controlled from regular light switches in the same cabinet where the current switches are.

3) There shall be 8 emergency light fixtures to remain on constantly.

(a) There shall be a total of 18 lights to be installed as shown on the drawings provided.

(b) Lights must have an average of 50 foot candles at 3ft AFF when the project is completed.

(c) The current layout with an additional 6 staggered fixtures meets the above requirement with the BoD fixture.

2) The existing Dali lighting controls are to be eliminated on the fixtures that are being replaced.

(a) The lights shall be controlled from regular light switches in the same cabinet where the current switches are.

3) There shall be 6 emergency light fixtures to remain on constantly.

G) Plans are attached from a previous light study that determined the Basis of Design fixtures

H) Provide new schedules for any changes made to existing panel boxes.

I) Appropriately sized EMT conduit shall be used for all runs over 6 feet J) The contractor is responsible for the clean-up and removal of all debris and unused material. No leftover material is to be left on base unless directed by Base CE. The contractor is responsible for repairing any damage to existing buildings, sidewalks, asphalt/concrete drives, curbs, grass areas, fencing, utility lines/boxes and all other government property that occur because of construction.

1) The contractor is responsible for repairing or replacing any and all ceiling, walls, trim, flooring that become damaged during construction

Note: Dimming is not required and is to be removed from all building’s scope. The lights can have dimming capability but will not be utilized.

Note: There will be storage available in the various work areas. A tractor trailer is not conducive to maneuvering around some of the buildings. We recommend a straight truck and onboard forklift for materials delivery. We will not supply a forklift of any sort to unload materials.

General Notes:

1) Project Location: 139th Airlift at Rosecrans Memorial Airport on 705 Memorial Drive

(Airport Rd) in St Joseph, Missouri.

2) Performance Period: 270 calendar days from NTP

3) Hours of Operation: 0700 - 1600 Monday through Friday except Government Holidays.

4) Scheduling: The contractor shall coordinate the work schedule with and get approval from the Project Manager.

5) Visitor Center Hours of Operation: MWF from 0700 to 1100 except Government Holidays a Background checks must be submitted at least 7 working days from the needed access date.

6) Real ID: All employees requiring base access possess a REAL IC-compliant driver’s license or other acceptable form of identification. REAL ID criteria are outlined in DoDM 5200.08v3_DAFMAN31-101v3. You can verify REAL ID compliance and monitor for any changes to the enforcement date on the DHS website: hhtps://www.dhs.gov/real-id. Failure to present REAL ID compliant identification after May 7, 2025, will result in denied access or individual must be escorted. Please take the necessary steps now to ensure compliance and avoid any access disruptions.

7) Use of Base Utilities: Base water and electricity shall be available for use by the contractor and sub-contractors in performance of this project only. All other utilities shall not be available for contractor and sub-contractor use.

8) Redline Drawings: Redlined floorplan layouts of all construction changes will be provided to 139th CES upon completion of the project for updating existing base drawings. These redlines are to show all construction features including errors, changes, revisions, and any deviations from the original plan. Additional redlines floorplan layouts to show cable pathways used, jack numbering and locations, locations of any cables not reused and left coiled above the ceiling with locations and labeling for coaxial cables.

9) Equipment Manuals, Training, & Warranty: One hard copy and one electronic copy of

O&M Manuals and Warranty information for all new devices. Submit in a binder format that is labeled for the project. Additionally, contractor shall provide training to users & base craftsmen on new equipment.

10) Hazardous Materials: The contractor planning to use hazardous material (HM) for the project shall register with the base Hazardous Material Pharmacy (HMP) prior to start of work in order to support the installation’s compliance with Executive Order 12856, Federal Compliance with Right-to-Know Laws and Pollution Prevention Requirements. All HM required to support the contract shall be reported to the HMP using the Contractor HM Identification Form. The HM Identification Form will be a submittal requirement and must be submitted and approved before work can begin. (See Attachment)

11) Fire Protection: Open flame devices or any welding are not permitted except when a permit has been applied for and received. Permits may be applied for by submitting an AF form 592 to Building 302, Fire House, and 24 hours prior to using any open flame devices or welding devices. Contractor shall provide his own fire protection to include fire extinguishers.

12) Digging Permits: Any digging shall require a digging permit. The digging permit shall be obtained through the Base Civil Engineering Office (BCE) or the Project Manager.

13) Contractor’s Equipment & Supplies: Store all Contractor tools, equipment and supplies in a location approved by the Government project manager, on or off base property.

Government shall not be held responsible for missing or damaged contractor owned equipment or materials.

14) Material Staging and Dumpster Location: Contactor must coordinate with Base Project

Manager and building users the location of material staging areas and dumpster locations.

15) Differing Site Conditions: Bring any unforeseen project conditions to the attention of the Contracting Officer immediately. Differing site conditions, which may alter the scope of work, shall be approved by the CO prior to such work being performed.

16) AT/FP Provisions:

1.Access and General Protection/Security Policy and Procedures. This standard language is for contractor employees with an area of performance within Government controlled installation, facility, or area. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Contracting Officer’s Representative (COR). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by DoD, HAF and/or local policy. Should the Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.

