About this file

This document contains answers to questions from potential offerors on a solicitation for electrical distribution repair services. The solicitation seeks to remove existing overhead primary distribution lines and structures at an Air National Guard facility and replace them with an underground primary distribution system using directional boring. Ancillary work includes reconnecting existing facility transformers, replacing transformers, installing new secondary laterals and service entrance panels, adding new switches and sectionalizing cabinets, installing hand holes and pull boxes, and documenting the new underground lines. The scope also includes installing new street, parking, and flight line security lighting and electrical metering. The answers clarify requirements around grounding, duct installation, conductor sizing, and minimum conduit sizes. They also waive an Alabama contractor preference and provide alternative bid options for the installation method regarding casing requirements for directional boring.

Subject: ANSWERS TO RFI #001

Project: REPAIR ELECTRICAL DISTRIBUTION

Job #: SSL# 15227

ANG# FAKZ162003

From: David Donovan

1. Question: On sheet E0.1, project note 4 calls for adding additional ground rods if necessary to try to obtain 25 ohms of resistance. So that we are all bidding the same, up to how many ground rods do we put down before declaring unable to reach 25 ohms?

a. Answer: Up to three ¾” x 10’ copper clad ground rods spaced 10 feet apart in a triangular pattern.

2. Question: On sheet E2.1, E2.2 and E2.3 under the Utility Legend, note says to see sheet E3.2 for further requirements. That sheet has no references to any duct requirements.

a. Answer: Duct sections are not required. Project duct installation will be by directional boring. Directional boring section is shown on Sheet E3.1.

3. Question: On sheet E2.3, the duct run from S105 to Transformer T18 is noted as 2 way. The legend shows the duct run symbol (-----UP----) to be 1 way. Which is correct for this duct run, one way or two way?

a. Answer: One way is all that is required for that run to T-18.

4. Question: On sheet E4.1 of the drawings, detail 2 shows switch pads with note “furnished and installed”. Section 26 0122-2, paragraph 2.3 says that these are to be furnished by the Government. Is that correct or does the contractor furnish them?

a. Answer: The specifications are in error. The boxpads/ground sleeves are to be furnished and installed under this contract by the contractor. Refer also to Addendum No. 1.

5. Question: On sheet E5.1 of the drawings, the transformer schedule shows

Transformer T20 to be a 100 KVA. Just to the right of that on the single line, it is shown as a 167 KVA. Which is correct?

a. Answer: Transformer T-20 will be required to be 167 KVA. Refer also to Addendum No. 1.

6. Question: Also on sheet E5.1, single line shows 2 # 2 feeding from Transformer T 24 to existing three phase Transformer T2. Shouldn’t this be 3 #2?

a. Answer: You are correct. This should read 3#2 CU (15KV) and 1#2 GR.

Refer also to Addendum No. 1.

7. Question: Also on sheet E5.1, single line shows 2 #2 feeding from switch S105 to J8 as 2 # 2. Shouldn’t this also be 3 #2?

a. Answer: You are correct. This should read 3#2 CU (15KV) and 1#2 GR.

Refer also to Addendum No. 1.

8. Question: On sheet E5.4 of the drawings, detail 1 shows ¾” minimum conduit size.

Should that be 2” as shown on a similar detail 4 on sheet E5.3?

a. Answer: You are correct. The minimum size for all street lighting conduits is 2”. Refer also to Addendum No. 1.

9. Question: Section 260100-1 calls for an Alabama contractor or one that has done three similar projects in Alabama. We perform work only for the Federal Government on military bases throughout the country. Unfortunately, there have been limited opportunities of similar work bidding on Alabama bases. Nationwide, we have completed over 200 federal electrical distribution projects with most of them involving converting distribution systems from overhead to underground.

This is a federally funded project and should not be restricting competition with this requirement. We have never had this requirement placed on one of our federal contracts in any state. We request that this clause be deleted or modified to allow experience to be the deciding consideration.

a. Answer: You are correct. We are more interested in capturing firms with experience. The geographic restriction is waived. Refer also to Addendum No. 1.

10. Question: It appears that it is the intent of this project to place all conduits for 15 KV system underground by boring and with steel casing. The additional casing requirement is a significant cost adder for this project. On every federal job we have completed, boring was done with SDR 13.5 HDPE ducts without an outer casing.

This includes under roads and under runways used by large aircraft. These installations were as specified and required by the contract documents and as permitted by UFC guidelines. While this design for this project can be accomplished, it will be costly.

a. Answer: Our intent is to keep circuiting as compact as possible.

Understanding the potential cost impact to the project, the steel casing has been reconsidered. Refer to Addendum No. 1 which adds alternate bid options to provide the Government pricing information for three potential installation methods.
