Questions and Answers (Tranche 2) – Solicitation W15QKN-23-R-5032 – TVWF – Picatinny Arsenal, NJ
Q1) The current vehicle lane width within the 25’ x 60’ structure on base at Picatinny is only just over 8’. We will need to increase that lane to just over 12’ to meet the design requirements to fit an M1 Abrams Main Battle Tank. That increase in vehicle lane width, minimizes the area that we have to install our electrical, mechanical, auxiliary and wash tank systems. Our fear is that we may not be able to fit the new wash and associated equipment within the existing building footprint due to the expanded vehicle lane. Do we have the option to expand the existing slab width an additional approx. 5’ to allow for a safer/better working area in and around the vehicle wash equipment, thereby increasing the overall width of the metal building required to house that equipment and sider vehicle lane?
A1) The solicitation was amended to remove the specific requirements to accommodate the M1 Abrams tanks and M109 series howitzers. The Government’s preference is to minimize cost and schedule impacts. Any expansion of the existing footprint will require permitting from the Arsenal safety and environmental offices, which may result in schedule delays. That being said, the solicitation requirements call for one (1) complete pre-engineered 3-bay metal building, “in kind” to the existing building layout and dimensions (25’ x 60’). Likewise, paragraphs L.6.1.2.2 and M.3.2 states that the proposed TVWS shall reflect an “overall” building footprint of the existing building 242 footprint. Again, the Government’s preference is to minimize cost and schedule impacts, however there is no hard-stop requirement to utilize the exact dimensions of the existing foundation and slab.
Q2) Would Army Contracting Command be receptive to a design that provides a brand-new concrete slab that contains a revised trench system with associated underground conduits as deemed necessary by our design? In this case we would completely demolish the existing slab and install as new in and around the area of the existing TVWF.
A2) Aside from the discussion in A1 regarding use of the exact perimeter dimensions of the slab, any other modifications within the perimeter of the slab can be proposed. For instance, existing drain trenches and separator sumps can be demolished and replaced with new configurations. The slab may also be modified to configure (or reconfigure) fuel lines, water lines, waste lines, electrical conduit, or any other service deemed necessary by the Offeror. This may be up to and including full demolition and replacement of the slab. However, as mentioned above, the Government’s preference is to minimize cost and schedule impacts. The Government will not issue any suggestions as to which construction solution would be a better value. Cost is an evaluation factor for award, and it is up to the Offeror to determine what will be the best value.
Q3) Page 8/ Paragraph 3.6.3.6 – Please confirm that you are no longer requiring a 3-Bay metal building, but a 1-lane TVWF intended to fit within a new 25’x60’ metal building installed on the existing slab.
A3) To clarify, the intent is to construct a new building with the same entrance and exit points as the existing building, with a single wash lane. The description of “3-bay” merely refers to the spaces in between the medial vertical support columns and roof trusses. It does not denote a requirement for three separate wash bays.
Q4) Page 7/Paragraph 3.1.1 Wastewater Remediation System (WRS) – Please confirm that components of our WRS can be installed underground adjacent to the existing TVWF.
A4) There is no prohibition to housing new equipment adjacent to, or outside of the existing footprint. Notwithstanding, each Offeror must know that any type of excavation outside of the existing building footprint must be cleared through the Arsenal safety and environmental offices. This may create delays in the construction schedule. In the event that such delays and increased costs are accurately anticipated and included within a proposal that is selected for award, then those costs will be paid. However, unanticipated delays which result in costs beyond the proposed price will not be paid, and any requests for equitable adjustment will be rejected. However, permitting and clearances will not be needed for any structures or housings (with no permanent foundation) emplaced next to or adjacent to the main building using above-ground connections.
Q5) The Schedule of Contract Prices on Pages 3-6 of the RFP does not align with the L.6.1.3.1 Volume III-Factor Price requirements identified on pages 81 and 82 of the RFP. Please clarify the pricing requirements required to be included with our RFP response.
A5) An amendment will be forthcoming to correct the submission instructions on pages 81 and 82.
Q6) For these types of projects, we typically provide the design as required for the vehicle washing systems and Metal Building structural design. The RFP is silent on design requirements necessary for potential concrete slab work, adjacent civil work required to accommodate the wastewater remediation system, building electrical power and lighting requirements, HVAC/Mechanical systems, etc. Is Army Contracting Command expecting the Contractor to also provide these design services as well or are they to be designed by the Army and/or their consultants?
A6) The intent is to have the Offeror’s design all systems. The Government will work with public utilities to run sanitary sewer lines, potable water lines, natural gas lines, and electrical service (if not already existing) up to the building, but the rest is up to the Offeror to propose.
Q7) The RFP is requesting an electronic submission on DVD or CD. These days with other Federal Agencies we either e-mail, send links, or provide hard copies with electronic copies on thumb drives. Please confirm how you would like to receive the RFP response.
A7) The medium for receipt of electronic proposals will be changed via formal amendment. Please take care to check any changes to section L which would indicate changes to the proposal submission requirements. Be sure to check the SF30 cover sheet for changes to the proposal submission date/time.
