SUBJECT: MINUTES OF PRE-PROPOSAL CONFERENCE AND SITE VISIT,
SOLICITATION W50S6X-23-R-0006, ASPHALT PAVING REPAIRS
Thursday, 22 Jun 2023, 10:00 am to 11:00 am, at Delaware Air National Guard, New Castle DE.
Supplementing the attached PowerPoint presentation, the following items were discussed during the pre-proposal conference and site visit.
Complete proposals are due by 10:00 am Wednesday 12 Jul 2023. Allow up to 90 days for Government acceptance of proposal. Most likely scenario is Government award of contract in mid-September 2023 to one Contractor. Work is to be accomplished on a Monday-Thursday work week. Allow time for security vetting and passing through security entrance.
Questions, in writing, due no later than 5 Jul 2023.
Ensure SAM registration is current and complete. Having only obtained a Unique Entity Identifier (UEI) from SAM.gov is not the same as a complete SAM registration. Not having a complete SAM registration at time of proposal may make you ineligible for award.
A bid guarantee as described in the Solicitation is required with proposal. Payment and Performance Bonds will be required within 10 calendar days of contract award.
Ensure you complete Blocks 14 through 20, including acknowledgement of receipt of all amendments, on page 2 of the Standard Form 1442 (cover sheet of the Solicitation).
Offeror Representations and Certifications are required online at SAM.gov prior to submitting proposal as well as completing and submitting Section 00 45 00 of the solicitation with proposal.
If Offeror has any overdue assessment responses in the Government’s Contractor Performance Assessment Reporting System (https://www.cpars.gov/), ensure these are resolved prior to submittal of proposal.
If Offeror has a current federal government contract or subcontract worth $150,000 or more, regardless of the number of its employees, the Government will verify, prior to award, that the apparent successful Offeror has filed it Veterans’ Employment and Training Service (VETS-4212) Annual Report at https://www.dol.gov/agencies/vets/programs/vets4212
There were no questions or answers that compel the Government to amend the solicitation;
however, the Government will be amending the solicitation to incorporate FAR 52.204–27, Prohibition on a ByteDance Covered Application (Jun 2023), known as the TikTok ban.

Questions asked during the 22 Jun 2023 Pre-Proposal Conference and Site Visit:
1. Will delivery trucks that require base access need to be escorted?
Yes. Government escort is required for any non-DBIDS badged or "green listed" contractor employees. A Contractor may receive self-escort privileges at Government discretion.
Contractor’s site supervisor may be temporarily badged to escort workers and delivery trucks. Every truck will be inspected by Government and escorted. Allow time for inspection at the gate. See Section 01 14 00.
2. Can we have multiple badged individuals for escort purposes?
It is up to the discretion of the Base Commander, and it is dependent on multiple variables, to allow multiple Contractor employees the ability to escort other contractor/subcontractor employees and trucks. You will be allowed one badged individual. Submit your proposal as if only your site supervisor will be permitted to escort workers and delivery trucks.
3. Is the worksite an 811-call property?
The base is under a hybrid mixed system of private and 811. For Miss Utility calls and dig permits, contact Contracting Officer’s Representative beforehand. See Section 01 11 00.
4. How will site dumping and off-site milling be handled?
Contractor shall take asphalt build-up, milling, and waste dumping off base. You will not be allowed to leave millings or dump on site. Contractor is responsible for the disposition of site materials and must transport to a government approved disposal facility.
See Sections 01 57 19 and 01 74 19.
5. Are we to re-use existing stop signs and other traffic/parking signage?
Traffic signage is not within the scope of this project (other than Contractor’s temporary signage for project traffic control purposes). See Section 01 50 00.
6. Will there be multiple mobilizations for multiple orders?
There will only be one mobilization. Contract is structured to require the Government to elect to exercise any option line items (CLINs 0002 through 00013) at time of award or at other times no later 30 Sep 2023. Therefore, Government election to exercise any or all options, at any or multiple times prior to 30 Sep, will not necessitate additional mobilizations for Contractor to complete project within 120 days after initial Notice to Proceed. See Solicitation Notes in Section 00 10 00.
W50S6X-23-R-0006
7. Will Government require access to buildings adjacent to the work site?
Contractor work shall not preclude Government access to and operations of buildings on the base, adjacent to the work site or otherwise. See Section 01 14 00.
8. What is the thickness of the asphalt for the remove and replace or the mill and pave?
See Definitions in Section 01 00 00 General Requirements [on page 59] of the Solicitation for the applicable measurements.
