About this file

This document contains questions and answers for solicitation W50S7G25BA006, dated 9/9/2025, covering lighting fixture replacement across six different buildings. The project involves detailed specifications for lighting installations in Building 1 (Newlon Hanger), Building 18 (Fuel Cell), Building 16 (Engine Shop), Building 52, Building 302 (Fire House), and Building 301 (Warehouse). Key consistent requirements across buildings include: no active dimming functionality (though fixtures can have dimming capability), specific zoning requirements for lighting control, and wet/humidity environment considerations.

Specific details include building-specific height measurements ranging from 15' to 28'8", confirmation of 1:1 fixture replacements, and clarification on installation constraints such as maximum 13 working days for building emptiness. The document addresses numerous technical queries including fixture ratings, switching configurations, emergency circuits, storage logistics, and electrical contractor licensing. Notable responses indicate flexibility in building access, storage arrangements, and no requirement for Missouri state electrical licensing. Fixture details, including specific Orion model numbers for some buildings, are referenced as being available in each building's Basis of Design section.

Questions for solicitation W50S7G25BA006

9/9/2025

Building 1 (Newlon Hanger)

1. How many zones is the customer looking to achieve? I believe it was discussed 4 highbay zones and one for the task lights. We are looking for 2 zones. 1 for each side of the bay area, left and right relative to the plane.

2. What is the maximum time allowed for the hanger to be empty to accommodate the install? The maximum time is 13 standard working days. Ideally, we would like 10 days.

3. Does this building require dimming except for the emergency fixtures? Dimming is to be removed from every building’s requirement. The lights can have dimming capability, but we don’t want to utilize it.

Building 18 (Fuel Cell)

4 Will fixtures that are wet location rated be acceptable and verify these are not explosion proof fixtures? These fixtures need to rated for a wet/100% humidity environment

5 Is this building to have high bay zones or does the customer want the whole building to come on at once? We are looking for 2 zones. 1 for each side of the bay area, left and right relative to the plane.

6 Does this building require dimming except for the emergency fixtures? Dimming is to be removed from every building’s requirement. The lights can have dimming capability, but we don’t want to utilize it.

Building 16 (Engine Shop)

7 Can the customer verify that all these fixtures will be dimmable except for the emergency fixtures? Dimming is to be removed from every building’s requirement.

The lights can have dimming capability, but we do want to utilize it.

8 Verify that each of the 4 rows will be on their own switch? Correct

Building 52

9 Verify that these lights will be dimmable except for the emergency fixtures?

Dimming is to be removed from every building’s requirement. The lights can have dimming capability, but we don’t want to utilize it.

10 I do no see a drawing for this building in the attachment, will this building be a 1 for 1 replacement at their current location? Yes, this building is a 1 of 1 swap. This building is on a drawing separate from the other 5.

Building 302 (Fire House)

11 Verify that all the fixtures are to be one 1 zone for on/off? Believe there were two switch locations, if that could be verified? 1 zone for entire bay with 2 switch locations

12 Verify if these fixtures are to be dimmable except for the emergency fixtures?

Dimming is to be removed from every building’s requirement. The lights can have dimming capability, but we don’t want to utilize it.

13 If they are to be dimmable could the dimming be done with multiple dimming slides? Basically a zoned dimming only. If so how many zones? No Dimming

Building 301 (Warehouse)

14 Are these fixtures to be dimmed except for the emergency fixtures? Dimming is to be removed from every building’s requirement. The lights can have dimming capability, but we don’t want to utilize it.

15 Per the SOW (Scope of Work) BLDG 52 lists the following Orion model numbers yet does not list the qty needed of each fixture. The attachment for BLDG 52 also does not have a legend detailing what fixtures are vapor tight. Can the end user please provide the quantities required for the model numbers listed below.

(a) To replace the open storage area a Manufacturer: Orion b Model: HHSL2430LHEUNVFD850LACF11WHT65SP / HW-FC008

(b) To Replace the vapor tight fixtures a Manufacturer: Orion b Model: VTOD2432LUNVFD850LAFG11BSSSZCSP / CT4-CM1.25

There are 30 standard fixture and 3 Vapor Tight fixtures

16. Dimmable LED fixtures and low bay light fixtures not included in statement of work: Dimmable lights are removed form the project. The lights can have the function but we are not going to utilize the function.

17. Emergency Circuits: Are there currently emergency circuits ran for all existing fixtures at all site locations (6 buildings)? We do not believe emergency circuits are ran for the lights.

18. Working Hours and Building Accessibility: General Notes, 3) Hours of Operation are from 0700-1600 Monday through Friday except Government Holidays, but if work needs to be completed by suspense date/time and/or we experience any unforseen difficulties that need to be addressed in order to meet suspense date/time, will we have access to the building(s) site locations during evening, overnight, weekends, holidays or outside the posted Hours of Operation? This will be handled on a case by case basis.

19. Exact building heights: During the pre-bid conference and site walk-through, it was stated that laser measuring tools may NOT be used, does there exist exact height measurements for all 6 site locations? The Lighting Study attachment does not exhibit ceiling heights.

Measurements are from finish floor to bottom of fixture Building 1 – heights on light study Building 18 – 28’8” Building 16 – 23’10” Building 52 – 15’ Building 302 – 20’ Building 301 – 27’10”

20. Storage Materials & Equipment: Our company understands from the Statement of Work, General Notes, 13) Contractor's Equipment & Supplies that all Contractor tools, equipment and supplies will be stored in a location approved by the Government project manager (upon bid approval), however, we query that since the 6 buildings - site locations -are spread apart such that ease of access to an approved storage location may inhibit our efficiency and we estimate that we will require at least an 18-wheeler type trailer size for materials alone, will there be mulitple locations within proximity to each building site location? Furthermore, will there exist identified locations for large equipment that requires charging? We estimate that we will need a 20' lift, 40' lift, pull behind boom lift that will need to be charged every night at each location.

There will be storage available in the various work areas. A tractor trailer is not conducive to maneuvering around some of the buildings. We recommend a straight truck and onboard forklift for materials delivery. We will not supply a forklift of any sort to unload materials.

21. we would like to know if the electrical contractor needs to be licensed within the state of Missouri or can they hold a master electrical license outside the state of MO ?

Licensed in the State of MO is not required

22. We cannot locate a fixture model number anywhere in the document. Please let us know the model number and fixture you specified.

The make and model are in the Basis of Design section of each building

23. Also, throughout your documents, you state the fixtures are to be hung 3 feet aff (above finished floor). This obviously is a mistake. Please let us know the lighting height of the fixtures.

The 3 ft AFF is in reference to the amount of light at 3 ft AFF, not the height the fixture is hung at.
