Question # Reference Industry Question/Concern Government Response

1 Attachment 0003 WATS Spares, Column C

Column C is grayed out for the Base Period. Should we populate this worksheet under the assumption there will be no orders or pricing for the Base Period?

Pricing for the base period should be added in the blanks on the CLINs in Section B of the solicitation.

2 TDP Drawing - 13689501 Will the Government be providing the necessary equipment to perform the operational tests identified in ADN 13689501, to include environmental testing, on the 25 Pilot Lot Units and will the Government have a representative present during the environmental testing?

We would also like to inquire, would all 25 require testing or would the requirement be for a sample of 5 or 10? This factor would affect the anticipated cost.

a. The Government will provide the necessary equipment to perform the operational test identified in ADN 13689501 including environmental testing.

A Government representative may or may not be present during the environmental testing.

b. According to 13689501, the Government selects 5 units randomly for Pilot Lot testing from the first 25 units produced.

3 WATS Critical Item Test Specification drawing number 13689501

For Method 501.5 (high temp storage) procedure I, the 810G spec says to perform a minimum of 7 cycles but the print calls for only 3 cycles. Can the Government confirm which 24 hours cycle to perform? (i.e., Table 501.5-II ambient or induced, Table 501.5-III ambient or induced).

Please refer to the updated ADN 13689501 Sheet 3 for response to this question.

4 WATS Critical Item Test Specification drawing number 13689501

For Method 501.5 (high temp operational) procedure II, can the Government confirm which 24 hours cycle to perform? (i.e., Table 501.5-II ambient or induced, Table 501.5-III ambient or induced).

Please refer to the updated ADN 13689501 Sheet 3 for response to this question.

5 WATS Critical Item Test Specification drawing number 13689501

For Method 502.5 (low temp storage) procedure I, the 810G spec says to soak this at a temperature for 4 hours or 72 hours depending on the material, can the Government confirm how long to soak at temperature for?

We would also like to inquire, would all 25 require testing or would the requirement be for a sample of 5 or 10?

Please refer to the updated ADN 13689501 Sheet 3 for response to this question.

6 WATS Critical Item Test Specification drawing number 13689501

For Method 502.5 (low temp operation) procedure II, the 810G spec says to soak this at a temperature for stabilization + 2 hours.

a. What is the test temperature?

b. The print says to perform 3 cycles. Can the Government provide the cycle details (temp, ramps, duration, etc.)?

c. Will the test samples be powered during this testing?

Please refer to the updated ADN 13689501 Sheet 3 for response to this question.

7 WATS Test Adapter Set drawing number 13689497 (Top Level Drawing)

This document does not call out part number 13689545 WL TK Assembly in the parts list, but does reference it in note 8 on the drawing, “WL TK ASSEMBLY PN: 13689545-101

IS OPTIONAL EQUIPMENT. WL TK ASSEMBLY IS NOT INCLUDED WITH WATS

TEST ADAPTER KIT UNLESS SPECIFIED BY CUSTOMER”.

The drawing tree (13689498) shows the WL TK as part of the kit and the WATS APATS Tester Application Instructions (13689499) has references about how to test the WL TK throughout the document. Is the WL TK part of the WATS kit and does it need to be priced in the complete kit or is it going to be purchased as a spare for all the kits?

The WL TK is NOT part of the WATS kit. It will be ordered as a spare part and placed in the kit if specified by the customer. It does not need to be priced in the complete kit.

8 WATS Revised Drawing Tree 13689498

Revised Drawing Tree (13689498) has a KIT, EOL TESTER (13689645) added to it , but there are no requirements for this kit in the solicitation. Will the USG please clarify if this kit is to be priced and if so, where?

The EOL Tester (13689645) is not part of the solicitation. This kit does not need to be priced.

TDP Drawing - 13748554 Our team has reviewed the TDP and have indicated we are missing drawing 13748554

Drawing 13748554 is part of the EOL Tester Kit (13689645). Although the EOL Tester Kit is shown on the WATS drawing tree, it will not be produced with this RFP.

What test equipment is GFE (quantities and items)?

Please see enclosed DRAFT GFE List. At contract award, one set of test equipment will be provided. After successful Pilot Lot Testing, additional test equipment will be provided. A maximum of 7 sets are available.

How much time does it take to run a full ATP?

Can the hours to perform each test be broken down by time and by WATS sub-assembly?

The average test time including configuring, testing and calibrating a WATS Kit is around 1.5 hours. During the testing portion of a WATS kit, each module can be tested individually. Individual module test times are less than 10 minutes for good units.
