About this file
This document contains responses from an engineering firm to a request for information regarding a federal contract opportunity for construction of a Weapons Load Crew Training Facility for the Alabama Army National Guard. The responses provide clarification on technical specifications, confirm acceptance of alternate materials, and correct dimensions shown in the contract drawings. Key details include confirmation that solid PVC piping is acceptable for drainage below and above slab, except for oil waste lines which must be cast iron as specified. Insulated metal roof panels are also clarified to be used at high roof areas over pre-engineered metal buildings.

Subject: RESPONSES TO RFI #001
Project: F-35: WEAPONS LOAD CREW TRAINING FACILITY
Job #: ANG# FAKZ039172 / SSL# 18138
From: David Donovan
1) Question: What is the size of the fuel containment tank shown on P0.2 and P2.1?
Response: A minimum 5,000 gallon tank is required.
2) Question: Drawing E0.4 has the hanger noted at a Class 1 Div 1 area at minimum. It then becomes a Class 1 Div 2 area when there is a jet in it. Then classifies the vestibule as a Class 1 Div. 2 area. The FA drawings do not notate any explosion proof devices. Nor do they notate weatherproof devices either, since there will be a high expansion foam system. Both explosion proofing and weathertightness can be achieved using explosion proof devices but again, neither are indicated. Please clarify.
Response: Class I, Division I is only required at areas below the finished floor (trench drain area) as indicated on the sheet notes on E0.4. The Class I, Division 2 area is primarily limited to the area within 5’-0” of the aircraft which is designated by the orthogonal cross hatch on E0.4. The Class I, Division 2 areas does extend throughout the entire hangar floor area but only up to 18” above finished floor. Similarly, vestibules are only Class I, Division 2, to a height of 18” above the floor. Fire alarm conduits in vestibules are anticipated to be located more than 18” above the floor and therefore not required to be explosion proof type. Fire alarm conduits within the hangar are intended to be as noted on sheet FA1.1 (see screenshot below). High expansion foam system is not required and not indicated within the design documents. The hangar fire protection systems have been designed in accordance with the Sundown Policy for Foam Fire Suppression Systems Memorandum dated 16 November 2021 with Change 2, 29 December 2022 and Appendix 4 of UFC 4-211-01 as noted on sheet FX1.1.

3) Question: Spec section 220000, 2.02, A.1 calls for service weight cast iron below slab. Is it acceptable to use Sch 40 PVC solid wall pipe and fittings below slab? This will be much more cost effective for the government.
Response: Solid Core PVC with appropriate solvent cement joints will be acceptable. Cellular core PVC will not be allowed.
4) Question: Spec section 220000, 2.02, A.2 calls for no hub cast iron above slab. Is it acceptable to use Sch 40 PVC solid wall pipe and fittings in areas that are not return air plenum?
Response: Solid Core PVC with appropriate solvent cement joints will be acceptable. Cellular core PVC will not be allowed.
5) Question: Spec section 220000, 2.12, E.2 calls for four-bolt riser clamps. Due to availability, is it acceptable to use standard two-bolt riser clamps instead?
Response: Two-bolt riser clamps are acceptable.
6) Question: Sheet P2.1 shows a drain line from the trench in the center of the building to the oil storage holding tank. Is it acceptable to use Sch 40 solid wall PVC pipe and fittings for this drain line? Is there an alternate piping system that is preferred since this is oil waste?
Response: No. Use cast iron as specified for building drainage systems.
7) Question: Detail 11 on sheet S2.1 shows the trench detail for the trench in the center of the Load Certification Bay. At the drain pipe connection to the trench, is it simply an open pipe that stubs in or is there supposed to be some type of additional floor drain or strainer for the pipe? Does this drain require a trap or just a continuously sloped drain?
Response: Open continuously sloped drain.
8) Question: What is the size of the buried holding tank on sheet P2.1. We cannot locate a size on the plans or in the spec.
Response: A minimum 5,000 gallon tank is required.

RESPONSES TO RFI NO. 001 Page 3 of 3 Seay Seay & Litchfield, P.C. 18 July 2023
9) Question: Is the buried holding tank intended to hold oil only or is it also intended to hold fuel spills?
Response: Storage tank is designed for containment of inadvertent fuel spill caused by a tank or valve rupture in accordance with UFC 4-211-01, Section 5- 11.
10) Question: Bid Option 0004: Installation of Architectural Benches/Security Barriers :
What all is included in the security barriers?
Response: Refer to specification section 01 2300. Bid option shall include installation of stone benches and wood backless seat as indicated on specific note 2 on L1.0. If the bid option is not awarded, benches will not be installed. All site paving (concrete edge bands, concrete pavers, curb & gutter, etc…) shall be installed as part of the base bid.
11) Question: The concrete benches come in 3 standard sizes, 24” (2’), 95” (8’) and 142” (11.8’). The bench toppers (wood backless benches) come in 2 standard sizes, 24” (2’) and 70” (5.8’). With the 3 different sizes shown on the drawings (4’, 10’ & 14’), will it be acceptable to piece these together to get as close as possible to the dimensions on the drawings?
Response: Design intent is for 142” stone benches to have 118” long backless wood benches and for 24” and 95” stone benches to be provided without backless wood seats. L1.0 was incorrect and has been revised. See Addendum No. 1 for revised L1.0 with correct bench and wood seat lengths indicated.
12) Question: Several locations in the drawings indicate “Insulated Metal Roof Panels” as the roof structure for the high roof on the Pre-Engineered Metal Building frame.
However, sheet A2.2 shows the entire roof as a “Standing Seam Metal Roof” assembly. Please confirm that the intent is to incorporate insulated metal roof panels at the high roof over the PEMB frame and to incorporate the standing seam metal roof assembly at the low roof in it’s entirety.
Response: The intent is correct to have insulated metal roof panels at the high roof areas over the PEMB frame. All roof panels (both traditional single skin and insulated panels) are intended to have a similar standing seam configuration on the exterior side of the panel.
