About this file
This is an Amendment of Solicitation/Modification of Contract (SF 30) for a wind-tunnel upgrade industrial vacuum system project. The amendment number is 0001, effective March 9, 2026, issued by WSGK ACC-PICA (Picatinny Arsenal, New Jersey) and administered by the U.S. Army. The contracting officer is Charlotte A. Sylvain, and the original solicitation number is W15QKN26QA048, dated March 2, 2026. The amendment updates the Statement of Work, modifies contract line items, and provides responses to industry questions received regarding the procurement.
The amendment clarifies the scope of work for purchasing an industrial vacuum system configuration in one of two options: Configuration A comprises a single 2,400 cubic-foot steel sphere vessel capable of handling pressures under 350 PSIG at 800 degrees Fahrenheit, a vacuum pump achieving ultimate vacuum pressure of less than 13.8 Mbar, a pump exhaust silencer reducing noise below 70 dB, and a vacuum booster. Configuration B specifies two 2,400 cubic-foot steel cylindrical vessels instead of one sphere, with identical pump, silencer, and booster requirements. Delivery is required within 12 months of award to the Wind Tunnel Facility at Picatinny Arsenal, New Jersey, with F.O.B. destination terms and contractor payment method. The contractor must provide a Certificate of Conformance documenting compliance with all commercial requirements and specifications. The evaluation is on a pass/fail technical acceptability basis followed by lowest price selection among acceptable proposals, with proposals submitted in two volumes (Technical Quote and Price Quote). The amendment also adds Attachment 0006 containing questions and answers dated March 10, 2026, and modifies packaging, marking, and transportation requirements consistent with commercial standards and military specifications including MIL-STD-129 bar coding and ISPM 15 heat-treated wood packaging materials requirements.

Addendum to 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services
Miscellaneous text in this section has been modified to:
Basis for Award:
The Government intends to award a single contract/purchase order to the responsive and responsible offeror that submits the lowest priced proposal that meets all the minimum technical requirements specified in the solicitation. Proposals will be evaluated in two separate volumes:
Volume I - Technical Quote and Volume II - Price Quote. The Government will first evaluate proposals for technical acceptability on a pass/fail (acceptable/unacceptable) basis. Only those proposals deemed technically acceptable will have their price volumes considered. The technically acceptable offeror with the lowest evaluated total price will be selected for award.
Discussions: The Government intends to evaluate quotes and make an award decision without discussions with offerors. Therefore, the initial quote should contain the offeror's best terms.
The Government reserves the right to conduct discussions if the Contracting Officer determines them to be necessary.
The following are the definitions that shall be used for evaluation of response received:
ADJECTIVAL
RATING
DEFINITION
ACCEPTABLE Proposal clearly meets the minimum requirements of the solicitation.
UNACCEPTABLE Proposal does not clearly meet the minimum requirements of the solicitation.
The proposals will be evaluated acceptable/unacceptable based on the criteria established in this solicitation as follows.
Factor One (1) Technical:
In order to achieve an acceptable rating for the technical factor the offeror's response must clearly meet the Scope of Work (SOW):
Factor Two (2) Price:
The total evaluated price shall be the total amount proposed on line item 0001 determined by summing the price proposed on each line item.
An offeror shall propose on line item 0001 to be considered for award. Unit pricing shall be listed with the extended cost for each item. Line item 0002, CDRLs, are not separately priced.
Adequate competition is anticipated for this purchase order. However, if only one offer is received, the Government reserves the right to request other than certified cost or pricing data in accordance with FAR 15.403-3.
Price/Cost Inconsistencies: A proposal is presumed to represent an offeror's best effort to respond to the solicitation. Each initial proposal should contain the offeror's best terms for award for this purchase order. Any inconsistencies in performance or price should be explained in the proposal. Any significant inconsistencies, if unexplained, raise a fundamental issue of the offeror's understanding of the nature and scope of work required and its financial ability to perform the contract, and may be grounds for rejection of the proposal.
