About this file
This is a Questions and Answers document for RFQ #W50NH925Q0001 Amendment 3, dated March 3, 2025, regarding USACIC FY25 Special Agent Kits for the Department of the Army Materiel Command. The document clarifies specifications for multiple CLINs including body armor (accepting Level IV plates + soft armor Level IIIA as IV+), holster requirements (2-slot acceptable instead of 3-slot), and first aid kit specifications (accepting higher-cost kit with proven brand name items from US partners).
Key updates include confirmation that all items in the RFQ are required, items will be shipped individually rather than pre-kitted, and the delivery date has been extended to April 30, 2025. The document addresses technical specifications for various kit components including Ultra Low Visibility Compression Top (accepting Point Blank version with full-length separating zipper), leather magazine cases (either open or closed top acceptable), and clarifications on military first aid kit components from manufacturers like North American Rescue, Dynarex, Teleflex, and McKesson.

Questions to RFQ #W50NH925Q0001 Amendment 3 3 March 2025
· This solicitation is brand name or equal based on the item descriptions and there are not SKUs available.
1. CLIN 0001
Question / Note:
Level VI + is not NIJ certified and none of the manufacturers have NIJ certified IV+. Point Blank stand alone plates are NIJ certified Level IV. Per Point Blank, would the contracting office consider Level IV plates + soft armor Level IIIA as IV+.
· Yes this will work.
1. CLIN 0015
Question / Note:
These are two different kits with different components Which one is requested?
· Military Individual First Aid Kit – IFAK Part Number is EF187B-T
1. CLIN 0017
Question / Note: GALCO Open carry Holster for Sig Sauer is not made with 3 SLOT.
· We can take 2 slot if need be.
1. CLIN 0018
Question / Note: Can you please confirm which one is requested. Also, it has a belt loop, not a paddle. Is the paddle a must?
· Belt loop is good. Open top B851-3
1. Point Blank notified us that CLIN 0002 Ultra Low Visibility Compression Top (ULVCT) is originally their product MPN# CCMZCDBV0M that was replicated under the different brand as mentioned in original solicitation.
It is identical in fit and function. With possibly one exception. The zipper on original PB ULVCT goes all the way up the sides and separates, where the one requested one goes up and stops an inch or so short.
This means they have to put the carrier over their head like a T-Shirt rather than being able to fully open the sides for better comfort.
· The zipper going all the way up the side and separating is OK from Point Blank.
1. Secondly, CLIN 0015 Military Individual First Aid Kit, We located the original kit. We reached out to manufacturer of one of the components (quick-clot) and below are their note:
In reference to the picture and name of the item listed, this is an older version of the QuikClot product, which has been discontinued for over 10 years. The updated version is the QuikClot #200, which is the hemostatic of choice by all branch’s of the military.
It seems like this kit is outdated and price is much less than the original items listed. If price is still active, this would mean that they are using cheap components, which include the tourniquet. Some our first responders during the training reported that these would break in use.
US21 will offer identical kit which has a higher cost, but we will use all proven brand name items from our strong US partners. These are the items we stock and kit for all of our CONUS and OCONUS teams.
This includes, North American Rescue, Dynarex, Teleflex and McKesson and we will include descriptions with technical description in the proposal.
· We can take the higher cost one and will just have to assess during the technical evaluation stage whether it stays under our original quote amount.
1. Lastly, regarding Leather Double Mag Case. Description has both Open Top and Nickel Snap. If the case is open top there is no snaps on it. We will send you a price and you can tell us do you prefer open top or closed with nickel snap.
· Either open top or closed top works. Prefer closed but either work.
1. I’m wondering if you folks are looking for a quote on all items listed in the RFQ, or just these items highlighted in green?
– All of the items.
1. 1) You are requesting "kits", are you asking for the list of items to be actually kitted and packed into the Patrol bag, or shipped individually in bulked manufactures cartons and you will perform the kitting assembly at time of distribution?
-We are going to kit them ourselves.
2) If so does, that include all items or omit the Gun Vault, and Body Armor?
- N/A
1. Part of why I ask, if bids are due on 3/21 and delivery date 4/1, with a few days of evaluation and award and friction of delivery, that is a very short window.
· Update delivery date to 30APR2025
