Questions and Answers – Solicitation W15QKN-23-R-5032 – TVWF – Picatinny Arsenal, NJ

Q1) Are there any plans associated with this job? I don’t believe there are plans shown on Sam.gov regarding the new structure to be built. The only plans that are shown are of the existing structure.

A1) No plans have been developed for the replacement building. In accordance with solicitation paragraph 3.6.3.6 (renumbered to C.3.6.3.5 in Amendment 0001), the requirements call for the proposal of a pre-engineered structure.

Q2) The Proposal should be downloaded onto a DVD/CD and physically mailed to the address contained in Block 7 of the Standard Form 33. If this is correct, should the proposal Volumes I through IV be downloaded on to the DVD/CD as four individual files or as one file with the Volumes page locations denoted on a Table of Contents?

A2) The Government has no preference. Formatting of the Offeror’s choosing is acceptable, so long as it is compatible with Microsoft Office products.

Q3) The solicitation mentions fire protection in multiple places, our understanding of the project is that fire detection/alarm and suppression is not required, please confirm?

A3) Correct. Neither fire detection nor fire suppression systems are required.

Q4) In the vehicle wash equipment section, a conveyer belt system is mentioned. This would be very difficult and expensive to integrate into an existing facility. Additionally, this requirement is not typical for automatic drive thru wash systems such as this one. Please confirm that this was included inadvertently and is not a requirement of the facility?

A4) This feature has been removed from the solicitation requirements, subsequent to the release of Amendment 0001.

Q5) For the “Command/Safety Whole-Facility Shutoff” is an E-stop for the drive thru automated wash system sufficient? A single shut-off for all components of the facility would involve adding a building management system which seems unnecessary for an unmanned wash facility. Please confirm the only requirement is an emergency stop for the automated wash system.

A5) This feature has been changed within the solicitation requirements to a wash system shutoff, as opposed to a whole facility shutoff. This change will be effective subsequent to the release of Amendment 0001.

Q6) In the solicitation it lists the vehicles to be washed and mentions “to include tracked howitzers and tanks”, because this new facility is being constructed on the footprint of the existing facility, we are very limited on space. The 12’ doors and 8’ wide guide rails will only accommodate standard over the road vehicles that fit within this envelope. Please confirm that the system is to conform to the existing dimensions and that larger tracked vehicles are not a requirement?

A6) This feature has been changed. The solicitation no longer requires accommodations for the M1 Abrams tank or the M109 series self-propelled howitzers. This change will be effective subsequent to the release of Amendment 0001.

Q7) The NAICS 811192 - Car Washes is for operating a carwash, not constructing a carwash. We believe a more appropriate NAICS for this solicitation would be NAICS Code 423850 which covers Car wash equipment and supplies merchant wholesalers.

A7) The NAICS is changed effective with the release of Amendment 0001.

Q8) SUBFACTOR 2 - DESIGN LAYOUT mentions review of PE stamped drawings for the building with the offer. PE stamped drawings would not be available until after the award due to the associated costs of preparing such drawings. Please confirm that PE stamped building drawings should be submitted during the submittal phase and that conceptual drawings at the offer phase would be acceptable?

A8) This requirement has been removed from the solicitation, and will be effective subsequent to the release of Amendment 0001.

Q9) We need to use the “confirmed” Ground Snow Load” for Picatinny. I would imagine that an engineering office at the base would have this information.

A9) The snow load is 35 psf. This is also included in the solicitation paragraph 3.6.3.6 (renumbered to C.3.6.3.5 in Amendment 0001).
