About this file

This is a Questions & Answers document for Solicitation W15QKN26QA112, a U.S. Army requirement for washer and dryer replacement at Devens RFTA (Regional Food Training Area). The Government seeks to replace 42 commercial-grade top-load washers and 42 freestanding electric dryers across 11 laundry rooms located on the 2nd and 3rd floors of Buildings 658, 673, and 637. Machines must operate free of charge without coin, card, or app-based vending and are intended for individual soldier laundry use, though they must be commercial-grade to withstand multiple daily uses. The Government clarified that the term "sanitizing" has been removed from the updated Statement of Work, and any commercially available dryer meeting salient SOW characteristics is acceptable. No specific capacity requirements (cubic feet or pounds) are mandated beyond standard commercial-grade specifications. Electronically controlled dryers with sanitize cycles are acceptable provided they feature metal drums, gears, and belt-driven transmissions.

Installation requirements specify that the contractor is responsible for providing all materials necessary for complete installation, including new hoses and clamps to connect machines to existing infrastructure. Existing plumbing, electrical connections, and dryer venting are assumed serviceable; vented dryers are required (unvented/internally vented dryers are not acceptable). Buildings lack elevators; Building 658 has two entrance steps and Building 637 has eight steps to the first floor, though stairwells in both buildings have adequate width for equipment. A lift-gate truck is recommended for delivery. A one-time site visit was scheduled for August 12, 2026, at 1300 Eastern Time, requiring advance registration with attendee names and cell phone numbers. The Government rejected a vendor suggestion to reconsider specifications, confirming the requirement remains for commercial-grade equipment meeting SOW specifications. No line item for "Access Control Head End (Bilateral)" is included in scope despite its erroneous inclusion in the SOW.

Questions & Answers- Solicitation: W15QKN26QA112 - Devens RFTA Washer & Dryer Replacement

Question 1: The schedule calls for 42 “sanitizing electric dryers,” but the solicitation and SOW do not state a required sanitizing temperature, cycle, or certification. Please confirm the performance standard that qualifies a dryer as sanitizing.

Also asked as: What does “sanitizing dryer” mean?

Also asked as: How does the Government define "sanitizing" for evaluation purposes?

Answer 1: Ther term ‘sanitize’ has been removed from the updated SOW. Any commercially available dryer that meets the salient characteristics listed within the SOW is acceptable.

Question 2: Should the replacement washers and dryers operate free of charge, or must they support coin or mobile-app vending?

Also asked as: Does the Government have a requirement for whether machines are to be non-vended (free use) or configured for coin/card operation?

Answer 2: The washers and dryers must operate free of charge. No coin, card, or app-based vending is required.

Question 3: Are the machines intended only for individual personnel/resident laundry, or must they support any commercial laundering operations?

Answer 3: The machines are intended for individual soldier laundry. However, they must be commercial-grade to be durable enough to support multiple uses per day.

Question 4: Are photos of the existing washer and dryer cabinets and manufacturer data labels available?

Also asked as: Can the Government provide the makes, model numbers, and/or photographs of the existing washers and dryers to be removed and replaced?

Answer 4: No. As stated in the SOW, replacement has been piecemeal over the last 20+ years, resulting in various models. There is no standard unit, and providing exhaustive data on all existing machines is not feasible. Offerors should price their quotes based on the removal of standard commercial-style units.

Question 5: Please confirm whether any commercially available manufacturer/model meeting the SOW requirements is acceptable, or if there is a preferred manufacturer or approved products list.

Also asked as: What size washer and dryer ie 18lb, 30lb?

Also asked as: What type of washer? Homestyle top load?

Also asked as: What minimum (or required) capacity, in cubic feet, does the Government require for the Top Load Washers and for the Sanitizing Electric Dryers?

Answer 5: Any manufacturer or model that meets the salient characteristics outlined in the Statement of Work (SOW) is acceptable. The Government has a requirement for commercial-grade, top-load washers and freestanding electric dryers. There is no required capacity (e.g., cubic feet or lbs) specified beyond what is standard for a commercial-grade machine of this type.

Question 6: Please confirm whether existing plumbing, electrical connections, and dryer venting will be serviceable, or if any modifications are to be included in the contractor's scope.

Also asked as: Will the government provide vent hose for dryers?

Also asked as: Will the government provide clamps for the vent hose connections?

Also asked as: Please confirm that existing dryer exhaust ductwork is in place and serviceable in each laundry room, and that vented (rather than ventless) dryers are acceptable.

Answer 6: Existing plumbing, electrical, and dryer venting are assumed to be in place and serviceable. This requirement is for the like-for-like simple replacement of existing units. The contractor is responsible for providing all materials necessary for a complete installation, including any new hoses or clamps required to connect the new machines to the existing infrastructure. Vented dryers are acceptable. Unvented/ internally vented dryers are not.

Question 7: A sanitize cycle typically requires electronic temperature control. Will the Government confirm that an electronically controlled dryer offering a sanitize cycle is acceptable notwithstanding SOW paragraph 1, provided the drum and drive components are metal?

Answer 7: Yes. The intent of the SOW is to procure durable, commercial-grade machines. An electronically controlled dryer is acceptable, provided it meets the SOW requirements for metal drums/gears and a belt-driven transmission.

Question 8: The SOW includes the line item "Access Control Head End (Bilaterial)" with no associated quantity or CLIN. Please clarify whether this is within the scope of this requirement.

Answer 8: This line item was included in the Statement of Work in error and is not part of this requirement.

Question 9: Would the Government consider providing photographs of the 11 laundry rooms?

Answer 9: Please refer to Attachment 0002 for building and floor layout information. No other photos or diagrams are available.

Question 10: Attachment 0002 places laundry rooms on the 2nd and 3rd floors of Buildings 658 and

673. Is elevator access available in these buildings, and are there any stairwell or doorway clearance limitations the offeror should account for?

Answer 10: Per the information provided by the customer, none of the buildings have elevators.

Building 658 has two steps to the entrance, and Building 637 has eight steps to the first floor. The stairwells in 658 and 673 are both of adequate width to get the new machines to the 2nd and 3rd floor. A truck with a lift gate is recommended for delivery. Offerors are responsible for accounting for all necessary labor and equipment to complete installation on all required floors.

Question 11: Will the Government offer a site visit?

Answer 11: Yes- A one-time-only site visit will be held on 12AUG2026 at 1300 Eastern Time. All parties interested in attending must register by sending the names and cell phone numbers of their attendees via email to Elizabeth Woods- Assistant Operations Officer, DPTMS at elizabeth.a.woods40.civ@army.mil no later than 1300 10AUG2026. See the amended solicitation for full details.

Vendor Suggestion 1: A vendor suggested the Government's specifications may lead to acquiring appliance-grade equipment that is not suitable for a high-use barracks environment and recommended reconsidering the specifications to align with commercially available heavy-duty laundry equipment.

Government Response: The Government has reviewed the vendor's feedback. The requirement is for commercial-grade washers and dryers that meet the specifications outlined in the SOW.
