About this file

This document is a Single Source Justification (Simplified Acquisition) for the 140th Maintenance Group to procure a laser marking system. The solicitation seeks a RMI UF-20 Fiber Laser Marking System or an equivalent system with specific technical requirements, including a 1064 nm wavelength laser, minimum 20-watt output, 100mm x 100mm marking area, and capability to mark metals and plastics. Key requirements include software with a laptop computer, on-site training, technical support, safety compliance with AFI 48-139 and ANSI Z136 standards, and an enclosure capable of Class I operation with dimensions between 30-48" in length, 30-36" in depth, and 5-13" in height.

The procurement is a total small business set-aside under NAICS 333517 with a size standard of 500 employees. The solicitation (W50S6V24Q0011) is issued by the Colorado Army National Guard, with questions due by 25 July 2025 at 12:00 PM MDT and responses due by 01 August 2025 at 12:00 PM MDT. The justification for a single-source approach stems from safety compliance, streamlined approval processes with the 140th Bioenvironmental Engineering, and specific operational requirements that necessitate a carefully selected laser marking system.

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan?

Contracting Activity: 140 MSC

Project/Program Name: MXG Laser Engraver System

D Yes

Section B: Description of the Supplies/Services Required

This brand name or equal justification is posted in accordance with DFARS 206.302-1 (c). The 140th Maintenance Group requires a laser marking system to ensure proper marking of tools and equipment in accordance with established safety and marketing standards. The laser marker must be approved by the bases Bioenvironmental Engineering prior to use and must meet Air Force Instruction (AFI) 48-139 as well as ANSI Z136 standards for laser safety. RMI UF-20 Fiber Laser Marking System OR EQUAL. To be considered equal; the proposed Fiber Laser Market must meet the following characteristics:

o Repairs provided on site or provide shipping method.

• Must be capable of marking on curved surfaces.

o Rotary Chuck adapter or equivalent.

Section C: Justification for Soliciting from a Single Source or Brand Name

The "brand name or equal" approach is justified for the following reasons:

-Safety and Compliance: Laser marking systems pose inherent safety risks if not properly designed, operated, and maintained.

The specified system must meet stringent safety standards, including AFI 48-139 and ANSI Z136. Meeting these standards is non-negotiable.

-Streamlined Approval Process: The current laser marking system is an older model of the RMI UF-20. The 140th Bioenvironmental Engineering has already approved this system. Procuring a similar system, or one with demonstrably equivalent safety features and certifications, will likely streamline the approval process. This minimizes delays and ensures continued compliance with all applicable safety regulations. Replacing the current system with a laser marker that has not been previously approved will require extra approval steps and may be rejected if Bioenvironmental Engineering deems it unsafe.

-Operational Requirements: The laser marking system must meet specific operational requirements, including:

Section D: Efforts to Obtain Competition

Competition was sought through vendor outreach and a Sources Sought Notice to assess capabilities and identify alternative laser marking system brands. Based on the responses, a 'brand name or equal' solicitation is appropriate, as market research indicates alternative brands could meet the customer's needs if all specifications are demonstrably met.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

To avoid precluding future competition, ongoing market research will monitor for changes in vendor capabilities and new solutions. Minimum approval requirements will remain strictly based on regulatory standards {AFI 48-139, ANSI Z136, Bioenvironmental Engineering approval) to ensure any compliant solution is considered.
