Solicitation Summary

This is a Request for Quote (RFQ) issued by the U.S. Army Contracting Command–New Jersey on behalf of the Combat Capabilities Development Command Armaments Center (DEVCOM–AC) at Picatinny Arsenal for the procurement of an Industrial Vacuum System and ancillary pumps to support a wind tunnel upgrade. The solicitation number is W15QKN26QA0480004, with quotes due by June 19, 2026, at 12:00 PM EST, submitted electronically through the Procurement Integrated Enterprise Environment (PIEE) suite. This is a 100% Small Business set-aside under NAICS 333248 with a size standard of 750 employees, structured as a firm-fixed-price (FFP) purchase order with delivery required within twelve months of award.

The primary requirement (CLIN 0001) is delivery of a complete vacuum system configuration consisting of one steel cylindrical vessel with a minimum internal volume of 2,400 cubic feet, rated for vacuum pressure down to 10 Torr and capable of handling 100% dried air at less than 350 PSIG; one vacuum pump capable of achieving ultimate vacuum pressure of less than 13.8 Mbar; one pump exhaust silencer (if required to reduce noise below 85 dB); and one vacuum booster capable of pulling vacuum to 10 Torr from the entire vessel volume within 30–45 minutes. The system must operate in outdoor conditions with ambient temperatures of 40–110 degrees Fahrenheit, use 240V or 480V power (no water cooling available), and include all commercial manuals. CLIN 0002 is a non-separately-priced Contract Data Requirements List (DD Form 1423). Delivery shall occur at the Wind Tunnel Facility at Picatinny Arsenal, New Jersey, FOB destination, with the contractor responsible for transportation costs. The government will evaluate proposals on a pass/fail basis for technical acceptability against the Statement of Work, then award to the responsible offeror with the lowest price among technically acceptable offers. The solicitation incorporates standard FAR and DFARS clauses applicable to commercial items and small business acquisitions.