1b. For Contractors that do not require CAC, but require access to a DoD Facility and/or Installation. Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (AFI 10- 245, AFI 31-101 and AFMAN 31-113), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

4. Antiterrorism Awareness Level I Training (AT Level I). This standard language is for contractor employees with an area of performance within a US Government controlled installation, facility or area. All contractor employees, to include subcontractor employees, requiring access to US Government installations, facilities and controlled access areas shall complete AT Level I training within 45 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. AT Level I may be accomplished by a Level I qualified instructor; completing the Force Protection computer-based training (CBT) course on Joint Knowledge Online (JKO) at https://jkodirect.jten.mil/Atlas2/ faces/page/login/Login.seam. For those without a CAC, select"Non-CAC" user on the JKO site. Tracking for each contractor or subcontractor employee is the responsibility of the COR or unit AT Representative.

12) Material Submittals: The contractor shall submit to the CO for approval all items listed in the specifications booklet on an AF Form 66 within 10 calendar days of the notice to proceed - or - provide a copy of the AF Form 66 indicating when each material submittal shall be submitted for approval. Ensure that any disapproved material submittal will not impact the approved project execution schedule, as disapproved submittal shall not be considered grounds for a time extension. Allow for a minimum of 14 calendar days and maximum of 30 calendar days for the Government’s processing of material submittals. The contractor shall not order, deliver or install any materials without CO’s material approval.

Remove any materials on site, which have not been properly approved.

13) Damage to Government Property: Any damage caused by the contractor or subcontractor to any Government property while the contractor is on base shall be replaced or repaired to the satisfaction of the Government by the contractor at no cost to the Government. This is to include any and all gravel drives/parking lots as well as grass and landscaped areas.

14) Trash, Refuse & Debris: The contractor shall not use any Government disposal bins, dumpsters or trash receptacles for any reason at any time. The contractor shall provide appropriate disposal bins/trash receptacles. Approval of disposal bins/trash receptacles location(s) shall be coordinated through Government project manager. The contractor shall not allow debris to leave the work area due to potential damage to aircraft engines.

Contractor shall coordinate with the base. All debris or trash shall be disposed of off base.

All demolition debris shall be disposed of at a permitted landfill, with landfill authorization, unless other arrangements have been coordinated through the EMO. Provide proof of landfill disposal from the landfill that accepts the materials. This may be accomplished by providing the Government project manager with landfill receipts; waste manifests, or weight tickets from the landfill that accepts the construction debris.

15) Communications Cabling: Any communication cabling and/or pathways and/or equipment shall not be altered without prior written approval of the 139th communications flight.

Contactor must ensure any installed equipment, ductwork, piping, electrical etc., does not obstruct future access to existing communication cabling and pathways. Any cost associated with CF approved alterations will be the responsibility of the contractor. Under no circumstances will the contractor void the Governments current inside plant certification and warranty.

16) Contractor Manpower Reporting (CMR): The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for ARMY collection site. The contractor is required to completely fill in all required data fields using the following web address:

http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk at http://www.ecmra.mil/.

17) Sustainable Procurement Requirements: Where applicable on products meeting the

EPA’s requirements of the Comprehensive Procurement Guide for postconsumer content and total recovered content should be considered, if feasible.

18) Information Assurance Contractor Training and Certification (JAN 2008)

a) The Contractor shall ensure that personnel accessing information systems have the proper and current information assurance certification to perform information assurance functions in accordance with DoD 8570.01-M, Information Assurance Workforce Improvement Program. The Contractor shall meet the applicable information assurance certification requirements, including—

i) DoD-approved information assurance workforce certifications appropriate for each category and level as listed in the current version of DoD 8570.01-M; and

ii) Appropriate operating system certification for information assurance technical positions as required by DoD 8570.01-M.

b) Upon request by the Government, the Contractor shall provide documentation supporting the information assurance certification status of personnel performing information assurance functions.

c) Contractor personnel who do not have proper and current certifications shall be denied access to DoD information systems for the purpose of performing information assurance functions.

19) Inadvertent Archeological Finds: In case of an inadvertent discovery of a cultural or archaeological resource, the following applicable actions will be taken immediately:

a) Workers will cease all excavation activity, ensure the site is secured, and contact Base

Civil Engineering at 816-236-3318.

b) The Environmental Office (EMO) will ensure that activities have ceased at the discovery site and that the site has been secured from human and natural forces.

c) The Environmental Office will notify any applicable tribal Governments and State Historic Preservation Office (SHPO) of the discovery. SHPO will determine if the State Archaeologist should be contacted.

d) The Environmental Office will notify the Base Judge Advocate General (JAG), Installation Commander, NGB/A7CV and the base Public Affairs Officer (PAO).

e) If the Environmental Manager (EM) has reason to believe that Native American human remains, funerary or sacred objects have been discovered, the EM will provide immediate telephone notification of the discovery, along with written notification by certified mail, to the Department of the Interior’s Departmental Consulting archaeologist (DCA) at the following:
