About this file

This is a Questions and Answers document for federal contract solicitation W15QKN26QA112 regarding washer and dryer replacement services at Devens RFTA, issued August 13, 2026.

The document addresses seven key clarifications regarding scope, scheduling, and installation requirements. On scheduling and sequencing, the Government confirmed that delivery schedule dates within CLINs will be aligned via amendment to reflect the same required completion date, with all work to be completed within the stated period of performance. Contractors may sequence delivery and installation at their discretion, including same-day operations, and need not price two separate mobilizations. Regarding dryer installation, the existing building exhaust ductwork, including overhead rigid ducts and exterior terminations, is outside the contractor's scope; the contractor is responsible only for supplying and installing flexible vent transitions and clamps at each dryer location. The Government accepts dryers supplied with matching three-prong NEMA 10-30 power cords consistent with NEC 250.140, and replacement or reconfiguration of existing receptacles, branch circuits, or wiring is excluded from contractor scope. For washer installation, the electrical configuration of grounded, GFCI-protected 120-volt duplex outlets is consistent throughout, and commercial washers supplied with standard factory-attached power cords are acceptable without modification. Standard drain hoses supplied by equipment manufacturers are acceptable with no separate specification required. The Government will provide temporary removal and reinstallation of Government doors and hardware at no cost to the contractor. Pre-existing damage to wall openings, recesses, and corroded supply valves are outside the contractor's scope; if existing supply valves fail during installation, the contractor must notify the Contracting Officer's Representative rather than attempt repairs.

Questions and Answers #3- 13AUG2026- W15QKN26QA112

Devens RFTA Washer & Dryer Replacement

Question 1: Please confirm that the contractor may sequence delivery and installation at its discretion, including delivering and installing units on the same day, provided all work is completed within the period of performance. Please also clarify how that discretion reconciles with the CLIN 0001 delivery date as written, since installation under CLIN 0003 is scheduled after 30 September while washer delivery under CLIN 0001 is scheduled before that date. If the CLIN dates as written control, please confirm whether offerors should price two separate mobilizations. This materially affects pricing.

Answer 1: The delivery schedule dates within the CLINs will be aligned via amendment to reflect the same required completion date. The Government’s intent is for all work to be completed within the stated period of performance. The contractor may sequence delivery and installation at its discretion, including delivering and installing units on the same day. Offerors do not need to price two separate mobilizations.

Question 2: Please confirm in writing that: 1. The existing building exhaust ductwork, including overhead rigid duct runs and exterior terminations, is outside the contractor's scope; and 2. The contractor's responsibility is limited to supplying and installing a new flexible vent transition and clamps at each dryer location.

Answer 2: Confirmed. The contractor's responsibility is limited to supplying and installing new flexible vent transitions and clamps at each dryer location to connect to the existing infrastructure. The existing rigid building exhaust ductwork is outside the contractor's scope.

Question 3: Dryer receptacles observed during the site visit are NEMA 10-30R; three-wire, 30 amp, 125/250 volt, without an equipment grounding conductor. The Government representative indicated that this configuration is consistent throughout the laundry rooms. 1. That the Government accepts dryers supplied with matching three-prong NEMA 10-30 power cords, consistent with the allowance for existing branch-circuit installations at NEC 250.140; and 2. That replacement or reconfiguration of existing receptacles, branch circuits, or wiring is outside the contractor's scope.

Answer 3: Confirmed. The Government accepts dryers supplied with matching three-prong power cords.

The replacement or reconfiguration of existing receptacles, branch circuits, or building wiring is outside the contractor's scope.

Question 4: Washer receptacles observed are grounded, GFCI-protected 120-volt duplex outlets. Please confirm this configuration is consistent throughout, and that commercial washers supplied with factory-attached power cords are acceptable without modification.

Answer 4: Confirmed. This electrical configuration is consistent throughout the laundry rooms, and commercial washers supplied with standard factory-attached power cords are acceptable.

Question 5: Please confirm that washer drain hoses supplied by the equipment manufacturer with each machine are acceptable, and that no separate drain hose specification applies.

Answer 5: Confirmed. Standard drain hoses supplied by the equipment manufacturer are acceptable.

There is no separate drain hose specification.

Question 6: At the site visit, the Government representative indicated that alternative access routes are available to some of the laundry rooms. Please confirm that this assistance will be provided at no cost to the contractor, and that temporary removal and reinstallation of Government doors and hardware is outside the contractor's scope.

Answer 6: Confirmed. If the temporary removal of Government doors or hardware is required to facilitate access, Government personnel will perform that work at no cost to the contractor.

Question 7: Several plumbing wall recesses have unfinished or damaged edges, and some existing supply valves show corrosion. We understand these conditions to be pre-existing and outside the scope of a like-for-like replacement. Please confirm that: 1. Repair or finishing of wall openings and recesses is outside the contractor's scope; and 2. Should an existing supply valve fail to seat or hold when operated during installation, the contractor is to notify the COR rather than repair or replace it.

Answer 7: Confirmed. The repair or finishing of pre-existing damage to wall openings and recesses is outside the contractor's scope. If an existing supply valve fails to seat or hold during installation, the contractor shall immediately notify the Contracting Officer’s Representative (COR). The contractor shall not attempt to repair or replace existing building plumbing infrastructure.
