About this file
This document contains answers to questions from potential offerors on a solicitation for repair of an electrical distribution system. The solicitation requests services to remove existing overhead primary distribution lines and structures and replace them with an underground primary distribution system using directional boring at the 187 Fighter Wing in Montgomery, AL. Ancillary work includes reconnecting existing facility transformers, replacing transformers, installing new secondary service laterals and facility service panels, installing new switches, sectionalizing cabinets, hand holes and pull boxes, and documenting the new underground lines. Additional work includes installing new street, parking lot, flight line and metering lighting. The agency is the Department of the Army Alabama Army National Guard. Key clarifications provided in the answers include allowing switches with arc spinners instead of vacuum interrupters, confirming all gear will be manual configuration without motor operators or auxiliary contacts, and extending the completion time to 365 days instead of the originally proposed 270 days.

Subject: ANSWERS TO RFI #002
Project: REPAIR ELECTRICAL DISTRIBUTION
Job #: SSL# 15227
ANG# FAKZ162003
From: David Donovan
1. Question: Contractor does not believe that 270 calendar days in a traditional work week will be enough to accomplish the scope of work. Will the contractor be allowed to work 7 days a week including holidays? Can the contractor include in their proposal a longer contract duration?
a. Answer: Refer to Addendum No. 2.
2. Question: On E 3.1, the detail for the directional bore says “2-inch conduit is installed only where cable tv conduit is required otherwise it is omitted.” On sheet E 2.1, the symbol “1WP/XX”. This symbol does not appear in the legend. Contractor assumes it is a 1-way 4” primary duct in a directional bore. Is the 2” Cable TV conduit in that duct?
a. Answer: No, the CATV is not in that duct. What that symbol means is that there is a 1-way 4 inch conduit and 0-way CATV/COM conduits. If you look on Sheet E2.1 on the east side of the site sheet note 15 shows the origin point of the CATV 2” conduit. It is routed under the perimeter road (Richardson Road) to a pull box on the base side of the fence. It is then routed/bored underground to another pull box adjacent to switch S102 indicated by the dashed line with the letter “C” in it. It then joins the bored duct from Switch S102 to switch S102A. You will notice that the duct has changed to 2WP/1C which means 2-way 4 inch duct and 1-way inch CATV duct. From S102A you just follow the duct around to behind bldg. 1202 where it branches off finally and is routed to the fire station. Periodically, the 2” conduit is separated and is routed through a junction box located adjacent to a piece of 15 kv gear.
3. Question: Will gear rated 12 5 KA gear with arc spinners be acceptable or will vacuum interrupters be required?
a. Answer: We would accept switches with arc spinners on this project

4. Question: Will 15kV, 12 5 KA gear with Arc Spinners be acceptable? This would greatly reduce the overall price of the project and still exceed requirements of available fault current.
5. Question: On page 6 of the spec 26 0272, 2.6 Switched Ways, B it requires overcurrent sensing for single-phase or three phase tripping of the interrupter. With the Vista unit we have the ability to either do single phase or three phase tripping on the fault interrupter ways or a combination of the two depending on whether load needs single phase trip or three phase trip. On the drawing there appears to be some single phase and three phase transformers/buildings.
a. Answer: We would like three phase tripping on all three phase transformers and single-phase tripping on all single phase transformers.
6. Question: Can someone provide details on which ways will require 3 phase tripping and which ways will require single phase switching on each switch on drawing E5.01?
a. Answer: Question is construction means & methods. Coordinate switchgear and associated phase tripping with switch vendor as required to meet the intent of the design as clarified in the response to question #5 above.
7. Question: In addition, the specification 26 0272, Section 2.6 Switched ways, pages 5-
6 B Fault Interrupting Switched Ways and C Controls calls out auxiliary switches and contacts. Based on drawing E5.01, gear appears to be manual and not an automatic transfer switch. If this is truly manual gear, then we will not have any auxiliary switches, although switches can be configured from the factory with auxiliary contacts if they plan on needing status indication on a SCADA System in the future. It is extremely important to note that if aux contacts are required for possibility of future SCADA or status indication, then the switch is configured with aux contacts at time of ordering.
a. Answer: No SCADA requirements for this project. No auxiliary contacts will be required for any of the switched ways.
8. Question: Can you please verify confirm if aux contacts will be needed?
a. Answer: No auxiliary contacts required on any of the switched ways.

9. Question: Switch S200A (utility Entry Switch) – It appears that the APCO service is coming in to Way 6 (fault interrupter way) and the Backup generator is coming into Way 5 (fault interrupter way); Is this reversed? Should the APCO service and the generator be coming into the switch ways and the fault interrupter ways be the feeders to the loop
a. Answer: Yes, that is correct. The fault interrupters 5 and 6 are reversed.
The interrupter ways should be reserved for the loop feed.
10. Question: Specific Specifications Questions/Observations Medium-Voltage, Pad Mounted Switchgear 26 0272. Section 1.2A page 1 – Calls for “remotely controlled” vacuum load and fault interrupting gear. Do I need to quote manual gear or remote?
According to drawing 5.1, all gear is manual. Remote gear with motor operators will double the price of the gear. Also, the load is broken by the load break switch and not the vacuum bottle.
a. Answer: No motor operators are required. All gear is manual.
11. Question: If I can supply gear at 12.5kA, may I supply fault interruption that is not vacuum bottle and in the form of Arc Spinners? This will greatly reduce the price of the gear and exceed electrical requirements of available fault current (3,490 amps)
a. Answer: We would accept switches with arc spinners on this project
12. Question: Specification section 23 0272, Section 1.3I page 2 – Calls for SCADA control. Do I need to quote manual gear with no remote control?
a. Answer: All gear is to be manual.
