About this file
This document is a Justification and Approval for Other than Full and Open Competition for sole source procurement of KMC HVAC controls for a new Security Training Facility project at the 117th Air Refueling Wing in Alabama. The 117th ARW exclusively uses KMC controls for their HVAC systems to ensure standardization and interoperability across the base. Changing the control system would require converting the entire base, which is not currently feasible. The estimated value of the sole source items is unknown. The contract type will be firm-fixed price, and the funding source is MILCON.
The related federal contract opportunity is for the construction of a new approximately 9,941 square foot Security Building project number BRKR009063, with a magnitude between $5 - $10 million. The North American Industry Classification System code is 236220 with a small business size standard of $45 million. The award will be 100% set-aside for small businesses, and will be made to the responsible bidder whose bid conforms to the solicitation and is most advantageous to the Government considering only price and price-related factors. A pre-bid conference will be held on July 18, 2024.

Justification and Approval for Other than Full and Open Competition Sole Source Items within a Construction Project AFARS 5153.303-5
Contracting Activity: USPFO Alabama
Description of Action: BRKR009063 – Security Training Facility
Type of Action: New Contract Contract Type: Firm Fixed Price Funding Type: MILCON
Description of Sole Source Items:
KMC HVAC Controls: HVAC controls as required by NGB policies.
Estimated Value of Sole Source Items:
Authority Cited: United States Code 3304(a)(1) as implemented in Federal Acquisition Regulation 6.302- 1(a)(2)(ii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements.
Reason for Authority Cited:
The 117th exclusively utilizes KMC for HVAC system's Direct Digital Controls. This is the only manufacturer that is utilized to allow for standardization and guaranteed interoperability. To build a structure that did not utilize this system would compromise the ability to control and monitor base utilities to reduce energy consumption to the maximum extent possible. Utilizing other manufacturers would necessitate the purchase of additional centralized monitoring systems for the Security and Services Training Facility B209 and Civil Engineering B700.
Efforts to Obtain Competition: A pre-solicitation notice was placed in sam.gov in order to give contractors an early notification of this project.
Market Research: There are many manufacturers of DDC controls, but the 117th ARW uses KMC controls basewide. In order to change control systems the whole base would need to be converted to the new brand and that is not currently economically feasible. A project is in the planning stage to convert the DDC system to a non-proprietary system allowing different vendor DDC controls to be managed by one central system. This project is in its infancy and will not affect the need to use KMC controls for this project.
Facts: The KMC DDC system is the only manufacturer that is compatible with the current HVAC control system.
