About this file
This is a Questions and Answers document issued on 10 June 2026 in response to Solicitation W15QKN26QA048 P00003 for an Industrial Vacuum System and ancillary pumps. The document addresses four industry questions regarding equipment specifications and site conditions at Picatinny, New Jersey.
Key clarifications include: (1) the cylindrical vessel material (CS-Painted or SS304) should be selected based on specification compliance and suitability for outdoor northern New Jersey environment conditions; (2) the facility operates within the 40-110°F temperature range only when external conditions naturally fall within this range, and equipment must survive typical outdoor storage conditions; (3) bidders are responsible only for delivery of solicited items, with future contractors handling installation and interconnected piping; and (4) cooling tower water and chilled water are not available on site, though city water exists at the building but not at the vacuum system installation location, with water temperature dependent on ground temperature in northern New Jersey. This document does not address pricing, response deadlines, or award information.

PROJECT: INDUSTRIAL VACUUM SYSTEM (and ancillary pumps) SUBJECT: Questions and Answers in response to
Solicitation W15QKN26QA048 P00003
pg. 1
10 June 2026 – Industry Questions and Answers
Below are the official responses to questions submitted regarding the aforementioned solicitation.
Question 1: Is the preference for the Cylindrical Vessel CS-Painted or SS304?
Answer 1: Whichever would meet all the specifications listed in the solicitation and be best suited to survive the elements in an outdoor environment in northern NJ.
Question 2: If the Vacuum System is outside (I'm assuming in Picatinny, NJ), how are we going to maintain an operating temperature of 40-110F?
Answer 2: The facility normally operates when the external conditions fall into this temperature range due to current system limitations. The items purchased from this solicitation will be stored outdoors and need to survive the typical outdoor environment in northern NJ.
Question 3: Is the bidder responsible for the interconnected piping between the Vessel and the Vacuum System or is this something that will be performed by local contractors once the equipment arrives on site?
Answer 3: Bidder is only responsible for the delivery of the items in this solicitation. A future contractor will be responsible for installation and additional piping.
Question 4: I think we may need cooling water. If there is not Cooling Tower Water, nor Chilled Water, is there at least City Water? And if so, what temperature?
Answer 4: No cooling tower water or chilled water is currently available. There is city water going to the building, but currently not near the location where the vacuum system will be installed. Water temperature is dependent on ground temperature in northern NJ.
