Response: Detail 2/S2.3 was left over from the original bid and can be omitted from the drawings. No HSS purlins are required by the current scope of the project.
ITEM NO. 8: The storm structure details on sheet C10.1 show 8” wall thicknesses. Standard pre-cast structures are 6” thick. Please advise if standard pre-cast structures with 6” thick walls are acceptable, or if the 8” thick walls are required.
Response: 6” thick precast structures are acceptable.
ITEM NO. 9: Specification section 024100-2, 3.01.A calls out to demo buildings 202, 204, 205, and 214 in their entirety. Furthermore, 3.01.A.2 calls for demolition of buildings 204, 205, and 214 to be included in the base bid proposal. 3.01.A.3 calls for building 214 to be included with Bid Option #3. Bid Option #3 does not describe the demolition of building 214 to be included with that option in the front end specs. Per the site visit and the demolition plan, C2.1, buildings 205 & 214 are the only buildings that should be demolished. Please clarify.
Response: Specifications are incorrect. Per the site visit and C2.1, buildings 205 and 214 are to be demolished as part of the base bid of this project. Refer to Addendum No. 1.

ITEM NO. 18: Can you please confirm if the awarded contractor would be required to be licensed, and get local building permits and inspections for this project?
Response: The Contractor will not be required to be a licensed general contractor in the state of AL. There will be permits and inspections. However, the authority having jurisdiction is not the City of
Birmingham. So, a City of Birmingham Building permit is not required. Likewise, the project is tapping
ANG owned utilities (taps are downstream of Spire/APCO/BWWSB connection points) so any permit applications/approvals by the various utility companies will also not be required. A combination of the project architect, project engineer(s), the Base Civil Engineer, and the Base Fire Chief will perform inspections during construction. Concrete placement inspections, in-wall inspection, above-ceiling inspection, a final inspection, and routine inspections during construction will be conducted. There will be some ANG specific permits (dig permits and open flame permits). These permits are applied for via the base fire department and the civil engineering squadron. There is no cost associated with these permits.
ITEM NO. 19: If the awarded contractor is not licensed but the teaming partner is, would that be acceptable to the government?
Response: Refer to response to Item No. 18 above.

ITEM NO. 25: With this project being LEED certified, would a cast stone supplier 580 miles away be excluded, or is there a point system by which they could still compete for this work, if points are made up elsewhere?
Response: Project requirement is to achieve exemplary performance for LEED Credit MR4.1 “Recycled
Content” which will require use building materials or products that have been extracted, harvested or recovered, as well as manufactured, within 500 miles of the project site for a minimum of 40%, based on cost, of the total materials value of the project. If only a fraction of a product or material is extracted, harvested, or recovered and manufactured locally, then only that percentage (by weight) contributes to the regional value. The General Contractor shall track and coordinate material costs, materials extraction/manufacturing locations, and ensure regional materials credit requirements are achieved.
ITEM NO. 26: Can our superintendent also be our quality control personnel?
Response: Yes .

Varies testing agencies are local and qualified for such inspection. Agencies include, but are not limited to, Building and Earth, Bhate, and Terracon.
ITEM NO. 30: The attic doesn’t appear to be a conditioned space but SP2.1 shows that the entire attic is to be protected by a Wet System. Is the entire attic supposed to have a sprinkler system or just the mechanical mezzanines? If the entire attic requires protection, would it be correct to assume that a Dry
System would be required?
MONTGOMERY DOTHAN AUBURN HUNTSVILLE
Response: Roof assembly includes rigid insulation above the metal roof deck. Therefore, the area above the ceiling is enclosed within the building envelope and dry type sprinklers are not required. The entire attic is to be protected by a Wet System as per the plans.
ITEM NO. 31: On E2.2 in the drawings it references that the transformer is to be provided and installed
"by electrical." Is this transformer to be provided by the electric utility that governs the area, and if so, can the name of the Electric Utility be provided?
